Section C – SPEC ITEM 1 & 2 Format
Spec Item Title Description
1 General Information
The Contractor shall provide all labor, supervision, management, tools, material, and equipment required to perform supply services at operating locations per Attachment JC-1, PWS. Changes to support at these locations, or support at other locations, shall require validation by the Government and KO approval.
Note: Spec Item 1 and 2 performance standard is Yes/No

3 Requirements The Contractor shall provide, supply services to ensure customers receive proper support in a timely manner.
The Contractor shall comply Supply Services procedures per the Government approved SOP and may use applicable DoD other references, instructions, and directives listed in J- 100200-02 as reference guidelines except where noted.
The Contractor shall maintain an electronic record of all work accomplished under this annex. At a minimum, this database shall include all reportable items identified in the reports required by Section F. This data shall be current throughout the term of this contract, continuously be available for Government use, and provided to the Government upon completion of the contract.
Customers receive requested supply services.
Supply services are provided as specified.
Supply services are provided within the specified time.
Contractor complies with Government approved SOP.

Annex 0200000 Spec Item 2.6.6 – Status of Deliverables: The purpose of this requirement to ensure the Government receives status of deliverables within 30 minutes of the inquiry during regular working hours, and by 0800 the following work day for inquiries after regular working hours. Report is due as required to the KO and COR.

SBOS PWS Areas of Interest Annex 2, Spec Item 2 – Management & Administration
CONTRACTOR LICENSING REQUIREMENTS FOR WORK OUTSIDE THE UNITED
STATES: Work under this contract will be performed outside the United States and its Territories. Projects may require services in countries that impose restrictions or prohibitions on the use of non-national labor and/or businesses and may require the development of partnerships, joint ventures, or other arrangements with local businesses. Contractors must be duly authorized to operate and conduct business in Singapore and must fully comply with all laws, decrees, labor standards, and regulations of the Government of Singapore (GOS) during the performance of the contract. Offerors are expected to familiarize themselves with the laws and regulations of the GOS whether or not the United States Government provides notice of the existence of such requirements. Prior to award of any contract, the Contractor shall provide a copy of a GOS Business License to the contracting officer. During contract performance the Contractor shall maintain a current GOS Business license and shall submit a copy of each license to the contracting officer. The Contractor shall obtain all required GOS licenses and permits.

Ensure that the resumes of proposed Key Personnel show that candidate meets the requirements of Spec Item 2.7.1
The Contractor shall submit a List of Key Personnel and Qualifications per Section F. The Contractor shall provide any additional information requested by the KO or COR necessary to validate their qualifications.
The Contractor shall submit an Organizational Chart per Section F showing lines of authority of the key personnel and on-site supervisor(s) for this contract. The chart shall include names of personnel and their position title in this contract. As a minimum, include the PM, Quality Manager, SSHO, and on-site supervisor(s) and who they will report directly to for this contract. The key personnel shall be revised as applicable for the contract.

• Annex 15 Facilities Management and Investment:
o Initial comprehensive baseline assessment of infrastructure and continuous cyclic preventative maintenance inspections to identify deficiencies and projects to correct such deficiencies o Contract requires application of the latest DoD Uniform Facilities Criteria (UFC) standards or local equivalent when executing Facilities Management and Investment requirements to insure that all Government facilities, infrastructure and equipment under this Contract are safe and functional including (but not limited to) the following seven facilities, infrastructure and equipment areas: fire protection, structural integrity, electrical systems, plumbing, water treatment, waste disposal and telecommunications networks.

Factor 1 – Past Performance
• Offeror and team members shall demonstrate past performance by submitting a maximum combined total of ten (10) recent, relevant single-function or multi-function projects.
• Of the ten (10) projects, the Offeror must submit a minimum of three
(3) multi-function projects with a value of $15 million or more per year.
• Single-function projects must have a value of $4 million or more per year.
• All projects must have at least one year of performance within a five
(5) year period immediately preceding the date of issuance of the solicitation.
Volume II – Non-Price (cont.)
Factor 1 – Past Performance
• If a completed CPARS evaluation is available, it shall be submitted with the proposal. If not, the Past Performance Questionnaire (PPQ) should be submitted. Do not submit a PPQ when a completed CPARS is available.
• The Government may review any other sources of information for evaluating relevant past performance within the last five (5) years preceding the closing date for receipt of proposals.
Factor 2 – Corporate Experience The projects submitted for Factor 2, Corporate Experience, must also be submitted for Factor 1, Past Performance.
Offerors shall submit:
• A combined total of five (5) projects that demonstrate their ability to successfully perform the proposed effort.
• Of the five (5) projects, the Offeror shall submit a minimum of three
(3) recent relevant multi-function projects with a value of $15 million or more per year.
• Single-function projects must have a value of $4 million or more per year.

