About this file

This document is an Attachment J-14 containing Answers to Request for Clarifications (No. 60-64) for a Naval vessel repair and docking contract for the USNS YUKON (T-AO 202). The clarifications address technical details related to dry-docking procedures, vessel trim and draft adjustments, winch foundation drawings, mooring arrangements, and a required port assessment. Key technical details include the vessel's displacement of 23,893 MT, draft measurements ranging from 6.54m to 6.81m, and specific constraints on docking procedures, such as prohibiting other ships from being docked alongside during the repair/overhaul period. The document also outlines a port assessment process requiring detailed information submission to CTF73 and Naval Criminal Investigative Service (NCIS) for approval, with the potential for a waiver if the initial port assessment is deemed technically unacceptable.

Attachment J-14: Answers to Request for Clarifications No. 60 - 64

QUESTION NO.60:

SPECIFICATION ITEM NO.: 0901 PARA. NO. 3.3.2 Arrival Condition

TITLE: TAO187-CCSI-DRYDOCKING AND UNDOCKING THE VESSEL (2.5 YR)

Inquiry on Trim Adjustment and Mean Draft. According to the Work Item 0901, the anticipated arrival condition of the ship is FWD 20 ft. and AFT 27 ft.

1. How much trim adjustment is possible for the ship’s dry-docking?

2. What are corresponding mean draft would be under this condition?

Typically, shipyard adjust the ship’s draft and trim prior to entering dry-dock to achieve flat sitting, minimizing the risk of hull damage. Please confirm if a similar adjustment process can be acceptable by the shipyard and ship’s force for entering dry-dock in this case.

ANSWER NO.60:

From our Naval architects:

See attached recent USNS YUKON docking condition. We can reduce the trim but this will require minimizing arrival

FO to less than 33%. We often require a forward CO tank to be ballasted with FW for addition trim correction. We can reduce the trim but may be limited by actual FO tank levels at arrival.

Sample condition:

Disp: 23,893 MT

Draft AP: 6.81m (22.3ft)

Draft MS: 6.67m (21.9ft)

Draft FP: 6.54m (21.5ft)

QUESTION NO.61:

SPECIFICATION ITEM NO.: 0547 PARA. NO.2.0

TITLE: CT WINCH NO 1_2 & 3 FOUNDATIONS RENEWAL

Please provide the clear copy of Enclosure 2.2 – CT Winch Foundation Drawing

ANSWER NO.61:

See the attached “CT winch foundation drawing” and “CT Winch TG813-AX-MMC-010_0_A”.

QUESTION NO.62:

SPECIFICATION ITEM NO.: 0003 PARA. NO. 7.4.3

TITLE: TAO187-SWI-APPROACH BERTHING AND MOORING

Request for Mooring Arrangement and Fittings Information.

1. What is the SWL of the double bitts on the USNS Yukon?

2. Is the diameter of every double bitt on the USNS Yukon 14 inches?

3. Are the following chocks and double bitts used in normal mooring arrangement or the heavy weather mooring arrangement?

a. Port/Stbd Chocks and double bitts on Main deck between FR 21 and 22.

b. Port/Stbd Chocks and double bitts on 01 Level between FR 106 and 114.

4. Could you please provide the fwd draft, aft draft, displacement, End projected wind area, and Side projected wind area for the mooring calculation?

ANSWER NO.62:

Refer to References provided and WI 003 TAO187-SWI-APPROACH BERTHING AND MOORING.

QUESTION NO.63:

SPECIFICATION ITEM NO.: 0003 PARA. NO. 7.4.11

TITLE: TAO187-SWI-APPROACH BERTHING AND MOORING

ROH alongside a floating dock, is it possible to perform the ROH for USNS YUKON alongside a floating dock rather than a pier?

ANSWER NO.63:

Per paragraph 7.4.11 During the course of this repair/overhaul period, no other ship will be docked alongside of or tied up to this vessel, nor shall this ship be docked alongside of or tied up to any floating dry-dock.

QUESTION NO.64:

SPECIFICATION ITEM NO.: N/A PARA. NO. N/A

TITLE: Solicitation (Port Assessment)

In connection with the subject, the offeror's proposed port facility is supposed to be assessed by US Navy to be eligible for award according to the subject solicitation. And it is specified that the time of assessment will be 45 days prior commencement of availability or at the time award, whichever is sooner.

In this regard, we wonder if the 'Port Assessment' is conducted at the time of the award, is this done after the shortlist is selected or after the award is confirmed? We would like to know the exact timing and process.

Does that mean the contract will be rescinded even if we are awarded once the suggested port is found to be technically unacceptable?

ANSWER NO.64:

If the shipyard is awarded the USNS YUKON (T-AO 202) ROH/DD requiring a Port Assessment, the Government will need the following information to submit the request through CTF73 for C7F and Naval Criminal Investigative

Service (NCIS) approval and execution. The Contracting Officer will notify the awardee and request the information needed; timeframe is to be determined.

Company:

Name of Port:

Location/Wharf:

Map Coordinates: Latitude: / Longitude:

Physical Address:

POC name:

Phone/e-mail:

Justification: “Award of the USNS YUKON (T-AO 202) ROH/DD”

If the conducted Port Assessment is deemed “unacceptable,” a waiver can be submitted depending on the technical unacceptability findings identified by NCIS. This is the only that the Government can be provided at this time.
