DEFINITIONS, ABREVIATIONS AND UNITS OF ISSUE
1. Definitions 463L PALLET. A solid, rectangular, aluminum skinned with a wood or fiberglass core pallet of 88 X 108 inch dimensions of which 84 X 104 inches are usable. It is utilized by the DoD for transporting material and supplies when aboard a military aircraft.
ACTIVATED DEPMEDS. A DEPMEDS that has been transported to an operational site, erected, staffed, and ready to receive or is receiving patients, and providing medical treatment.
ADAPTIVE FORCE PACKAGE. See capability package.
ADVANCED BASE FUNCTIONAL COMPONENT (ABFC) ASSEMBLAGES. Engineering support kits used in DEPMEDS to assemble, maintain and provide the basic base operation support service. Navy Facilities Expeditionary Logistic Center controls the design and configuration of most of the kits used in DEPMEDS. Kits may be small and packed in one box or require several boxes or containers.
ASSEMBLY. A grouping or classification of a component item or more than one component item. Items comprising an IOL or AMAL/ADAL form an assembly, the smallest DEPMEDS platform.
AUGMENT BLOCKS. See Blocks for definition.
AUGMENTATION BLOCKS. See Blocks for definition.
AUTHORIZED DENTAL ALLOWANCE LIST (ADAL). A group or assemblage of items related to dental material and equipment which are categorized and packed together to provide a specific DEPMEDS functional capability which form the building blocks to help create DEPMEDS configurations.
AUTHORIZED MEDICAL ALLOWANCE LIST (AMAL). A group or assemblage of item(s) related to medical material and equipment which are categorized and packed together to provide a specific DEPMEDS functional capability (i.e. pharmacy, laboratory, surgery, radiology, intensive care wards, dental, power generation, power distribution, potable water, wastewater, staff housing, galley, public works, etc.), excluding dental areas, and form the building blocks to create DEPMEDS configurations.
AUTOMATED IDENTIFICATION TECHNOLOGY (AIT). Technology which includes a variety of devices, such as bar codes and radio frequency tags for marking or "tagging" individual items, multi-packs, equipment, air pallets, or containers, along with the hardware and software required to create the devices and tags, and integrate that information with other logistic information. One dimensional and 2D matrix barcodes are applied to stock per DoD mandates and database systems (DMLSS, HIMS, TCAIMS II).
BICON. An ISO type container that is 1/2 the size of a standard 20’ ISO container that may be used as a shipping container or a configured shelter.
BLOCK MATERIAL. Individual items packed into Block, Augment Block, or Augmentation Block assemblages.
BLOCKS. Blocks, or more specifically Augment Blocks, Augmentation Blocks, or Augmentation Packages refer to those items that are separately managed from the design and production of a specific DEPMEDS because of their unique nature or limited availability and are, in most instances, required for any deployed DEPMEDS to be operational. Individual blocks are each assigned an AMAL or ADAL assembly code and are a collection of items that either belong to the same classification (e.g., Hazardous Material, Type I shelf-life, Type II shelf-life, etc.) or support a specific function (e.g., Food, Infantry Gear, CBR Gear, Collective Protection or Extreme Cold Weather Gear, IT equipment, etc.). Blocks may or may not be built during the SLEP cycle of a DEPMEDS but in either case they are not married to any specific DEPMEDS until one is deployed for activation. These blocks contain shelf life material, thereby requiring that they be actively maintained/managed to ensure their readiness at all times. A typical block is designed to provide 30 days of sustainment supplies and sufficient personnel gear for a DEPMEDS.
BREAKDOWN. The process used in separation of an assembly or intermediate packaging to its lowest component or item level.
CANNIBALIZATION - The transfer of material from one specific DEPMEDS platform or assembly to another in an effort to fill a shortage or requirement.
CAPABILITIES BASED STORAGE. See Platform-Based Storage for definition.
