SAMPLE PROJECT 1
FOR US FUNDED CONTRACT CR-AAA MILCON
CULTURAL RESOURCE MANAGEMENT SERVICES
IN SUPPORT OF PLANNED RANGE DEVELOPMENT, OAHU, HAWAII
NOTE: Sample Project scope and cultural resources described within are fictitious.
SECTION 1.0 - GENERAL
This performance work statement solicits services for cultural resource services in support of planned range development at West Oahu Training Facility on the island of Oahu and shall be performed as outlined below. The Navy proposes to construct a pistol range and shoot house at West Oahu Training Facility within the parcel shown on [Enclosure 1]. The parcel contains both developed and undeveloped areas. It is expected that the project will require clearing, grading, and construction as well as demolition of one National Register of Historic Places (NRHP) eligible Cold War Communications facility (Building 1). In addition, the former Missile Impact Location System (MILS) station (Building 2) and its associated transformer and generator plant (Building 3) will be repurposed for use as a range office. Required services include archaeological monitoring, data recovery, and building documentation consistent with Historic American Buildings Survey (HABS) standards and guidelines, and a historic structures report (HSR) for components of the MILS station.
The duration of construction work requiring archaeological monitoring under this CTO is expected to require approximately the equivalent of six (6) months of field time. The six months of field time may not necessarily occur consecutively. This project will involve up to three excavations simultaneously, which would require an archaeological monitor in each location. The project also includes data recovery of an intact archaeological site (Site A) in the northwest portion of the project area consisting of multi-components with traditional Hawaiian deposits and historic materials from an early 20th century ranch house.
The Contractor is also to provide documentation of Building 1 in accordance with the HABS standards and guidelines; and development of a historic structures report (HSR) for the former MILS station (Building 2) and its associated transformer and generator plant (Building 3), which is an integral component of the MILS station.
This effort will be performed in accordance with the Antiquities Act of 1906, the Archaeological Resources Protection Act (ARPA) of 1906, and ARPA implementing regulation (32 CFR Part 229). Accordingly, this performance Statement of Work (PWS) is considered to be the equivalent of a federal permit as described in these statues and regulations. Naval Facilities Engineering Command, Pacific will administer this CTO. All work must be performed following applicable and appropriate Department of Defense (DOD) guidance and policy for the Department of the Navy Cultural Resources Program and consider all site documentation and reports to date. Under this PWS, the Contractor shall provide all materials, supplies, supervision, coordination, and management necessary to complete the work as required.
SECTION 2.0 – PRIMARY OBJECTIVE
The primary objective of this project is to provide cultural resources support at West Oahu Training Facility for development of a pistol range and shoot house.
Before construction activities can begin, data recovery at Site A, HABS documentation of Building 1, and preparation of an HSR for Buildings 2 and 3 must be completed. During construction and demolition, archaeologists shall monitor ground-disturbing activities, focusing on detecting in-situ cultural deposits and features.
Archaeological monitoring efforts shall be consistent with the monitoring requirements outlined in the base contract. Monitoring will concentrate on detecting in-situ cultural deposits, carefully examining sediments for cultural materials, including human remains and assessing the finds for recommendations of eligibility for listing in the National Register of Historic Places. Any deposits identified during archaeological monitoring that represent a site that may be eligible for listing in the NRHP shall be included in data recovery efforts.
Data recovery efforts will focus on sufficiently characterizing the site and determining vertical and horizontal extents of surface features and subsurface cultural deposit at Site A. Data recovery should address the research design and include topics such as regional subsistence and settlement patterns.
Documentation of Building 1 shall be in accordance with the HABS standards and guidelines and accepted by the National Park Service’s Heritage Documentation Programs.
Development of an HSR for the former MILS station (Building 2) and its associated transformer and generator plant (Building 3) shall provide documentation of facility conditions and recommendations for rehabilitation.
SECTION 3.0 - BACKGROUND
The range development at West Oahu Training Facility involves construction of a pistol range and shoot house, demolition of a Cold War eligible communications facility, and repurposing of a former MILS station and associated transformer and generator plant [Enclosure 1]. The West Oahu Training Facility is located within the former West Oahu Radio Transmitter Facility, which is approximately 1,700 acres in size.
Previous archaeological surveys identified 20 traditional Hawaiian archaeological sites near the project area. Features are typical of those found at other coastal leeward Oahu settings (i.e., the `Ewa Plain), and include platforms, mounds, enclosures, and a trail. One archaeological site was identified within the project area, which is designated as Site A [Enclosure 2]. This site is in the northwest portion of the project area. It is a multi-component site consisting of a buried archaeological deposit composed of charcoal-stained silt with numerous basalt flakes and midden. A fire pit feature containing charcoal yielded a date of 240±50 BP. Surface features from a late 19th century ranch house overlay the deposit. Remnants of the house foundation and garden walls are present. Historical records indicate that the house was constructed by the Herford family in 1877. The Herford family used portions of the valley floor for cattle ranching.
Military development began in the area in 1933 for use as a transmitter facility. The West Oahu Radio Transmitter Facility was the primary transmitting station for the entire Pacific area. During World War II, transmitting capabilities were expanded and a new administration complex was added. During the Cold War, a radio network communications system known as GLOBCOM was developed. Construction of the GLOBCOM system was completed in 1957. This communications facility (Building 1) included a long-range transmitter that allowed for integrated communications across the world. In addition, a Missile Impact Location System (MILS) station (Building 2) and its associated transformer and generator plant (Building 3) were constructed in 1960. The MILS station is one of three stations for Pacific Missile Response, which extended from Hawaii to the Eniwetok Atoll. Buildings 1, 2, and 3 are all Cold War buildings that are eligible for listing on the NRHP.
