Section L - Instructions, Conditions and Notices to Bidders
SECTION L
L.1 TIME FOR RECEIPT OF PROPOSALS
(a) Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to the solicitation are not desired. Elaborate artwork and expensive visual and other presentation aids are neither necessary nor wanted.
(b) Non-Price and Price Proposals shall be submitted no later than the date and time provided in Block 9 of the Standard Form 33, “Solicitation, Offer and Award” Form.
(c) Proposals shall be submitted by the following method:
(1) Electronic submittal:
i. The Contractor shall submit all volumes of its proposal electronically using Procurement Integrated
Enterprise Environment (PIEE) Solicitation Module at the website https://cac.piee.eb.mil/sol/xhtml/auth/index.xhtml.
ii. Register at PIEE using the PIEE Vendor Registration Guide, provided in Attachment JL-1.
iii. Follow the PIEE Proposal Manager, Proposal Manager Functions and Posting Offer Guides, Attachment
JL-1.
iv. Electronic cost proposal files shall include editable and searchable documents (e.g. Excel files, Word, Adobe PDF)) of Cost Model and the supporting cost documentation. Ensure all links to external files from the proposal spreadsheets/formulas have been removed. Excel spreadsheets shall not contain macros, circular references or iterative formulas. If submitting PDF documents with the electronic proposal, the text shall be a font of Arial, 11 point.
v. Electronic submissions shall be compatible with Windows type CPUs and Microsoft Word 2016, Excel 2016 (file extension shall be .xlsx or .xls), and Adobe Acrobat Software.
(d) Proposals not received at the above website on or before the hour and date set forth for receipt of proposals shall be subject to the provisions of FAR 52.215-1(c), “Submission, modification, revision and withdrawal of proposals.”
(e) Offeror shall submit complete and accurate information. The Government may elect not to request additional information to perform the evaluation.
L.2 INSTRUCTIONS FOR SUBMITTING QUESTIONS REGARDING THE SOLICITATION
Questions regarding the solicitation shall be submitted in writing via electronic mail to NFPACQ21-SINGBOS@navy.mil no later than 15 calendar days prior to the proposal due date. Verbal queries will not be entertained. Questions shall be submitted in the format provided in Attachment JL-2.
L.3 VIRTUAL PRE-PROPOSAL CONFERENCE/ SITE VISIT
A virtual pre-proposal conference will be held on June 22, 2023 via MS Teams. The purpose of the conference will be to familiarize prospective offerors with the extent and nature of the project, as well as the unique features of the proposal requirements. The virtual conference will commence at 12:00 p.m., Hawaii Standard Time on 22 JUN 2023. Please check the website https://cac.piee.eb.mil/sol/xhtml/auth/index.xhtml regularly for any updates to the virtual conference.
Parties interested in attending the virtual pre-proposal conference shall submit a request via email to NFPACQ21- SINGBOS@navy.mil by 2:00 p.m. Hawaii Standard Time (HST), June 20, 2023 with the following information:
company name, business size, point of contact, name of individuals with title, phone numbers, e-mail addresses.
Failure to submit registration information for the pre-proposal conference by 2:00 p.m. Hawaii Standard Time (HST), June 20, 2023 will preclude your firm’s participation in the virtual pre-proposal conference. Login information will be emailed to attendees once registration for the virtual pre-proposal conference is complete.
A site visit will be held on July 12-13, 2023 in Singapore. Parties interested in attending the site visit shall submit the following to NFPACQ21-SINGBOS@navy.mil no later than 2:00 pm HST, June 27, 2023: attendee’s full name, gender, citizenship and nationality, name of firm attendee is representing, position/title of attendee, telephone number and e-mail address of attendee. When necessary, prior to the site visit, the Government may request additional information for site visit attendees. The exact location of the site visit will be provided at a later date to the attendees via e-mail. Attendees for the site-visit are responsible for making their own travel arrangements. All costs for travel, meals and accommodations will be at the attendee’s expense. Additional information will be provided to the registered site visit attendees.