CAPABILITY PACKAGE (Also called Adaptive Force Package). A configured Authorized Medical Allowance List (AMAL) or Authorized Dental Allowance List (ADAL). Examples are shown by grouping of Assemblage IDs throughout Section J, Attachments 10, 11, 12, 13, and 23. They are frequently used in various combinations to make-up larger DEPMEDS platforms.
CARE OF SUPPLIES IN STORAGE (COSIS). Pre-positioned DEPMEDS are inspected and assessed by NEMSCOM personnel. DEPMEDS platforms are updated, calibrated, and or modified as required through follow on shipments of new material from NEMSCOM.
CAUSATIVE RESEARCH. Performed to identify, analyze, and evaluate the causes of the inventory adjustments with the goal of eliminating the contributing errors, and therefore, diminish the requirements for adjustment
CHEMICAL BIOLOGICAL RADIOLOGICAL (CE) BLOCK – An individually packed and configured block consisting of personnel protective gear ranging from gas masks and chemical suits to radiation detectors and chemical alarms.
CIVIL ENGINEER END ITEMS (CEEI). All utility systems and equipment infrastructure items, which enables the remaining portion of a DEPMEDS to function. This includes but is not limited to electrical panels, sewage ejectors, air conditioners, heaters, environmental control units (ECU’s), water pumps, water heaters, hoses, piping, electrical and plumbing fittings, and electrical cables. See Section J, Attachment 11 for examples.
CIVIL ENGINEER SUPPORT EQUIPMENT (CESE). CESE is identified as all rolling stock, six-cons, refrigerated containers, generators, and items with USN registration numbers. Examples of rolling stock include trucks, ambulance, vehicles, cranes, earth moving equipment, tractor/trailers, buses, and others per NAVFAC P-300. See Section J, Attachment 9 for examples.
COLLECTIVE PROTECTION (CP) BLOCK - An individually packed and configured block (also called ColPro) consisting of shelters and/or liners, and various equipment necessary to provide an environment to protect personnel, equipment, materials, and supplies from a chemical or biological attack.
COMMANDING OFFICER (CO). The Naval Officer who has overall responsibility for the operation and for establishing the policies and regulations of the Navy Expeditionary Medical Support Command (NEMSCOM).
COMPONENT AREA (CA). Represents a collection of packing groups of material assemblages that constitute a specific design component of the DEPMEDS. The component areas that comprise a DEPMEDS can vary and depend on the individual DEPMEDS design.
CONFIGURATION CHANGE PROPOSAL (CCP). Formerly called Engineering Change Proposal (ECP). The documentation generated that provides specific information regarding proposed changes to the configuration or requirements to an existing DEPMEDS/augment block, “build-to” database file or to the generic configuration database files used to produce future DEPMEDS/augment block build-to database files.
CONFIGURED ASSETS. A complete DEPMEDS, outfitted container/shelter, assembly, or kit that is managed, maintained, and controlled by the Government.
CONTRACT LINE ITEM NUMBER (CLIN). An alphanumeric code corresponding to a specific contract work element, which requires a unit price, cost, or time proposal.
CONTRACTING OFFICER. An individual with warrant authority to obligate the United States government via a legal contract. The Contracting Officer is responsible for negotiating changes in terms, conditions, or amounts cited in this contract.
CONTRACTING OFFICER'S REPRESENTATIVE (COR). A Government employee responsible for assuring a successful contract performance by performing audits, developing documentation, giving technical direction, and communicating performance issues with the Contracting Officer. The COR is appointed in writing by the Contracting Officer. The COR has no authority to modify the terms of the contract, render final decisions on behalf of the government pertaining to contractor claims or disputes, or obligate funds.
CONTRACTOR. The entity or its representative responsible for the delivery of the services or materials specified in this contract, as designated by contract award.
CONTRACTOR EMPLOYEE. See Employee for definition.
DATED AND DETERIORATIVE TYPE I. Type I is shelf life material that cannot normally be extended unless it is material designed under the Food and Drug Administration (FDA) Program.
DATED AND DETERIORATIVE TYPE II. Type II is shelf life material that may, after inspection/testing be extended.
