SCOPE OF WORK

MATERIAL SUPPLY INVENTORY REPLENISHMENT SYSTEM (MSIRS)

Purpose. The Contractor shall provide all labor, equipment, and materials to furnish, and install high density shelving for various Navy Medicine Medical Treatment Facilities (MTFs). This requirement may also include inpatient facilities and Naval Health Clinics (NHC) and their associated Branch Health Clinics.

1. Background.

New high density shelving is required for clinical departments across Navy Medicine. The current design of the inventory replenishment system throughout Navy Medicine has limited storage space, requires daily inventory counting, has inconsistent replenishment quantities, requires clinical involvement and often results in frequent stock-outs. To minimize the impact of these deficiencies and improve service to the clinical staff, a change in the receipt and delivery of consumable supplies is planned. The required system is a 2-bin Kanban system to support consumable supplies.

2. Scope. To improve the inventory replenishment system in Navy Medicine by outfitting the supply rooms and storage areas with a high density shelving system. The majority of the shelving will be configured for a 2-bin Kanban process. The project consists of two overall requirements: (1) deliver and install high density shelving which can be easily adjusted to accommodate various sizes of consumable products used in an inpatient hospital and outpatient clinics, and (2) remove existing shelving, install new and/or reuse (if applicable) existing shelving and move the existing shelving to a central location for disposal by Materials Management staff through DRMO. Excess consumables above PAR will also be relocated to a central location identified by Materials Management staff.

The 2-bin Kanban system shall operate as follows:

The primary location for the SKU shall be replenished only when the bin becomes empty.

The secondary location will be used as backup until the primary bin is replenished.

At the time of restocking, the materials management staff shall be responsible for rotating inventory from the secondary location to the primary location.

DELIVERABLE 1: DELIVER AND INSTALL

The total number of primary stock-keeping unit (SKU) inventory locations, to include a 10% buffer, at each MTF will be defined in the delivery order. The list of identified department and storage rooms will be provided in the delivery order.

Not all SKUs require a 2-Bin Kanban solution. Some specialties, i.e.

Orthopedics, may have a large number of SKUs with a small inventory quantity for each SKU. Within this specialty, almost 50% of the SKUs have less than 2 on hand units. Thus Orthopedics, and other similar specialties, will not follow the 2-bin Kanban process. The Contractor-designed storage solutions, however, should include storage options for bulk items, as well as all other low-use medical supplies falling outside the scope of the 2-bin Kanban system.

Each storage rack may have approximately 18-22 SKUs and 4-6 days of supply per SKU, depending on the source of supply and potential lead time. The number of SKUs per rack will vary by clinical departments. The primary and secondary location shall be stored adjacent to each other in the same bin.

DELIVERABLE 1.A: SUPPLY ROOM CONFIGURATION VERIFICATION

Department/Supply Room Details

Each supply room/department that is to be equipped by the Contractor along with the intended number of rack/shelving units for each supply room will be provided in each delivery order. A facility drawing will also be provided in each delivery order; The facility drawing does not include additional carts and materials to be stored in the room. The Contractor, upon award, shall work with Materials Management staff in Navy Medicine to verify the room and size parameters.

Shelving Requirements

Shelving estimates provided in this document are based on racking that is 26- 1/8” deep by 18-3/4” wide by 79-1/2” high. The Contractor should adjust their rack counts based on the rack size they are quoting to provide approximately the same number of linear feet of 26” deep shelving. Each supply room’s existing shelf length, shelf area and SKU count was converted to a rack count. The number of racks assigned to each room was based on this conversion and the number of racks that would physically fit in each room. If the Contractor has experience or SKU sizing data that indicates a different quantity of SKUs will fit within their rack, quote the required quantity of rack and also indicate the Contractor-suggested number of racks as an addition/reduction. Approximately up to 5% of SKUs may be too large or bulky to be placed in high-density shelving or used within the 2-bin Kanban system; bulk items will be identified prior to implementation of a specific room. Depending on the particular supply room, a wire rack type cart(s) may be required in lieu of one or more of the high density mobile racks. If wire racks are required, existing excess wire racks/shelving currently used in hospital should be reused/repurposed as necessary.

Supply Room List by Clinical Unit

It is important to note that some of the departments share a supply room and that some departments have more than one supply room. In the case of a department having more than one supply room, the SKUs will be divided across the one or more supply rooms. In the case of multiple departments utilizing the same supply room, do not assume any consolidation of SKUs across the departments. Assume each department will have their own set of SKUs that can be charged to that department.

Bin Set-up

Contractor will physically configure the bins while the configuration input will come from assigned nursing staff. Each bin shall be configured in near proximity to the existing supply rooms in the current MTF to minimize time during the bin planning. Each rack will then be labeled using the required labeling schema (style, font, color, etc.) and SKU documentation. Final approval of bin configuration will be provided by the MTF’s Department Head or his/her designee.

During the bin configuration process, the contractor shall keep the primary and secondary bins for each item adjacent to each other. Additionally, to the greatest extent possible the primary bin for each item should be visible from the front of the shelf. This will ensure easy scanning and reordering of items by materials management.

Racks/bins will need to be moved as required to support a progressive build model. There is no extra storage in the current clinical units to hold large numbers of racks/bins. Racks/bins will require staging at the receiving dock and/or materials management until the space is available in the clinical units.

Exact staging locations, if required, will be identified by Materials Management staff. Depending on the clinical unit, the storage space availability will vary. It is anticipated that each clinical unit will have enough space to stage a 3-wide rack (approximately 60" wide and 26" deep) and up to 16 bins. Approximate historical distribution of bin sizes has been:

o Small (2” deep bins) – 5% o Medium (4” deep bins) – 75% o Large (8" deep bins) - 20%

SKU counts by room/department will be provided by Materials Management staff at the delivery order level. The Contractor should provide an adequate quantity of each bin size to slot the current SKUs and an additional 10% SKUs based on this SKU count; this is to account for SKU fluctuation that occurs in the supply room during the course of normal business.