The government will not provide answers to verbal questions submitted before, during or after the site-visit.
Offerors are encouraged to submit written questions by e-mail to NFPACQ21-SINGBOS@navy.mil. The form for submitting written questions is provided in Attachment JL-1 of the solicitation. Responses to the questions will be provided as an amendment to the solicitation. No hard copies will be sent. In addition, a list of attendees at the site visit will be available within three weeks following the site visit; the government will not issue minutes for the site visit.
IMPORTANT NOTE: Government remarks and explanations provided during the site visit shall not qualify or alter the terms and conditions of the solicitation. Only the Procuring Contracting Officer may amend the solicitation including the Performance Work Statement and will do so in writing.
Failure to submit registration information for the virtiual virtual pre-proposal conference and site visit in a timely manner will preclude your firm’s inclusion in the event(s).
L.4 AMENDMENTS AND NOTICES TO THE SOLICITATION
Amendments and notices will be posted to the PIEE Solicitation Module at the website https://cac.piee.eb.mil/sol/xhtml/auth/index.xhtml. It is the offeror’s responsibility to check the website periodically for any amendments to the solicitation. Please note that notices do not change the solicitation. Changes to the solicitation can only be made by the issuance of amendments.
L.5 PROPOSAL REQUIREMENTS
The price proposal and the non-price proposal shall be submitted in separated volumes. Each volume, as described below, shall be appropriately tabbed and present a clear, concise offer.
Volume I – Price Proposal Volume II – Non-Price Proposal (Past Performance, Corporate Experience, Technical Approach and Safety)
The non-price and price proposals should be submitted in two electronic copies compatible with IBM type CPUs and Word 2013-2016, Excel 2013-2016, and Adobe Acrobat software.
Offerors shall submit DD form 254, Contract Security Classification Specification (Attachment JC-2) due to the possibility of handling classified documents.
VOLUME I – PRICE PROPOSAL
See L1(b) for Volume I submittal instructions.
The price proposal shall contain sufficient information to permit a detailed evaluation. Electronic Price Proposal files shall include editable documents (e.g. Excel files). Ensure all links to external files from the proposal spreadsheets/formulas have been removed. Excel spreadsheets shall not contain macros, circular references or iterative formulas. The format of Volume I shall be as follows:
Electronic File shall be, 8-1/2” X 11” and have margins of 1-inch on all four sides. For charts, graphs, and spreadsheets, paper shall be no larger than 11”x17”.
Text shall be a font of Arial with a type size no smaller than 11 point and single line spacing.
Graphic text shall be legible and no smaller than 8-point text.
At a minimum, Volume I shall be provided in 8 parts and tabbed as follows:
(1) Standard Form (SF) 33
(2) Section B/CLIN & ELIN
(3) Authorized Personnel
(4) Representations & Certifications
(5) Financial Management Systems
(56) Financial Capability
(67) Teaming/JV/Mentor-Protégé Agreements
(78) Supporting Cost Data
Under (1) Standard Form (SF) 33, Offeror shall complete blocks 12 through 18.
Under part (2) Section B/CLIN & ELIN, Offeror shall complete Section B and accompanying exhibits from Section J of the solicitation with all Contract Line Item Number (CLIN) and Exhibit Line Item Number (ELIN).
Amounts shall be rounded to the nearest dollar. Amounts will become the prices effective at contract award.
Under part (3) Authorized Personnel, Offeror shall provide name, title, email address, phone and facsimile number of the person or persons authorized to negotiate and bind the Offeror and points of contact within the company should proposal clarifications be required. Offeror shall provide phone numbers and points of contact at the cognizant Defense Contract Management Command Office responsible for contract administration functions (e.g. DCMA Office) and the cognizant Government audit office (e.g. Defense Contract Audit Agency). If an Offeror does not have such contact(s) with DCAA or a Government audit office, it shall so indicate and explain why not.
If submitting a proposal as a Joint Venture, submit the aforementioned cognizant Defense Contract Management Command Office responsible for contract administration functions (e.g. DCMA Office) and the cognizant Government audit office (e.g. Defense Contract Audit Agency) information for all Joint Venture members).
