About this file

This document is a Solicitation Amendment (SF 30) for a YT-807 Harbor Tug Boat overhaul at Yokosuka Naval Base. The amendment (No. 0006) extends the solicitation closing date from July 9, 2025 to July 23, 2025, and addresses multiple contractor questions regarding the project scope, work location, and performance requirements. Key modifications include clarifying that work will be conducted in Dry Dock 2, confirming base utilities will be available, and potentially extending the period of performance to August 31, 2026.

The amendment details specific work scope considerations, including hull-related tasks such as cleaning, blasting, preservation, ultrasonic inspection, and painting. The government is seeking contractor input on crane capabilities, material procurement, potential additional tasks, and coordination requirements. Contractors are asked to confirm their ability to perform specific work items, purchase certain materials like rubber fenders and battery components, and provide a response timeline and proposed coordination approach for the YT-807 harbor tug boat overhaul project.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

QUESTION & ANSWER

Q1 Please specify the location of work to be conducted (which Drydock?)

Government Answer 1 Dry Dock 2

Q2 IS it possible to extend solicitation closing date?

Government Answer 2 The solicitation closing date is changed from 9 July 2025 to 23 July 2025

Q3 We have some urgent requests.

Considering the fluidity of the SOW, we have distinguished what we can do and what we cannot.

In the attached, we have humbly deleted some Work Scope for the following concerns.

With Red line, some got deleted due to the restriction of the Place of Work.

With Blue line, we would like to let know some help like, emptying fuel tank, is necessary, which needs to be done not by us.

With Green Triangle, some got highlighted due to the uncertainty of the workforce available for the designated POP in which seasons we are usually busy. We, therefore recommend deleting them.

Lastly, we would like to clarify the accessibility of the Utility including electricity, water , Air and waste disposal.

Taking everything into consideration, we demand solicitation due date be extended.

Government Answer 3 Dear KTR Team, Thank you for your interest in supporting the overhaul of YT-807. To ensure a comprehensive and efficient execution, please note that hull cleaning should be integrated with the following associated tasks, it would be extremely helpful:

• Hull blasting and preservation

• Hull and freeboard ultrasonic thickness (UT) inspection

• Hull cleaning, painting, and repairs

Base utilities (water, power, compressed air, and wastewater disposal) will be available.

Regarding the fuel-tank requirements and the tank level indicating systems, please advise if any additional assistance or resources are needed, besides just emptying the tanks.

To facilitate planning, please provide responses to the following questions:

1. Which scopes of work can you complete pier-side with the tug alongside the pier?

2. If the period of performance (POP) is adjusted to extend the proposed end date, what additional tasks could you incorporate?

3. Would you be able to specify and procure the following materials, with our team arranging installation and associated services?

o Rubber fenders o Battery chargers and battery straps o Seawater valves and related components o Any additional requirements you can assist us with procuring

In addition, to ensure clear expectations and smooth execution, please provide:

• Response Timeline: Date by which you will submit your detailed assistance requirements and any key milestones

• Coordination & Scheduling: Proposed date for a kickoff meeting or site survey, and lead party responsible for arranging scaffolding, laydown areas, and site inductions

Your collaboration in identifying these requirements and designating installation partners will greatly expedite the overhaul process and strengthen our working relationship.

Thank you once again for your engagement with YT-807. We look forward to your prompt feedback and to a successful partnership.

Q4 Since there is capability of crane usage at DD2, we cannot conduct the red crossed items.

(what we can conduct is Hull cleaning, blasting and preservation other than the fender area; since we cannot replace fender) With, Government previous response, we are able to conduct blue crossed items.

Q5 Also, is it possible to extend POP to 2026/8/31, at this moment, we cannot complete the SOW even with red line /triangle marked items removed.

Q6 With POP extension, we are able to complete items excluding red lined /triangle marked items

Q7 Is it possible to issue revised SOW?

Government Answer for Q4 through Q7 Crane Capacity

Dry Dock 2 can use two portable cranes, each lifting up to 130 tons. Please confirm if these cranes would work for you or if you will need to bring your own.

Hull-Related Work Please confirm if you will be able to do all the hull related work:

• Hull blasting and preservation

• Ultrasonic (UT) inspection of hull and freeboard

• Hull cleaning, painting, and repairs Purchase and Delivery of Items Can you purchase and deliver the following items? We do not require installation by KTR. If KTR changes their mind and decides to do the work, please inform us.

• Rubber fenders

• Battery chargers and battery straps

• Seawater valves and related parts

• Any other items you require Rubber Fenders If you agree to purchase the Rubber Fenders for us, can you remove the old fenders for us? This would give KTR the ability to do the hull work on the covered-up fender spots as well.

Dry Dock Availability We can extend use of Dry Dock 2 until August 31, 2026. Please confirm if this date works for your schedule.
