About this file
This document is an Attachment J-10 containing Answers to Request for Clarifications No. 04 - 28 for a maritime contract, specifically addressing various maintenance and service work items for a naval vessel (USNS YUKON). The document includes 28 questions and corresponding answers from Military Sealift Command (MSC) to a shipyard, covering detailed maintenance specifications for systems including lifeboats, generators, fuel oil purifiers, air compressors, stern tube seals, and other ship equipment.
Key highlights include MSC requesting the shipyard to conduct most work item specifications as written, with some clarifications on specific tasks. The document also provides guidance on CLIN 0005, a pre-funded growth work contract line item for potential future change orders, explaining that the shipyard will need to submit a Condition Found Report and await government authorization for additional work. Pricing details include fixed growth labor hours (10,100) and growth material/subcontractor costs ($540,420.84), with instructions that labor rates should match those in the contractor's price breakdown. Contact information for technical representatives is provided for various equipment service requirements.

Regarding CLIN 0005, It is about 'MSC Growth work'-Time and Material Not to Exceed (NTE) and consists of
0005AA and 0005AB for MSC Growth work for Prime Labor Hours and Material/Subcontractor/Other respectively.
QUESTION NO.28:
SPECIFICATION ITEM NO.: N/A PARA. NO.: N/A
TITLE: CLIN 0005 Pricing Arrangement
1. As we understand it, CLIN 0005 is related to the future Growth Work, that is, the future Change Order during availability, and when the Change Order is mutually agreed to conduct, this CLIN 0005 ITEM appears to exist to deduct the Labor Hour and Material cost of the Change Orders from the calculated total amount of CLIN
0005AA and CLIN 0005AB. The calculated amount is the upper limit, and the sum amount of the total Change
Orders cannot exceed that upper limit (NTE). Please confirm that our understanding is correct.
2. If our understanding in question 1, above is correct, with regard to the CLIN 0005AA (Prime Labor Hours), if the Unit Labor Rate is $xx/Hour, the Extended Price shall be $xx as the 'Qty in hrs' is fixed as 10,100. In this regard, we would like to know if it is correct that when we enter the Unit Labor Rate, the Rate should usually match the Labor Rate used in [J-3]'Contractor Price breakdown'.
mailto:marineresources@msn.com
3. With regard to the CLIN 0005AB, we are supposed to enter Material Handling %. For example, if we were seeking a x% handling fee for materials/subcontractors/others, we would enter x% in the 'Material Handling %' field. This would result in an Extended Price of $x. Please let us know if our understanding aligns with your intent.
ANSWER NO.28:
1. Confirming that your understanding of CLIN 0005 is correct. This is pre-funded growth work CLIN to be utilize during the execution of the availability. Shipyard will be required to submit Condition Found Report
(CFR) and the Government will respond accordingly. If the CRF results on a Contract Change Order (CCO), the shipyard will be required to provide proposal/pricing. Only after hours, material, and overall price is agreed/settled among mutual parties (KO and Shipyard), will the Contracting Officer issue an Authorization to
Proceed (ATP) for the growth work to commence under CLIN 0005.
2. The calculations you provided are accurate, removed for purposes of proposal integrity. J-3 Pricing Sheet has formulas to calculate the total extended proposed price. Correct, Growth Labor Hrs 10,100 and Growth
Material/Subs/Other Costs $540,420.84 are to remain constant, all others to be filled out by offeror. Yes, the
Unit Labor Rate for the growth CLIN should match the Labor Rate used in [J-3]'Contractor Price breakdown.
3. Correct, also refer to answer to question No.2 above.