Under part (4) Representations & Certifications, Offeror shall provide Representations and Certifications and other Statements of Offeror, Section K, DFARS Clause 252.204-7007 ALT A.
Under Part (5) Financial Management Systems, Offerors shall submit the date, results, and the reporting Government office for the most recent reviews performed of the accounting/billing, estimating, purchasing, material management, and Government property management systems (earned value management system (EVMS) is not applicable). The Government is not asking for a description of your system, but is requesting supporting information that will allow the Government to determine the status and reliability of these systems. The Offeror shall also submit documentation addressing compliance with Cost Accounting Standards (CAS) requirements and shall provide an explanation for outstanding non-compliances and describe the impact of the CAS non-compliances on the pricing of the offerors proposal. If submitting a proposal as a joint venture, submit the above items for all joint venture members.
The Government’s objective is to obtain information to evaluate FAR Part 9 responsibility matters, ascertain the significance of Offeror’s DCAA/DCMA cited business system deficiencies and/or non-compliances, and to evaluate the Offeror’s demonstrated ability to provide accurate and reliable cost or pricing data. An Offeror’s proposal may be deemed less favorable or rejected for lack of demonstrated ability to adequately maintain financial management systems.
Under part (56) Financial Capability, Offeror shall provide evidence of financial capability. In accordance with FAR 9.104-1 responsibility determination, a contractor must have adequate financial resources to perform the contract. Offeror shall submit the company’s Unique Entity Identifier and provide the latest three (3) years complete fiscal year financial statements (to include Balance Sheet, Income Statement, Statement of Cash Flow) for the prime contractor, certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. In addition to the above, submit evidence of availability of working/operating capital (i.e.bank line of credit), which will be used for the performance of the resultant contract. For Joint Venture arrangements discuss the financial responsibilities among the companies and if the Joint Venture has been in existence for less than three years, also provide the latest three years’ complete fiscal year financial statements for each member of the Joint Venture. Each Joint Venture/LLC member or partner may submit the aforementioned proprietary financial information serperately in accordance with L.1 (c).
Under part (67) Teaming/JV/Mentor-Protégé Agreements, Offerors shall submit any Teaming, Joint Ventures (JV), Limited Liability Corporation (LLC) and Mentor-Protégé (MP) arrangements. Submit the following additional documentation regarding the business entities:
A copy of the executed Teaming, JV, LLC or MP agreement.
A detailed statement outlining the following terms or percentages where appropriate:
• The relationship of the team/partners/parties in terms of business ownership, capital contribution, profit distribution or loss sharing.
• The management approach in terms of who will conduct, direct, supervise, control and the controlling partner’s authority to obligate the entity.
• The structure and decision-making responsibilities of the team/partners/parties in terms of who will control the manner and method of performance of work.
• Percentage participation between the team/partners/parties.
• Set forth procedures to be followed in the event that the entity is dissolved due to unforeseen circumstances, such as the bankruptcy of a member. State how the financial responsibility will be maintained if one or more entities leave or default.
A list of subcontractors/partners/parties, to include company names, Unique Entity Identifier, and CAGE numbers, addresses, points of contact, email addresses, phone numbers and facsimile numbers.
The government will review a teaming arrangement to determine if the written agreement involves a commitment of two or more companies forming a partnership or joint venture to act as a potential prime contractor; or a potential prime contractor agreeing with one or more other companies to have them act as its subcontractors. The government will not review the legal enforceability of all promises between the partners or assign a risk rating based on this submission.
