QUESTIONS REGARDING THE SAMPLE PROJECTS FOR SOLICITATION N6274219R1800
ATTACHMENT J-5 SAMPLE PROJECT # 1:
1)QUESTION:
Section 1.0: it is stated that the project will involve up to three excavations simultaneously. Should we expect three excavations for the entire six-month monitoring duration or is there a more refined schedule when the additional monitors would be needed?
ANSWER:
Archaeological monitoring is expected to require approximately the equivalent of six (6) months of field time, which will require three archaeological monitors in the field at all times.
2)QUESTION:
Section 2.0: Is there a site size (square meters) for Site A? Knowing this will help to determine the number of excavations needed to characterize the site, which will in turn help determine the number of specialized samples that would be appropriate. Alternatively, does the Navy have a target goal for excavations and specialized samples (e.g., radiocarbon, macrobotanical, pollen, lithic sourcing, etc.)?
ANSWER:
Please use the figure provided as the best information available for Site A size. Analyses shall include macro botanical identifications, radiocarbon dating, and nondestructive geochemical characterization a sample of lithic artifacts. The Contractor shall determine sample sizes sufficient to characterize the site.
3)QUESTION:
Section 2.0: “Data recovery should address the research design.” Is the Navy expecting a research design (or an outline of the research design) as part of the technical approach for this submittal?
ANSWER:
The Contractor shall prepare an Archaeological Work Plan combining the data recovery and archaeological monitoring. It will include the research design and methodologies to be employed that are tailored to the specific site and formulated to gain optimum information. Development of research topics should guide the research design.
Field and laboratory methods should discuss a data recovery excavation plan, including size and number of test units. A discussion of laboratory methods should include the types of analysis to be used and how it is to be conducted.
4)QUESTION:
Section 4.0: Section discusses a GIS deliverable. Can the Navy elaborate a bit on what, in addition to Navy or DoD geospatial standards, is expected as part of the GIS deliverable (e.g., in-situ artifact GPS locations, feature boundary locations, soil distribution boundaries, etc.)?
ANSWER:
The Contractor shall submit a geodatabase with polygons for the project area, and points for the subsurface survey locations and any finds that are encountered. Data shall be collected using GPS coordinates such that the data complies with NAVFAC’s geospatial data standards.

QUESTION:
Section 4.0: Section discusses a GIS deliverable. Can the Navy elaborate a bit on what, in addition to Navy or Marine Corps geospatial standards, is expected as part of the GIS deliverable (e.g., in-situ artifact GPS locations, feature boundary locations, soil distribution boundaries, etc.)?
ANSWER:
The Contractor shall record the project locations, excavations, archaeological features or deposits, and soil profile locations with GPS and provide Geographic Information System (GIS) data. Shape files shall be provided with the draft and final deliverables. Such data shall comply with Joint Region Marianas (JRM) geospatial data standards.
QUESTIONS AND ANSWERS FOR SOLICITATION N6274219R1800
(1)QUESTION:
I would like to only submit a proposal for Hawaii. Is that possible?
ANSWER:
Offerors will be expected to propose on all work in the solicitation. It is expected that services will not be limited to Hawaii only. Section G2.1.g. provides conditions under which a MAC Holder may elect not to submit on all task order requirements.”
(2)QUESTION:
Attachment J-9, Form PPQ, Block 1 requests an “Entity Identification Number.” Is this the same as the Employer Identification Number, or do we need to obtain a Legal Entity Identification number from GLEIF? Or is it something else?
ANSWER:
The “Entity Identification Number” is your Federal Tax Identifier Number.
(3)QUESTION:
M8, Part 3 Technical Evaluation Factors, Section B Factor 1 Experience of the Firm, Item (2)a. contains the following statement: “…(see Note 6 above on applicability of subcontractor experience)…” There is no “Note 6” in the preceding section. Please advise on what the referenced note refers to.
ANSWER:
Note (6) has been added to Section M
(4)QUESTION:
Attachment J5: What level of HABS documentation is required?
ANSWER:
Level II documentation
(5)QUESTION:
Has there been a Section 106 Review Process done with SHPD and NHOs? I am a NHO and did not receive any notice for consultation for this project.
ANSWER:
This solicitation is for an indefinite quntity services contract under which task orders will be issued as project requirements materialize. Future consultation requirements will be associated wih the individual task orders.
6)QUESTION:
Until recently (May 2020), there was a blanket waiver of Defense Base Act (DBA) insurance requirements for Guam. Will NAVFAC PAC be requiring DBA insurance for US contractors working on base in Guam? If so, does NAVFAC PAC consider this to be a direct or indirect (overhead) expense to the Government?
ANSWER:
USG contractors will be required to pay Defense Base Act insurance for their employees in Guam this year. The DBA waivers that had been in place in Guam were modified in accordance with the Waiver Issued Under Section 1651e of the Defense Base Act, dated May 6, 2020. It is appropriate to price the required insurance into your proposal as an allowable cost. Offerors may include the expense as overhead or charge it to direct labor in accordance with the offeror’s accounting method for similar expenses.
(7)QUESTION:
My firm is interested in the Cultural Resources Solicitation, Notice #N62742-19-R-1800. The task orders released under the previous period of performance were very Guam-centric, so I was wondering if the projects you all have in mind for release under this contract will also be primarily in Guam or if there are Hawaii-based projects as well. I know that NAVFAC does extensive planning and budgeting, so I’m hoping this is something you are able to answer and if not, that there are resources you can direct me to, such as the MILCON, ADPs, etc.
ANSWER:
The government anticipates that the majority of the task orders awarded will require performance on Guam or the Northern Marianas Islands.
(8))QUESTION:
On page 131 of the Solicitation, under B. FACTOR 1. EXPERIENCE OF THE FIRM, (2) Solicitation Submittal Requirements (a), it states “Project information shall contain the specific types of information and be in the format set forth in the Attachment J-9 template (Offeror’s Past Performance / Experience Information).” There is no page in Attachment J-9 named “Offeror’s Past Performance / Experience Information." Was this page omitted? If not, is there a required template to follow for this submittal?
ANSWER:
Attachment J-9 NAVFAC/USACE PAST PERFOMANCE QUESTIONNAIRE (Form PPQ-0) “is provided for the offeror to provide to the client for each project the offeror includes in their proposal for FACTOR 1.
Attachment J-15 OFFEROR’S PAST PERFORMANCE/EXPERIENCE INFORMATION is provided as a sample Template to follow for this submittal.