With regards to bin set-up, the Contractor shall do the following:

Using validated SKU list and periodic automatic replenishment (PAR) levels provided by materials management, configure storage hardware to accommodate each SKU and the planned inventory level with input and approval from clinical staff and/or materials management staff.

Configure primary and secondary bins adjacent to one another to the greatest extent possible.

Configure primary bins at the front of the shelf so they are easily visible by materials management during ordering and replenishment.

Materials Management staff will provide finalized PAR levels to correspond to the SKU list prior to supply room configuration. Items may be located in the storage room at the time of installation which were not on SKU list provided by materials management. This may be due to changes in department policy and workload. If these constitute less than 10% of the SKUs in the room and will continue to be stocked in the department, the contractor shall configure them into the shelf. Additional shelves are built into estimates to account for changes such as these.

DELIVERABLE 1.B: INSTALLATION DESIGN

A) The Contractor shall provide a plan for resources necessary for the project.

The plan shall identify at a minmum critical dates for ordering, product moves, deliveries, installation timeline. Rooms shall be fully implemented and ready for use within three (3) days from the start of rack installation to minimize disruption of the clinical workflow.

B) The Contractor shall provide a Kanban system that meets or exceeds the following minimum requirements for new high density mobile storage systems:

1. Shall be constructed from tubular, galvanized, powder-coated steel, or material of equal or greater strength and durability

2. Shall include locking, non-marking casters with a minimum diameter of

2.5"

3. Shall use support rails or telescopic slides capable of supporting heavy consumable medical supplies (e.g. bags of intravenous [IV] fluid). Some examples of acceptable materials may include injection molded acrylonitrile butadiene styrene (ABS) or ball bearing reinforced telescopic slides.

4. Shall support bins of varying depths constructed of plastic (polycarbonate), or material of equal or greater strength and durability.

High visibility of product contained in the baskets is preferred.

5. Shall provide multiple bin height sizes. A minimum of three bin heights is required with at least a 1” difference in height between each size (e.g. 2”, 4”, and 8”).

6. Shall include adjustable bin levels to maximize storage capacity

7. Shall include an angled top storage bin on each storage rack for easy access of supplies

8. Shall include dividers in each bin to support multiple SKUs of varying size

9. Shall include dividers that lock into the bin to eliminate any divider movement

10. Shall include dividers that are configurable to variable spacing in order to maximize storage density

11. Shall include two bin stops, or system of equal or greater strength and durability, on each bin to prevent a bin from falling when it is pulled

12. Shall be modular and easily adaptable to accommodate future inventory growth and/or item proliferation

13. Shall not require any special installation requirements that affect the structure of each supply room, including but not limited to special flooring, wall reinforcement, height of ceiling/clearance, and sprinkler code requirements.

14. Shall have non-porous splash guards on bottom of carts. Splash guards need to be the proper size with bevel edges thereby eliminating sharp corners to fully cover the bottom of the racks. Material for the splash guards shall be non-porous, at a minimum 1/8" thick, cover the entire bottom of the cart and not reduce the storing capability and functionality of the lowest bins on the racks.

C) Minimum of one (1) year warranty is required

D) Seismic Zone Considerations. With the rack mounted on wheels to provide for mobility and re-configuration, there is no requirement for securing the rack to the floor. The Contractor is required to verify that the wheelbase utilized by the rack along with a rack height of no more than six feet is sufficient to prevent the rack from overturning during a seismic event.

Product Type Color Coding and Labeling

To enable the clinical staff to quickly locate desired SKUs, a color coding scheme is to be utilized for all SKUs and supply rooms. In addition, signage is to be displayed above each rack indicating the type of supplies located on the designated racks. Only one sign is needed to be displayed above racks for that particular SKU type. Refer to Figure 1 in Appendix D for color coding scheme and SKU type for signage.

Bin SKU Labeling

Each SKU is required to be labeled. A clip or other device is utilized to attach the label to the bin in front of the SKU location; the attachment device shall be capable of being attached and removed to signal an empty bin (i.e. adhesive is not acceptable). For the two bin Kanban, two labels are required for each SKU, one for the active location and one for the backup location. SKU labels will be provided to the Contractor by Materials Management staff. The Contractor is responsible for applying the labels to the appropriate bins and providing the device used to attach the label.

DELIVERABLE 2: TEAR DOWN, REMOVAL, REUSE/DISPOSAL OF

EXISTING SHELVING

A) Existing Equipment in the Supply Rooms/Departments

Items not related to supply (such as gas cylinders, linen carts, hospital equipment) will be removed or relocated by the local department and/or Materials Management personnel to provide additional space to build the racks if necessary. Displaced items from supply room/area by Contractor must also be out of the way so not to disrupt the daily operation of clinic staff.

B) Supply Room Material in Excess of PAR

The Contractor is responsible to remove the supplies in excess of PAR values (as identified by the MTF staff) from the supply rooms/departments to a central storage location (location to be determined by Materials Management staff). The Contractor is responsible for coordinating the movement and storage of these items. Materials Management will assume ownership of the supply items until they are consumed by the local hospital department. Excess items should be returned to Materials Management staff organized in a fashion conducive to their disposal process.

C) Existing Shelving Disposal

The Contractor shall be responsible to relocate the existing shelving from the supply rooms to a central location (location to be determined by Materials Management staff). Materials Management will coordinate the material’s disposal through DRMO.

3. MISCELLANEOUS REQUIREMENTS