Under part (78) Supporting Cost Data: The price proposal, as explained below, shall contain a complete detailed cost breakdown for mobilization, demobilization, each contract period, and extension of services by cost element, by Annex, by Exhibit Line Item Number (ELIN), and by Sub-ELIN to support the Section B Fixed Price and IDIQ CLIN amounts. Typical cost elements might include, but are not limited to: direct labor; direct material; equipment;
subcontract; other direct cost (ODC); overhead; general and administrative, and Government of Singapore Goods and Service Tax (GST). Provide supporting worksheets and a written narrative, with explanations to fully explain the basis and rationale for the proposed amounts including backup details that can be related to the various segments of your price proposal. Ensure that the supporting price worksheets reconcile to each other and to your Section B/CLIN & ELIN. Spreadsheet Formulas should not be removed; however, proposals with macros, circular references, iterative formulas, or links to external documents may be rejected. NOTE: The Government will not accept any assumptions in Offeror’s Price Proposal.
a. Recurring Fixed Price. The Cost Summary worksheets (Section J, Attachment JB-1) illustrates the type of cost breakdown detail required for each contract period. The cost categories shown in the Cost Summary worksheets are examples only and Offeror may edit (add a column for example) in accordance with its established accounting practices. Offeror is also required to submit a Cost Summary Worksheet that provides a grand total roll-up combining all contract periods including mobilization, demobilization, and six (6) month option to extend services. For annexes including subcontract effort in excess of $2,000,000 annually, submit subcontractor information in the same level of detail as prime contractor.
Please see the notes in Attachment JB-1.
(1) Direct Labor and Fringe Benefits. Identify, by labor classifications, the number of full time equivalents (FTEs) and labor hours (for prime and all subcontractors) by Annex/sub-Annex for each contract period.
The offeror shall complete the Labor and Fringe Benefits Worksheet (Section J, Attachment JB-2), which illustrates the level of cost breakdown detail required; Offeror may edit (add columns for example) in accordance with its established accounting practices. The FTEs and labor hours shall reconcile with the information submitted under Technical Proposal Criteria, Technical Approach. Provide a crosswalk/reconciliation if this is not readily apparent.
The basis for proposed labor hours and rates must be disclosed. Supporting form(s) totals must reconcile to Attachment JB-2.
Identify proposed fringe benefits and labor burdens in sufficient detail to disclose all the elements included and the costs/rates proposed (e.g. Vacation/Holiday/Sick; Payroll Taxes - FICA, FUTA, SUTA or host nation equivalent; Worker’s Compensation Insurance; Insurances; Pensions; Bonuses; Health and Welfare, benefits not included in SCA/CBA rates, etc.). Offeror may edit Attachment JB-2 (add columns for example) in accordance with its established accounting practices. For items of direct cost associated with employment (i.e., incentive compensation, relocation, housing, bonus, etc.), when categorized as fringe benefits, provide an explanation in your narrative that proposed costs are in accordance with H.1 Reimbursement of Relocation Costs, Home Leave/R&R, Incentives, and Travel Costs for Key Personnel and provide a detailed cost breakdown.
The basis for proposed fringe benefit rates must be disclosed. Provide supporting documentation and supplemental detailed calculations/formulas of any proposed Fringe Benefit rates & source of rates (e.g. DCMA approved/DCAA audited, etc.). If there are no Government approved/audited rates, provide a detailed Narrative and supporting calculations on how the fringe rate was developed, list the types of fringe pool expenses included, and the allocation base.
For annexes including subcontract effort in excess of $2,000,000, prepare a schedule summarizing FTE’s and direct labor hours, for the prime and subcontract effort.
(2) Material. Provide material costs by Annex/sub-Annex and the basis of estimate.
(3) Equipment. A limited inventory of Government Furnished Equipment (GFE) is being made available for use on the contract as addressed in the Performance Work Statement (PWS), (Attachment JC-1) of certain annexes.
After existing GFE becomes unavailable for further use on the contract, the contractor will be responsible for providing the necessary and appropriate replacement equipment. The responsibility for having the necessary equipment to produce and deliver the required contract services rests solely with the contractor. Offerors are required to provide for all the equipment necessary to perform the requirements of the contract. Because the Government will not take title to contractor furnished equipment, the accounting/billing method shall be through depreciation or a use rate of contractor provided equipment. Furthermore, the successful offeror shall not be permitted to incur costs associated with the acquisition or fabrication of any item of equipment to be treated as fully expensed (direct item of cost) whether identified as such in its proposal or not, without prior written approval of the Contracting Officer.
