Summary: Addendum to 52.212-1 – Instructions to Offerors
This document is an addendum to the standard instructions to offerors for a U.S. Navy contract opportunity involving specialized corrosion control, prevention, and treatment services for vehicles and heavy equipment on Guam. Quoters must submit proposals via email to Sabrina Melsior (Contract Specialist) and Patrick Collins (Contracting Officer) by the date specified in Block 8 of the SF 1449. Email submissions must not exceed 10 MB and all technical and administrative questions must be submitted in writing at least five (5) business days prior to the submission deadline. Hand delivery, postal mail, express mail, and fax submissions are not accepted.
Proposals must be submitted in two separate volumes: Volume I addresses Technical Capability and Past Performance (with no pricing information), and Volume II contains Price and Administrative Documentation. The Technical Capability section requires a step-by-step description of the proposed strategy and operational plan with a detailed timeline, confirmation of material-handling equipment availability, and evidence of an established local Guam facility with specialized capabilities and trained personnel. Quoters must also detail how they will secure heavy equipment that cannot be left outside. The Past Performance factor requires evidence of successfully completed specialized corrosion control services including coatings, wash, and paint work on vehicles and heavy equipment within the last three years, with supporting documentation including customer/agency name, contract number, point of contact information, and a brief description of services provided. Volume II must contain a completed and signed SF 1449 acknowledging all amendments.
