Q&A'S AS OF 6 AUG 2014
Responses to Questions
KanBan
Question 1:
. Although CLINs with specific quantities exist for racks and bins, the RFP stipulates a need for dividers, label holders and stoppers, though neither CLINs nor quantities are itemized. Where do we quote these components, and are there specific quantities thereof?
Answer:
The price for dividers, label holders and stoppers shall be blended within CLIN 0001, Racks.
Question 2:
. The RFP entails a consulting/professional services component, though it is unclear how these services should be itemized, as well as where they should be listed. How should we quote these consulting services?
The pricing for consulting/professional services shall be blended within CLIN 0001, Racks.
Question 3:
. It does not seem to be apparent where labor charges should be quantified and itemized; is there a separate CLIN for this, or should it be blended elsewhere? If blended, where?
Labor charges shall be blended within CLIN 0001, Racks.
Question 4:
The solicitation does not have a separate line for a price for our labor/installation for the work we would be doing at each site. Where is this supposed to be included?
See response to question 3
Question 5:
. It does not seem to be apparent where or how travel charges should be quantified and itemized; is there a separate CLIN for this, or should it be blended elsewhere? If blended, where? If itemized, what is the preferred breakdown?
A travel CLIN has been added Not To Exceed $10,000. Pricing for travel will not be evaluated and does not need to be proposed, but will be reimbursed in accordance with Joint Travel regulations up to
$10,000.
Question 6:
I see there is site specific information in Appendix E as well as site drawings in Appendix B, do have access to this information for the other sites as well?
Specific site information will be given at the task order level.
Question 7:
When pricing our response, are we including all the basket accessories (dividers, stops, labels, etc….) in with items 2, 3 & 4?
See response to question 1.
Question 8:
As this solicitation asks for pricing on 5 items, are you not in need of pricing by facility as listed on page
53?
No, pricing for the sites will be done at the task order level.
Question 9:
Travel to the OCONUS sites. How are we supposed to price this for you? Or, is this going to be handled on an actual expense/reimbursement basis? It is not clear, nor can I determine this precisely from FAR 31.
See response to question 5.
Question 10:
Will NMLC is issuing an SF1449 as part of the solicitation package? I understand an SF 1449 will be issued at the time of award for specific delivery, but additionally, per the solicitation:
L.2.4.1. Standard Form (SF) 1449. This form will be provided to the offeror electronically as part of the solicitation package. It shall be appropriately completed, inclusive of the offeror's name, address, and required Commercial and Government Entity (CAGE) codes, and signed. The offeror's identity will be determined by the name submitted on the SF 1449. It is not necessary to submit the entire solicitation.
The offeror shall complete the SF1449 that was provided with the solicitation. The Government will accept pen and ink information for sections 17a. including filling in the offerors CAGE code in the Code block, and 30a-c.
The following has been added to Section M:
Award will be made to the LPTA offeror, other offerors may not be evaluated.
An offer that is lowest price and technically acceptable will be awarded the resultant contract. Once a low price, technically acceptable offer is selected, higher priced offers may not be evaluated.
The following have been modified:
SECTION M
EVALAUTION FACTORS
The Government intends to award one contract to the offeror whose response conforms to the solicitation and will be most advantageous to the Government, on a lowest price technically acceptable (LPTA) basis.
Basis for Award
This is a LPTA procurement. Award will be made to the LPTA offeror, other offerors may not be evaluated.
An offer that is lowest price and technically acceptable will be awarded the resultant contract. Once a low price, technically acceptable offer is selected, higher priced offers may not be evaluated.
1. TECHNICAL APPROACH
Conformance to the Essential Characteristics – The government will evaluate the proposed shelving on conformance to the essential characteristics listed below. Proposals that do not conform to the essential characteristics will not be evaluated further.
A) The Contractor shall provide a Kanban system that meets or exceeds the following minimum requirements for new high density mobile storage systems:
1. Shall be constructed from tubular, galvanized, powder-coated steel, or material of equal or greater strength and durability
1. Shall include locking, non-marking casters with a minimum diameter of 2.5"
2. Shall use support rails or telescopic slides capable of supporting heavy consumable medical supplies (e.g. bags of intravenous [IV] fluid). Some examples of acceptable materials may include injection molded acrylonitrile butadiene styrene (ABS) or ball bearing reinforced telescopic slides.
3. Shall support bins of varying depths constructed of plastic (polycarbonate), or material of equal or greater strength and durability.
4. Shall provide multiple bin height sizes. A minimum of three bin heights is required with at least a 1” difference in height between each size (e.g. 2”, 4”, and 8”).
5. Shall include adjustable bin levels to maximize storage capacity
6. Shall include an angled top storage bin on each storage rack for easy access of supplies
7. Shall include dividers in each bin to support multiple SKUs of varying size
8. Shall include dividers that lock into the bin to eliminate any divider movement
9. Shall include dividers that are configurable to variable spacing in order to maximize storage density
10. Shall include two bin stops, or system of equal or greater strength and durability, on each bin to prevent a bin from falling when it is pulled
11. Shall be modular and easily adaptable to accommodate future inventory growth and/or item proliferation
12. Shall not require any special installation requirements that affect the structure of each supply room, including but not limited to special flooring, wall reinforcement, height of ceiling/clearance, and sprinkler code requirements.
13. Shall have non-porous splash guards on bottom of carts. Splash guards need to be the proper size with bevel edges thereby eliminating sharp corners to fully cover the bottom of the racks. Material for the splash guards shall be non-porous, at a minimum 1/8" thick, cover the entire bottom of the cart and not reduce the storing capability and functionality of the lowest bins on the racks.
14. Minimum of one (1) year warranty is required
15. The Contractor is required to verify that the wheelbase utilized by the rack along with a rack height of no more than six feet is sufficient to prevent the rack from overturning during a seismic event.
B. Capability to meet requirements in Scope of Work– The government will evaluate the capability of the proposal to meet the requirements in the Scope of Requirements. This includes ability to provide installation and configuration of the bins and shelving. The evaluation will also include the ability to perform the work in a timely manner, and the ability to communicate effectively with the MTF prior to and during installation. The offeror should, at a minimum, provide a sample timeline and a sample communication plan to demonstrate this capability.
A. PAST PERFORMANCE
The government will evaluate the offeror's recent relevant past performance record as to adherence to contract requirements and timely deliveries.
The government reserves the right to consider other past performance information at its disposal, in addition to any information obtained from the references provided above. The government is likely to randomly select references provided for contact and does not commit to contact every reference.
3.PRICE: The offeror will be evaluated for reasonableness and completeness.
a.Reasonableness - The offeror’s Price will be evaluated separately to determine the degree to which the proposed prices compare to the prices a reasonable prudent person would expect to incur for the same or similar equipment b.Completeness- The offeror's Price proposal will be examined to ensure that the requirements stated in
Section L for price proposals have been completed
Price shall be submitted separately from all other factors.
RATING SCALES
Technical Acceptable/Unacceptable Ratings
Table 1. Technical Ratings
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Past Performance Rating
Rating Definition
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see
FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable."