Proposals shall identify equipment cost by Annex/sub Annex. Prepare an itemized listing identifying the type of equipment, quantity, year of purchase (if appropriate), accounting/billing method (i.e. Depreciation, Use Rate of contractor provided equipment), and resulting unit costs. Details and pricing support shall distinguish between contractor owned equipment, leased or rental costs. Depreciation charges will comply with FAR 31.205-11. In FAR 2.101, Depreciation is defined as "...a charge to current operations which distributes the cost of a tangible capital asset, less estimated residual value, over the estimated useful life of the asset in a systematic and logical manner." If equipment is leased under an operating lease (as defined by Financial Accounting Standards (FAS) No. 13), then costs will be accounted for and billed to the extent allowed under FAR 31.205-36, Rental Costs.
(4) Subcontracts. Provide a description of the efforts to be subcontracted and the contract type. Ensure that any flexibly priced subcontracts are proposed in accordance with FAR 52.244-2 Subcontracts. For those subcontracts in excess of $2,000,000 per year, provide a schedule detailing the proposed amounts by element (labor, materials, equipment, etc.) in the same level of detail as required for the prime contractor. Offerors are required to review subcontractor costs/prices and shall include the results of these analyses in the price proposal in accordance with FAR 15.404-3(b). For subcontracts in excess of $2,000,000 per year, provide a schedule detailing the proposed amounts by element (labor, materials, equipment, etc.) in the same level of detail as requested for the prime contractor.
(5) Other Direct Costs (ODC). Provide an itemized listing of cost elements you categorize as ODC and basis of estimate. If categorizing costs associated with employment such as proposed relocation, travel, housing, incentive compensation, and other similar costs, as ODC, provide a detailed explanation and include a detailed cost breakdown.
(6) Indirect Costs (Fringe Benefits, Overhead, Profit, G&A, GST, etc.). Provide a table that summarizes all indirect rates and their percentages, by contract period, utilized in pricing the proposal. Provide a narrative explanation of the application base that each indirect rate is applied to. Provide the basis and supporting documentation for each rate. Include copies of any Forward Pricing Rate Agreements with the Government. If the rates have not been reviewed by the Government, provide a narrative description of the accounts/items included in each proposed expense pool.
For Joint Venture arrangements with no historical data, describe the nature of the indirect/support costs anticipated from each partner or member and the basis for estimate. Provide a detailed narrative and supporting calculations on how the rate was developed, list the types of pool expenses included, and the allocation base for the proposed and projected rates.
Provide information identifying the profit percentage and the base the percentage is applied to, if not readily apparent. Provide the basis of proposed profit.
As referenced in the Inland Revenue Authority of Singapore e-Tax Guide, the GST rate is 9% effective 1 Jan 2024. It is charged on the supply of goods and services in Singapore. Include GST in the proposed cost in Schedule B. Please also include GST in the UPL rates. Please note, Profit should not be applied on GST. For example, Profit is applied to Total Cost less GST. GST, however, is calculated on total cost plus Profit.
Offerors are expected to familiarize themselves with the location specific laws whether or not the United States Government provides notice of the existence of such requirements. There should be no assumption by Offerors that the Government will obtain any host country tax exemptions under the subject contract and NAVFAC Pacific does not recognize any previous exemptions that were issued on other contracts as being applicable to this solicitation.
(7) Escalation. Provide the basis of each proposed escalation factor (historical data, market index, etc.)
and explain the Offeror’s method of calculating/applying the escalation rate. Proposals shall provide this information for all cost elements and/or items that are escalated within your proposal (i.e. Direct Labor, Fringe, Material, ODCs, Equipment, Subcontracts, and indirect costs/rates) as applicable. If 0% escalation is proposed, provide the rationale and basis.
b. Non-Recurring (Indefinite Delivery Indefinite Quantity (IDIQ)) Effort.
