About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the USS Blue Ridge 5C1 DSRA Modernization Bundle 3 contract. The amendment addresses multiple technical questions and provides clarifications related to diesel exhaust system piping work for three different engine generator (EDG) systems, including specifications for welding joints, water trap manufacturing, and plate dimensions.
The amendment provides detailed government responses to nine specific technical questions from the contractor, covering issues such as joint design compliance with Class P-1 piping requirements, welding symbol acceptability, and material specifications. Key resolutions include: authorizing slip-on flanges for diesel exhaust piping as an exception to standard rules, accepting certain welding symbols based on system design pressure, and ordering plate size changes from 3ft x 10ft to 4ft x 10ft. The government also committed to providing new mapping plans and QA forms for water trap manufacturing processes.

Below is the questions received and responses:
Question (5)
3819P31001A01, S/A 79243K, ACCOMPLISH DIESEL EXHAUST SYSTEM PIPING OF EDG NO.ONE
1. In Enclosure 02-17 of TGI, Joint Design of Joint ID PJ-416 is indicated as P-42.
Is P-42 meeting Class P-1 Piping requirement?
Same question for PJ-416, 422, 458, 459, 468, 470, 472. (all indicating P-42)
2. In Enclosure 02-70 of TGI, Joint Design of Joint ID PJ-469 is indicated as P-63.
Is P-63 meeting Class P-1 Piping requirement?
Same question for PJ-467, 471. (all indicating P-63)
3. From DWG 8574550 Item F38, Water trap is required to be manufactured from Plate (Item F62).
But it is not possible to manufacture 41 inch diameter (Detail 36-A) from Item F62 (plate 3ft x 10ft).
We believe Item F62 need to be changed to larger plater, or is there revision to DWG? Please confirm.
4. As in above Q3, we have to manufacture water trap from ItemF62 (Plate), it will require welding.
There is no Join Map nor QA Form in Enclosure-01 and Enclosure-02. Is it possible to issue?
Government Answer (5)
1. The welding symbol is specified in DWG 300-8574550 “A”. Paragraph 505b2 of the GSO (S9AA0-AB-GOS-
010) states, “Flanges of slip-on design may be utilized to the following limitations: . . . b. not be used in P-1 class piping systems (however, slip-on flanges may be used in internal combustion engine exhaust systems);”. Generally, slip-on flanges are not allowed in P-1 systems, but there is an exception for diesel exhaust piping.
2. This welding symbol is specified in DWG 300-8574550 "A" although it does not meet Class P-1 of S9074-AR- GIB-010A/278. The system design pressure is 5 psig, so I consider this welding joint is enough strength.
3. Change plate 3ft x 10ft to 4ft x 10ft. will be ordered.
4. will provide new mapping plan and QA form.
Question (6)
TGI3819P31002A04, ACCOMPLISH DIESEL EXHAUST SYSTEM PIPING WORK OF EDG NO. 2
1. In Enclosure 04-15 of TGI, Joint Design of Joint ID PJ-414 is indicated as P-42.
Is P-42 meeting Class P-1 Piping requirement?
Same question for PJ-420, 453, 458, 461, 463. (all indicating P-42)
2. In Enclosure 04-60 of TGI, Joint Design of Joint ID PJ-459 is indicated as P-63.
Is P-63 meeting Class P-1 Piping requirement?
Same question for PJ-460, 462 (all indicating P-63)
3. From DWG 8574551 Item F38, Water trap is required to be manufactured from Plate (Item F35).
But it is not possible to manufacture 41 inch diameter (Detail 55-A) from Item F35 (plate 3ft x 10ft).
We believe Item F35 need to be changed to larger plater, or is there revision to DWG? Please confirm.
4. As in above Q3, we have to manufacture water trap from ItemF35 (Plate), it will require welding.
There is no Join Map nor QA Form in Enclosure-01 and Enclosure-02. Is it possible to issue?

5. In Enclosure 04-14 of TGI, Joint Design of Joint ID PJ-413 is indicated as P-42.
Is P-42 meeting Class P-1 Piping requirement?
Same question for PJ-419, 460, 461, 468,471,473. (all indicating P-42)
6. In Enclosure 04-70 of TGI, Joint Design of Joint ID PJ-469 is indicated as P-63.
Is P-63 meeting Class P-1 Piping requirement?
Same question for PJ-470, 472 (all indicating P-63)
7. From DWG 8574549 Item F53, Water trap is required to be manufactured from Plate (Item F66).
But it is not possible to manufacture 41 inch diameter (Detail 55-A) from Item F66 (plate 3ft x 10ft).
We believe Item F66 need to be changed to larger plater, or is there revision to DWG? Please confirm.
8. As in above Q3, we have to manufacture water trap from ItemF66 (Plate), it will require welding.
There is no Join Map nor QA Form in Enclosure-01 and Enclosure-02. Is it possible to issue?

9. Page 5 od DWG8574550; Detail 36-E; F38 and F41.
Page 8 material list indicates F38 and F41 as Ni-Cu. F38 also as P-1 Piping.
Joint Design is PJ-473, 474, 475. The QA form indicates Joint design as C1V.2.
C1V.2 cannot used as joint design of P-1 piping.
Is it possible to confirm?
Government Answer (6)
Therefore, I believe that this welding symbol can be used Class P-1.
2. This welding symbol is specified in DWG 300-8574550 "A" although it does not meet Class P-1 of S9074-AR- GIB-010A/278. The system design pressure is 5 psig, so I consider this welding joint is enough strength. Therefore, I believe that this welding symbol can be used Class P-1.
3. Change plate 3ft x 10ft to 4ft x 10ft. will be ordered.
4. will provide new mapping plan and QA form.

9. The welding symbol is specified in DWG 300-8574550 “A”. Paragraph 3.3.2 (b) (1) Class P-1 of S9074-AR-GIB- 010/278 states, “Also included are any structural welds made to the internal or external surfaces of a fluid boundary subject to system pressure but which do not form a part of the fluid boundary.” Therefore, I believe that this welding symbol can be used Class P-1.
