About this file

This document is an Attachment J-11 containing Answers to Request for Clarifications (No. 29-55) for a naval vessel maintenance and repair contract. The document addresses multiple technical specifications and work items, including vessel docking conditions, electrical shore power requirements, equipment maintenance, and various inspections. Key technical details include: vessel arrival draft specifications (20ft Fwd / 27ft Aft), electrical shore power capacity of 2,400A with 6 cables of 400A each, and requirements for servicing various shipboard systems such as fire detection, personnel elevator, freshwater generators, and constant tension winches. The responses provide specific technical guidance, reference drawings, technical manuals, and clarify work scope for each queried specification item, with naval architects and technical experts providing detailed explanations for complex maintenance and operational requirements.

Attachment J-11: Answers to Request for Clarifications No. 29 - 55

QUESTION NO.29:

SPECIFICATION ITEM NO.: N/A

TITLE: 3. Vessel’s Arrival Draft.

We are reviewing the docking conditions for vessel. We note that the vessel arrival draft is 20ft (6.096 meter) Fwd /

27ft (8.2296 meter) Aft, with a trim of 7ft (2.1336 meter). Is it possible to reduce the vessel's arrival trim to around

4ft (1.2meter)? Additionally, what would be her lightest possible arrival Fwd/Aft draft?

ANSWER NO.29:

From our Naval architects: See attached recent USNS YUKON docking condition. We can reduce the trim but this will require minimizing arrival FO to less than 33%. We often require a forward CO tank to be ballasted with FW for addition trim correction. We can reduce the trim but may be limited by actual FO tank levels at arrival.

Sample condition:

Disp: 23,893 MT

Draft AP: 6.81m (22.3ft)

Draft MS: 6.67m (21.9ft)

Draft FP: 6.54m (21.5ft)

QUESTION NO.31:

SPECIFICATION ITEM NO.: 0011 PARA. NO. 7.1.1

TITLE: Electrical Shore Power

1. Minimum capacity mentioned is 2,400A, what is the maximum capacity required.

2. For the 6, 400Amp power cable, how much Amps is required per side.

ANSWER NO.31:

All 6 cables are connected on one side (port or stbd), contractor may connect either side depending on scope of work. The 2400A total load will be carried by these 6 cables. Each cable is still rated for 400 amps of continuous use. Thus:

• Total load per side = 2400A (since all cables are on selected side).

• Each cable will still carry 400A (since each cable is rated for that value).

So, each of the 6 cables will carry 400A, and the total load is 2400A for all cables combined.