(1) Unit Priced Labor (UPL) Hourly Rates. For the three UPL categories, (i) Interior Painting; (ii) Void Deck Painting; and (iii) Flooring (refer to PWS Annex 140100, Section C, Spec Item 4), provide narrative explanations and supporting cost details describing the basis and rationale for the proposed hourly rates, such as: (i) base hourly wage rates by labor classification, (ii) labor mix (i.e. proportionate share of effort per labor classification and skill), (iii) payroll burdens & fringes, and (iv) identify and apply indirect cost percentages and any other costs (e.g. TCN support costs, overheads, and general & administration) to calculate the unit price. The UPL Hourly
Rates shall include proposed Material cost, Profit, and GST. Provide material cost and basis of estimate. The supporting worksheet and explanations must clearly identify the basis for the proposed wage rates, fringe benefits, labor burdens and overhead in sufficient detail to identify and permit evaluation of all individual components.
Proposals shall show escalation factors and how they were utilized to price the submission during the full term of the contract.
VOLUME II – NON-PRICE PROPOSAL
The format of Volume II should be as follows:
(1) Offeror is strongly encouraged to limit the information submitted to pertinent information that responds to the non-price evaluation criteria.
(2) Non-Price proposal is limited to 250 pages of written narrative. CPARS Evaluations, PPQs, all J Attachments, charts/graphs are excluded from the 250 single-sided page count.
(3) Electronic file shall be, 8-1/2” X 11” and have margins of 1-inch on all four sides. For charts, graphs, and spreadsheets, electronic file shall be 11” x 17”.
(4) Text shall be a font of Arial with a type size no smaller than 11 point and single line spacing.
(5) Graphic text shall be legible and no smaller than 8-point text.
The Offeror’s non-price proposal shall be precise, detailed and complete. The Offeror shall provide a narrative description in sufficient detail that addresses each of the following non-price criteria:
Factor 1 – Past Performance
Solicitation Submittal Requirements: The Offeror and team members (e.g., subcontractors, JV partners, Mentor Protégé Partners, etc.) can demonstrate past performance by submitting a maximum combined total of ten (10) recent relevant single-function or multi-function projects. Of the ten (10) projects, the Offeror must submit a minimum of three (3) multi-function projects with a value of $15 million or more per year. Single-function projects must have a value of $4 million or more per year. All projects must have at least one year of performance within a five (5) year period immediately preceding the date of issuance of the solicitation.
The projects should demonstrate an Offeror’s ability to successfully perform the proposed effort and demonstrate relevant experience similar in size, scope and complexity to the work anticipated under this contract. Only submit projects in which the Offeror, or a primary team member(s) or a subcontractor(s) (see Notes for Factor 1 and 2) was the prime contractor. If the Offeror submits more than ten (10) projects for evaluation, the Government will evaluate the first ten (10) and disregard any other project information. Also, as part of its past performance submission, the Offeror should provide a narrative explanation of any past performance problems that may have developed on those projects submitted for Factor 1 and corrective action taken. This narrative will be page counted and should be included after the past performance questionnaire.
IF BOTH FINAL AND INTERIM CPARS EVALUATIONS ARE AVAILABLE, THEY SHALL BE
SUBMITTED WITH THE PROPOSAL. IF THERE ARE NO COMPLETED CPARS EVALUATIONS, the Past Performance Questionnaire (PPQ) (Attachment JL-3) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1, Past Performance. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. PPQs should be signed and dated by the client when submitted. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment JL-3), which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information requested. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Ms. Kimberly Williams via email at NFPACQ21-SINGBOS@navy.mil, prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.
However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Also, include a one (1) page list of awards received on projects submitted under Factor 1, such as award fee determinations, customer letters of commendation, and any other forms of performance recognition. Actual certificates or proof will be requested if deemed necessary.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contract Performance Assessment Reporting System (CPARS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, or teaming arrangement) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror. The Government will determine the relevance of the past performance information received on other projects, as well as consider the source, context and currency of such information in its evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current accurate and complete past performance information rests with the offeror.