Factor 2 – Corporate Experience
Offerors shall submit:
• A narrative regarding their relevant experiences, within the past five (5) years, on projects demonstrating ability to manage and coordinate work across multiple functional areas and demonstrating depth and breadth of experience in work covered by the Singapore BOS Annexes.
• All Offerors are required to have experience in 0501050 - Airfield Facilities, 1502000 - Facility Investment, and 1800000 – Environmental.
Factor 3 – Technical Approach Offerors shall:
• Submit a narrative clearly describing its technical approach for accomplishing the performance objectives and standards described in each the PWS for Annexes/Sub-Annexes (see Section C).
• Staffing plan identifying the proposed organization and workforce, including project management planned for each Annex/Sub-Annex, identify any risks and mitigation plans and how their technical approach and contingency plans will mitigate those risk(s).
• Use the Resources Worksheet, Attachment JL-5, provided in the solicitation under Section J to provide the following information (by
ELIN).
Factor 4 – Safety Offerors shall submit:
• OSHA Days Away from Work, Restricted Duty or Job Transfer (DART) rate and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY).
• Safety narrative addressing the Technical Approach to Safety limited to two (2) single-sided pages or one (1) double-sided page.

Factor 1 – Past Performance
• Offeror will be evaluated on how well the Offeror performed on recent relevant projects submitted under this factor and Factor 2, Corporate Experience, and on other recent relevant contracts documented in known sources.
• Offeror will be evaluated on relevancy of the past performance.
• Offeror will be evaluated on the overall quality of the past performance and how well the offeror performed on the projects.
Factor 1 – Past Performance (cont.)
• Offeror will be evaluated on the degree to which past performance evaluations and all other past performance information reviewed by the Government reflect a general trend of satisfactory performance in areas that will assist the Government in determining whether an Offeror will successfully perform the required effort such as but not limited to:
- Technical/Quality of Product or Service
- Schedule/Timeliness of Performance or Delivery
- Cost Control and Management
- Management and/or Business Relations
- Regulatory Compliance
- Other (as annotated in the applicable CPAR)
Factor 1 – Past Performance (cont.)
• In the case of an Offeror without a record of recent relevant past performance or for whom information on past contract performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
• In this case, the Offeror’s past performance is unknown and will be assigned a confidence rating of “Neutral.”
• An Offeror with favorable recent relevant past performance may be considered more favorably than an Offeror with no past performance information.
Factor 2 – Corporate Experience
• Offeror’s proposal must completely address all submission requirements in Section L, Factor 2.
• Offeror’s recent and relevant experience will be evaluated on the capability of the Offeror to successfully meet the requirements of this solicitation.
• Offeror has demonstrated adequate experience in successfully performing at least three (3) recent relevant multi-function projects with a value of $15 million or more per year and two (2) recent relevant single or multiple-function projects with a value of $4 million or more per year and demonstrating relevant experience in 0501050 – Airfield Facilities, 1502000 – Facility Investment, and 1800000 – Environmental. Offeror will be evaluated on relevancy of the past performance.

• Beyond the minimum standards, the Government will consider the depth and breadth of the relevant experience, focusing on performance of technical specifications to be performed under this contract, to evaluate the level of risk of unsuccessful performance.
• Offerors will be evaluated on recent relevant experience performed by the Offeror to determine indicators of expected performance.
• Evaluation of corporate experience as listed in Attachment JL-4, will consider: (1) depth; (2) breadth; and (3) multi-function management.
The Offeror shall be evaluated on its experience in planning and executing the required services.

• Offerors possessing experience in complex, multi-function support service contracts, experience in the Indo-Pacific Command (INDOPACOM) Area of Responsibility or other overseas location, excluding the United States, may be considered more favorably.
• Offerors that demonstrate depth and breadth of experience and multi-functional management experience in a greater number of Annexes/Sub-Annexes from the list below will likely be considered more favorably.
• Lack of experience in one or more Annexes/Sub-Annexes from the list below will likely result in a lower rating for this factor. Lack of experience in 0501050 – Airfield Facilities, 1502000 – Facility Investment, and 1800000 – Environmental will result in an unacceptable rating for this factor.
Factor 3 – Technical Approach
• Offerors will be evaluated on its understanding of, and approach to, accomplishing the complexity and magnitude of the requirements set forth in the performance objectives/standards contained within the Performance Work Statement (PWS).
• Offeror’s proposal will be evaluated on the clarity and reasonableness of the staffing approach to accomplishing the complexity and magnitude of service requirements, including lines of management authority, supervision, span of control, and accountability.
• Offeror’s proposal will be evaluated on the demonstration of an efficient and effective technical approach to accomplishing the work and mitigating risks.
Factor 3 – Technical Approach (cont.)
• Offeror’s approach to handling surge/contingency operations and fluctuations in mission requirements will be evaluated.
• Offeror’s proposal will be evaluated on the demonstrated understanding of the entire scope of work through a comprehensive and realistic allocation of resources by Annex/Sub-Annex that achieves efficient and effective performance
• Approaches that demonstrate greater understanding of complexity and magnitude, lower risks to the government of substandard performance, and greater capacity to handle surge/contingency operations will be considered more favorably.
Factor 4 – Safety
• Offeror will be evaluated on the DART and TCR rates trends over the last five years to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.
• Offeror’s Technical Approach to Safety Narrative will be evaluated to determine the degree to which:
• Describes a viable SMS that addresses elements; such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.
• Describes a methodical process of evaluating subcontractor’s safety performance in their selection process.
• Describes a logical management plan to hold themselves and their subcontractors accountable for adhering to the safety requirements of the contract.
