About this file
This document is an amendment to a solicitation for construction of a parking apron, shoulders, and taxiway at Basa Air Base in the Philippines. The amendment provides additional details for environmental controls and munitions response. Contractors must comply with Department of Defense Explosives Safety Board accreditation standards for munitions and explosives of concern personnel. The contractor will be responsible for destruction of any munitions encountered and will advise and assist the Philippine military with disposal. If needed, the contractor can procure, transport, and store donor explosives for demolition in accordance with Philippine regulations. The project site is identified as likely to encounter munitions, so operations will be conducted under an approved explosives safety submission and subject to audit by the Naval Ordnance Safety and Security Activity. The amendment also specifies that draft explosives safety submissions take precedence over conflicting information in other documents for this project.