Factor 2 Corporate Experience:
Solicitation Submittal Requirements:
The projects submitted for Factor 2, Corporate Experience, must also be submitted for Factor 1, Past Performance.
The Offeror shall submit a combined total of five (5) projects that demonstrate their ability to successfully perform the proposed effort. Of the five (5) projects, the Offeror shall submit a minimum of three (3) recent relevant multi-function projects with a value of $15 million or more per year. Single-function projects must have a value of $4 million or more per year. All projects must have at least one year of performance within a five (5) year period immediately preceding the date of issuance of the solicitation. If the offeror submits more than five (5) projects for evaluation, the Government will evaluate the first five (5) and disregard any other project information.
Offerors shall provide a narrative regarding their recent relevant corporate experience, on projects covered under the Singapore Base Operations Support Annexes/Sub-Annexes that demonstrate (1) depth (extent of experience in each Annex/Sub-Annex); (2) breadth (expertise across all Annexes/Sub-Annexes); and (3) multi-function management (experience managing/coordinating work across multiple Annexes/Sub-Annexes). Offerors shall also complete worksheet JL-4, Corporate Experience Worksheet, to demonstrate the depth and breadth of their experience. The Government will not evaluate any information provided under this factor unless it is provided on the required JL-4 Worksheet. The offeror’s submitted projects must aggregately and clearly demonstrate performance experience of Base Operation Support Services or equivalent facility support services (e.g. support of facilities other than Department of defense installations) by self-performing or managing subcontractors in the following Annexes/Sub- Annexes. All Offerors are required to have experience in 0501050 - Airfield Facilities, 1502000 - Facility Investment, and 1800000 - Environmental:

If the Offeror is a Joint Venture (JV), recent/relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one (1) recent/relevant project demonstrating performance for each JV partner (except for offerors covered by Mentor- Protégé Agreements approved by the Small Business Administration). JV offerors are still limited to a total of five
(5) recent and relevant projects.
If a project was performed by a JV, and not all partners from the prior JV are proposing on this solicitation, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the JV partner offering on this solicitation. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the JV partner offering on this contract, the project will not be considered relevant.
For purposes of this factor, the definition of recent relevant project from Factor 1 shall apply.
Notes for Factors 1 and 2:
(1) The distinction between “corporate experience” and “past performance” is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance relates to how well a contractor has performed.
(2) Definition of “recent relevant project” is as follows:
In order to be considered recent, a project must have involved work performed within the five (5) years from the issuance date of the solicitation.
The ratings in the following table shall be used to determine relevancy:

In general, relevant means sufficiently similar to the current acquisition to provide indicators of expected performance. For example, relevancy may be established by: similar product or service type, product or service complexity, contract type, contract dollar value, contract location (Indo-Pacific Command (INDOPACOM or other overseas locations), excluding the United States and the extent to which the entity performing the work is the same as the entity that will do the work under this solicitation.
For Factor 2, Corporate Experience, a multi-function project is defined as a single project that demonstrates experience in a minimum of any four of the following Annexes/Sub-Annexes:

(3) “Projects” must be stand-alone contracts or task orders, performed within the past five (5) years from issuance date of the solicitation, which demonstrate the offeror’s ability to perform the proposed effort. The submission of information on a basic IDIQ contract will not be considered. The offeror must demonstrate in its proposal how a project is relevant to this acquisition.
(4) The term “offeror” typically refers to a single corporation submitting a proposal either as a prime contractor or a joint venture composed of multiple organizations submitting a proposal as joint-venture partners.
“Offeror” may refer to other legal entities such as joint ventures (JV), Limited Partnerships (LTD), and Limited Liability Companies (LLC). In its evaluation of past performance and corporate experience, the Government’s evaluation will focus on the entities submitting the proposal (single-corporation, individual joint venture partners, the LTD or the LLC). Projects performed by the Offeror as the prime contractor may be considered more favorably.
Past performance or Corporate Experience will not be considered for subsidiaries, sister-companies, affiliates or parent companies.
