Item

Title Description

1 General Information The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling in Singapore.

1.1 Concept of Operations The intent of 1503030 Integrated Solid Waste Management is to specify the requirements related to the collection and disposal of solid waste and recyclable materials.

The solid waste program is operated and maintained in accordance with the DOD Overseas Environmental Baseline

Guidance Document (OEBGD) of Mar 2000, NRS Integrated

Solid Waste Management Plan, and OPNAVINST 5090 series.

The following services are not included in this sub-annex:

Waste removal from inside buildings and service locations to waste collection points. This is included in

1503010, Custodial.

Removal and disposal of biohazardous waste (from areas such as medical centers) is addressed in 1800000

Environmental.

ISWM services do not include any repair work of facilities or fixtures. This is included in 1502000, Facilities Investment.

Daily curbside refuse collection and disposal for the family housing units. This is performed by the

Government of Singapore (GOS) Ministry of

Environment.

2.1 Definitions and

Acronyms

Definitions and Acronyms are listed in J-1503030-01.

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the Integrated Solid Waste Management function.

2.2.1 Certification, Training, and Licensing

The Contractor shall provide a qualified work force with sufficient training and experience required in the collection, storage and disposal function as specified in this Annex.

The Contractor shall provide qualified management personnel who possess a minimum of two years’ experience in collection of solid waste and familiarity with recycling requirements in the Republic of Singapore.

2.3 Special Requirements

2.3.1 Recyclable Accounting The Contractor shall submit receipts denoting the date, type and quantity of material recycled. The Contractor shall submit receipts of revenue generated by sale of recyclable materials. Submit all Revenue Receipts per Section F with the Contractor’s monthly invoice.

2.3.2 Weight Tickets (Non-

Recyclable)

Individual weight tickets denoting the date, type of truck or container, and tonnage disposed shall be submitted per Section F with the Contractor's monthly invoice. The Contractor shall also provide the total tabulated tonnage disposed during the month.

2.3.3 Permits and Licenses Within 15 calendar days after contract award, the Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods per Section F.

The Contractor shall be responsible for obtaining approval to use the

Government of Singapore (GOS) landfill or incinerator facilities. All solid waste disposals shall be in accordance with the GOS regulations and standards.

2.3.4 Hours of Operation Normal collection hours are 0730-1630 hours, Monday through Friday, and Saturday from 0730-1130 hours. Kitchen waste collections are daily

0730-1630 including weekends and holidays.

The Contractor shall provide refuse collection, disposal and recycling services to ensure refuse and recyclables are properly collected and disposed.

Services for Integrated Solid

Waste Management (ISWM)

Service Level Standards are specified in J-1503030-03.

The Contractor shall provide services based on the Solid

Waste Collection Sites listing provided in J-1503030-04 and

Recyclable Collection Points in J-1503030-05.

The Contractor shall dispose of all non-hazardous solid waste as defined by 40 CFR, Part 257 (except scrap metal, recyclable materials and certain hazardous wastes) and all domestic refuse at the GOS approved solid waste disposal landfill, incinerator, or permitted facility.

The Contractor shall submit a

Refuse and recyclables are properly collected and disposed consistent with the

ISWM Service Level

Standards provided.

Pickups are scheduled at the minimum number that will prevent waste container overflow.

Recycling is performed to reduce solid waste volume.

3.1 Solid Waste

Collection

The Contractor shall provide collection of non-residential, commercial, and industrial solid wastes to ensure refuse and recyclables are properly collected.

The Contractor shall develop and submit a schedule that has been optimized for solid waste collection per Section F.

The Contractor shall submit changes to the solid waste collection schedule in writing to the KO for approval.

If the scheduled collection day falls on an observed holiday, pickup shall be on the following work day.

The Contractor shall collect and dispose of any spillage.

Descriptions and locations of waste containers are provided in J-1503030-04.

Non-residential, commercial, and industrial solid wastes are collected per the Contractor’s schedule.

Waste collection areas are free of waste following collection operations.

The Contractor shall dispose of non-residential, commercial, and industrial solid waste to ensure compliance with all applicable local, state, and federal laws and regulations.

All fees associated with disposal shall be paid by the

Contractor.

Open burning is prohibited and is not an authorized means of solid waste disposal.

The Contractor shall collect and dispose of any spillage.

Solid waste disposal complies with all applicable

GOS and federal laws and regulations.

3.2.1 Non-

Recyclable

The Contractor shall dispose of non-recyclable solid waste to ensure compliance with all applicable local, state, and federal laws and regulations.

Prior to disposal, all solid wastes shall be sorted to remove recyclable materials.

3.4 Solid Waste

Containers

The Contractor shall provide containers suitable for the collection and disposal of solid waste.

All doors, lids, hinges, rollers, breaking devices, and other moving parts shall be maintained to keep containers in normal working condition.

Bent, damaged, leaking, rusting, and unsightly containers shall be repaired or replaced in a timely manner.

