Notice No. 1

2 October 2019

PRE-PROPOSAL QUESTIONS & ANSWERS

MULTIPLE AWARD CONSTRUCTION CONTRACT FOR PRIMARILY GOVERNMENT

OF JAPAN FUNDED DEFENSE POLICY REVIEW INITIATIVE PROJECTS IN GUAM

AND OTHER AREAS UNDER THE COGNIZANCE OF NAVFAC PACIFIC

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

1. Multiple DOR’s. Given the four separate & distinct identifiable project features can a team offer more than one DOR? If so, will the alternate DOR’s experience be evaluated equally?

ANSWER: Yes. The request for proposal does not prohibit proposing multiple designer-of-records (DOR). The offeror is responsible for demonstrating design experience in ALL four 4) types of relevant design projects through the use of one or more DORs. See also Document 00202, Design Experience Note 5 which states “provide a fully executed teaming agreement or other contractual agreement for the designer-of-record(s) (DOR) if the DOR is not the offeror.

The teaming agreement or other contractual agreement shall comply with Construction Experience Note 8.” See amendment no. 0001 revision to Construction Experience Note 8 that states in part, :”(3) specify the work to be performed by the other entity such that it is clear that the other entity will be meaningfully involved in this contract in a role that is consistent with that entity’s role in the project submitted.”

2. Document 00202 Evaluation Factors for Award, Page 4 & 5. Will the Government consider extending the construction completion of the relevant construction & design experience from 10 years to 15 years?

ANSWER: No. The RFP remains unchanged.

3. Reference Factor 2 – Experience, (1) Construction Experience. Please revise to state:

“Submit a maximum of ten (10) construction projects that best demonstrates the offeror’s experience that are similar in size, scope, and complexity to the types of projects described below. If the offeror submits more than ten (10) projects for evaluation, the Government will evaluate the first ten (10) projects and disregard any other project information after the first ten (10). For purposes of this evaluation, the types of relevant construction projects are further defined as:

1. New construction of multi-story administrative facilities (specifically headquarters and administration/office buildings) approximately $30M or more.

2. New construction of industrial facilities (specifically warehouses and maintenance buildings) approximately $10M or more.

3. New construction of educational facilities (specifically schools and training buildings) approximately $20M or more.

4. New construction of community support facilities (specifically fire station, police station, dining facility, fitness center, church, and recreation center) approximately $20M or more.

At least four (4) of the submitted projects must consist of concrete building structure.”

ANSWER: No. The RFP remains unchanged.

4. Reference Factor 2 – Experience, (1) Construction Experience. Please consider expanding the definition of community support facilities to include healthcare facilities.

ANSWER: No. The RFP remains unchanged.

5. PAGE 5, (2) 5. Multiple DORs. Please confirm that the basis of evaluation for Design Experience will be considered of equal importance whether the Offeror uses the service/s of one or multiple DORs.

ANSWER: See response to question no. 1.

6. Document 00202, Factor 1 Technical Approach, Page Limitation. If the Offeror does consider the use of multiple DORs, will the Government also consider increasing the maximum page limitation of Factor 1 - Technical Approach from 6 single-sided pages up to 12 single-sided pages?

ANSWER: No. The RFP remains unchanged.