(5) A subcontractor’s past performance will not be given the same weight as either a prime contractor or a joint venture partner because there is no direct legal relationship between the Government and the subcontractor. The Government will consider the past performance of a subcontractor where the prime contractor provides, in its proposal, evidence of a binding teaming agreement or other contractual agreement, which creates legal responsibility on the part of the subcontractor. The teaming agreement or other contractual agreements shall, at a minimum (1) be signed by the offeror and subcontractor, (2) specifically reference this solicitation/contract, and (3) specify the work to be performed by the subcontractor such that it is clear that the subcontractor will be meaningfully involved in this contract in a role that is consistent with the subcontractor’s role in the project submitted. However, the level of consideration will depend on the extent to which the proposal demonstrates the subcontractor's commitment to the project and legal accountability. The Government will not consider the experience of a subcontractor for Factor 2, Corporate Experience.
(6) If an Offeror is utilizing past performance or corporate experience information of LLC/LTD member companies (name not exactly as stated on the SF33), the proposal shall clearly demonstrate that the LLC/LTD member companies will have meaningful involvement in the performance of the contract in order for the past performance or corporate experience information of the LLC/LTD member companies to be considered. The proposal shall state the specific resources (e.g., workforce, management, facilities, or other resources) that the LLC/LTD member companies will commit towards the performance of this contract. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the LLC/LTD/JV member(s) offering on this contract, the project will not be considered relevant. Prime contractor-subcontractor teams/Joint Ventures/LLCs/LTDs with a demonstrated history of working successfully together on prior projects may be considered more favorably than those without such history.
Factor 3 - Technical Approach:
The Offeror shall submit a narrative clearly describing its technical approach for accomplishing the performance objectives and standards described in each the PWS for Annexes/Sub-Annexes (see Section C). The proposal will be divided/tabbed by Annex/Sub-Annex. Within each Annex/Sub-Annex, offeror shall address the required staffing (skill level/skill mix), the technical approach (methodology), supplies, equipment and resources the offeror intends to utilize for executing and completing the contract technical requirements.
Offeror shall submit a staffing plan identifying the proposed organization and workforce, including project management planned for each Annex/Sub-Annex. Show lines of management authority, supervision, span of control and accountability including the relationships between prime and subcontractors. Include organization charts and describe the Quality Control/Assurance interface.
Use the Resources Worksheet, Attachment JL-5, provided in the solicitation under Section J to provide the following information (by ELIN): (a) the number of direct labor hours by type of employee (Management/Professional/Third Country National (TCN)/Expatriate); and (b) equipment to a level of detail as required to meet the performance objectives/standards.
Offeror shall identify any risk(s) they expect to encounter under the performance objectives and standards of this solicitation and how their technical approach and contingency plans will mitigate those risk(s).
Factor 4 - Safety:
The Offeror shall submit the following information: The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate; and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY), as well as a safety narrative, as described further below. For a partnership or joint venture, the Offeror shall submit separate DART rates and TCR rates for the specified five (5) CY for each contractor who is part of the partnership/joint venture;
however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.
NOTE: DART and TCR shall not be submitted for subcontractors

b. Describe the evaluation process used to select potential subcontractors.
c. Describe the processes of how the Offeror will oversee safety compliance of subcontractors at all levels throughout performance of the contract (to include the Offeror’s own in-house workforce).
d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.
4. The Government reserves the right to review other available sources (public/Government internal) of information.
These may include but are not limited to Singapore Ministry of Manpower data, OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)
(a) Definitions. Essential contractor service and mission-essential functions have the meanings given in the clause at 252.237-7023, Continuation of Essential Contractor Services, in this solicitation.
(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in section A.4 and mission-essential contractor services include all annexes, during periods of crisis. The offeror shall--
(1) Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed;
(2) Address in the plan, at a minimum--
(i) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;
(ii) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;
(iii) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;
(iv) Any established alert and notification procedures for mobilizing identified ``essential contractor service'' personnel; and
(v) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.
