PRE-PROPOSAL QUESTIONS & ANSWERS

MULTIPLE AWARD CONSTRUCTION CONTRACT FOR PRIMARILY GOVERNMENT

OF JAPAN FUNDED DEFENSE POLICY REVIEW INITIATIVE PROJECTS IN GUAM

AND OTHER AREAS UNDER THE COGNIZANCE OF NAVFAC PACIFIC

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

7. Construction and Design Experience. Under the Community Support Facility Criteria, will the Government consider a hotel/resort with dining facilities and fitness center compliant with the RFPs requirement?

ANSWER: See amendment no. 0002.

8. Construction and Design Experience. Under the Community Support Facility Criteria, will the Government consider a chapel as church?

ANSWER: Yes, contingent upon the primary function of the project submitted is a chapel or church vice a room within another primary function; e.g., a chapel in a hospital.

9. In the case when the DOR was working under a subcontract to a construction firm on a Design/Build contract is it acceptable for the DOR to obtain the PPQ from the Prime Construction Contractor since the DOR (as a subcontractor) has no means of obtaining evaluations directly from the Government

On our current submittal to NAVFAC Southwest we have received the following answer:

Q: If the proposed design firm was the designer of record for the Offeror on a design-build project, could the Offeror complete the PPQ for the design firm?

A: The construction prime contractor can complete an evaluation for the design firm only if the construction prime contractor is not the Offeror or any other member of the Offeror’s team proposing on the contract, as identified in Factor 1 Technical Approach. Since the Offeror and other members of the Offeror’s team are considered interested parties to this solicitation, they should not complete the evaluation; however, the design firm can request the client/owner to provide an evaluation. Past performance evaluations that are completed by the Offeror (or any other member of the Offeror’s team) for any member of the Offeror’s team will not be considered.

Can you please confirm if this is acceptable for NAVFAC Pacific

ANSWER: It is not acceptable to NAVFAC Pacific.

10. DOCUMENT 00202,EVALUATION FACTORS FOR AWARD, 2.2 NON-PRICE

EVALUATION FACTORS, Factor 1 – Technical Approach. The Government has requested a detailed 6-Page narrative describing the technical approach for accomplishing the requirements of the contract. Due to the complexity of this MACC, will the Government allow an additional 1-page, 8 ½ X 11 Organizational Chart to graphically demonstrate the operational execution responsibilities between each team member and the government? This should help the Tech- Review Board evaluate the narrative’s flow of responsibilities.

ANSWER: No. Organizational chart is not required; however, if provided, shall be part of the 6-page limit.