The Contractor shall not clean containers on Government property.

Containers shall be placed in waste collection areas as provided in J-1503030-04.

All containers are of standard commercial-industrial grade and are clean, have minimal foul odors, and maintained in normal working condition.

3.4.1 Refuse The Contractor shall

provide containers suitable for the collection and disposal of refuse.

Containers shall be specifically designed for food waste and shall be leak-proof and rust-proof.

DEFINITIONS AND ACRONYMS

Ashes The residue from burned wood, coal, coke, and other combustible material.

Container A receptacle designed for holding and transporting various types of solid waste.

CY Cubic Yard

Debris Grass cuttings, tree trimmings, leaves, pine straw, limbs, stumps, street sweepings, roofing and construction wastes, and similar waste material.

Foreign Port Origin

Garbage

Garbage subject to special treatment and disposal requirements.

Garbage Animal and vegetable waste (and containers thereof) resulting from the handling, preparation, cooking, and consumption of foods. Edible or hog food garbage is that portion of waste food which has been segregated for salvage.

Hazardous Waste A solid waste or combination of solid wastes, which because of its quantity, concentration, or physical, chemical, or infectious characteristics may: (1) cause, or significantly contribute to, an increase in mortality or an increase in serious irreversible, or incapacitating reversible, illness; or (2) pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported, disposed of, or otherwise managed.

Open Burning The combustion of solid waste without (a) control of combustion air to maintain adequate temperature for efficient combustion, (b) containment of the combustion reaction in an enclosed device to provide sufficient residence time and mixing for complete combustion, or (c) control of the emission of the combustion products.

Recyclable Waste Waste material which can be transformed into new products in such a manner that the original product may lose its identity.

Refuse All garbage, ashes, debris, rubbish, and other similar waste materials. Not included are explosive and incendiary waste and contaminated waste from medical and radiological processes.

Rubbish A variety of unsalvageable waste materials such as metal, glass, crockery, floor sweepings, paper, wrapping, containers, cartons, and similar articles not used in preparing or dispensing food.

Sanitary Free of microorganisms.

Solid Waste Refuse and other discarded solid materials resulting from commercial, industrial, residential, and community activities. It does not include hazardous wastes, infectious/medical wastes, solids or dissolved materials in domestic sewage, or other significant pollutants in water resources such as silt, dissolved or suspended solids in industrial waste, water effluents, dissolved materials in irrigation return flow, or other common water pollutants.

Spillage Any refuse dislodged from containers and/or solid waste collecting equipment in the course of collection and disposal.

Waste Deposit Area Designated points where solid wastes will be placed for collection by the

Contractor. May also be referred to as collection station, collection point, pick-up stations, or collection site.

INTEGRATED SOLID WASTE MANAGEMENT (ISWM) SERVICE LEVEL STANDARDS

A. Waste Collection and Disposal (refuse)

Collection of municipal solid waste, maintenance of refuse and garbage containers, and the operation of: central can-washing plants, refuse and garbage incinerators, sanitary landfills, burning pits (non-Explosive Ordnance Disposal), and refuse grinders. Does not apply to the screening of materials for environmental compliance and pollution prevention. Does not apply to disposal of hazardous or regulated waste generated in performance of FX functions

(street sweeping debris, expired pest control or pool chemicals). Does not include disposal of waste generated in performance of contracted activities where the contractor has responsibility (lead based paint, asbestos, demolition debris, building materials etc.)

(1) The size and number of dumpsters and solid waste collection containers are minimized to the greatest extent practical.

(2) All dumpsters and solid waste collection containers are emptied on an optimized schedule.

(3) Pickups are scheduled at the minimum number that will prevent dumpster or collection container overflow.

(4) Putrescible waste must be collected on a frequency that minimizes attraction of disease vectors and vermin.

(5) The size, placement, and pickup schedule of dumpsters and solid waste collection containers are evaluated periodically (no less than annually) to minimize sanitation risks and reduce cost, where possible.

(6) Refuse and recycling service are to be provided with an integrated approach. As more of the waste stream is captured for recycling, refuse services should be decreased accordingly. The type, number, size, and frequency of refuse and recycling collection containers is to be evaluated annually.

B. Recycling and Qualified Recycling Programs (QRP)

Recycling and QRP services are to be provided along with refuse as an integrated approach. As more of the waste stream is captured for recycling, refuse services should be decreased accordingly. The type, number, size, and frequency of refuse and recycling collection containers is to be evaluated annually. Recycling and QRP collection is scheduled at the minimum number that will prevent collection container overflow.

(1) Recycling - The series of activities, including collection, separation, and processing, by which products or other materials are diverted from the solid waste stream for use in the form of raw materials in the manufacture of new products sold or distributed in commerce, or the reuse of such materials as substitutes for goods made of virgin materials, other than fuel. Does not include QRP expenses.

(2) Recycle products as mandated by Federal, State and local law.
