This is a Performance Work Statement (PWS) for vehicle and equipment corrosion control repairs, rustproofing, and prevention services at Andersen Air Force Base, Yigo, Guam, prepared in June 2026.
The contractor shall provide comprehensive corrosion control, rustproofing, and repainting services for commercial and specialized vehicles and equipment of varying sizes (extra small to extra large). Key service requirements include: inspecting and removing all corrosion; applying corrosion-inhibiting primer to rust-removed areas; removing and reinstalling markings, lighting, reflective lenses, and placards; masking components to minimize overspray; painting all control panels, engine compartment panels, and undercarriage surfaces; applying non-skid coating where necessary; sealing seams; and applying final topcoat per specifications in Attachment 05. The contractor must provide all labor, supplies, facilities, transportation, tools, materials, and supervision. Work is performed at the contractor's facility with pickup and delivery coordinated with the Contracting Officer Representative (COR). The contract period runs from September 30, 2026 to September 30, 2028, or until cumulative orders reach the contract ceiling, whichever occurs first. The contractor assumes full custody and liability for government equipment from receipt until return, must provide secure storage for designated items, and maintain a Quality Control Plan submitted within 30 days of award. A one-year warranty on workmanship is required (or longer if standard commercial warranty exceeds one year), with the contractor bearing transportation costs for warranty remediation. Monthly status reports must be submitted documenting completed assets, in-work items with estimated completion dates, man-hours expended, materials consumed, and any assets deemed unsafe or unserviceable. Pre-transportation and post-return joint inspections with documented condition reports are mandatory, with post-return inspections occurring within 24 hours of receipt (subject to hazardous material servicing requirements). Digital images of repair progress showing registration numbers and corrosion-impacted components must be submitted within three days of completion. Performance thresholds specify 90-100% equipment inspection rates, 95% proper surface preparation and protection, 100% proper primer and topcoat application, no more than one vehicle with structural damage throughout the contract, no more than 5% of assets rendered unsafe within three months, and no more than five scheduled assets exceeding transportation or service timelines within any three-month period without prior approval.