DATED AND DETERIORATIVE QUALITY CONTROL CUTOFF DATE. The date used to determine shelf life material replacement for deployed DEPMEDS is the date of the next scheduled inspection minus 3 months.
DEFECTIVE SERVICE. Supplies/services that have been tendered for acceptance which are nonconforming based on the requirement specified in the contract for that service.
DEFENSE MEDICAL LOGISTICS STANDARD SUPPORT (DMLSS). The automated data processing or computer network system utilized by the Government and the Contractor as applicable to configure individual DEPMEDS and augment block requirements and document their actual production, ordering, tracking, and monitoring of item acquisition; and conducting inventory control, processing, and financial oversight.
DEPLOYABLE MEDICAL SYSTEM (DEPMEDS). The term generically applied to any collection of medical/dental/preventive medicine equipment and/or supporting facility and utility infrastructure items; associated supplies; various vehicles and construction equipment; and various outfitted shelters, packing systems, and shipping containers, which can be used to deploy, setup, support, and sustain a desired level of medical/dental care capability in a field environment for military, humanitarian, and disaster relief operations anywhere in the world. DEPMEDS assets are comprised of various types of material and equipment including, but not limited to, paper products, rubber and plastics, clothing, electrical items, surgical supplies, medical and dental equipment and instruments, and shelf life items. DEPMEDS platforms are transported to preposition and activation sites by ship, ground, or air transport and are exposed to the elements of salt air and water at varied temperature levels. Some DEPMEDS are pre-positioned in humidity-controlled warehouse facilities for up to 5-years or longer while others remain on-board pre-positioned ships for a minimum of 3-years. These configurations can be as small as an individual AMAL /ADAL assemblage packed in a backpack or as large as a 500-bed containerized DEPMEDS depending on the mission. Terminology used to refer to DEPMEDS includes but is not limited to Fleet Hospitals (FH), Expeditionary Medical Facilities (EMF), Collectively Protected Expeditionary Medical Facilities (CP-EMF), Chemically Hardened Expeditionary Medical Facilities (CH-EMF), Expeditionary Medical Units (EMU), Forward Deployed Preventive Medicine Units (FDPMU), Expeditionary Resuscitative Surgical Systems (ERSS), Capability Packages, Adaptive Force Packages, platforms, and DEPMEDS platforms.
DEPLOYED DEPMEDS. A DEPMEDS that has been pre-positioned at a temporary or permanent site; stored in CONUS having no planned pre-positioning sites; pre-positioned or intended for pre-positioning afloat; or a DEPMEDS scheduled to meet any of these conditions.
DEPLOYED – USED. A DEPMEDS deployed from its pre-position storage site and activated in theater to support a military or humanitarian action. Most if not all material and equipment are utilized under different or extreme environmental conditions.
DEPMEDS PLATFORM SIZE. A number, in Units, that is the result of summing line item quantities for a specific DEPMEDS platform. The DEPMEDS platform size that results from the summation of NEMSCOM determined allowance quantities (minus allowance quantities for packing material including, but not limited to, ISO containers (specifically those that are not configured), standard transportation frames (STF’s), Ropacks, collapsible containers, Hardigg cases, tote boxes, fabricated containers, 463L pallets, and all associated straps, nets, and covers) provides the basis for determining total costs and performance time associated with TASKS I, II, and III described in Section C, Paragraphs 5.0, 5.1, 5.2, 5.3, and associated subparagraphs and cross referenced paragraphs.
DISCREPANCY NOTICE. Notice documenting discrepancies noted during quality inspections/audits. The observed discrepancy is major in nature, having a direct impact on inventory accuracy, data integrity and/or contract compliance.
DEFENSE MEDICAL LOGISTIC STANDARD SUPPORT(DMLSS) - The Government provided enterprise inventory control system is the Defense Medical Logistics Standard Support (DMLSS).
DUE-IN (Government) . An item or items ordered by the Government, which are pending vendor delivery to and/or receipt at NEMSCOM.
DUE-IN (Contractor) Items requested by the Contractor via DMLSS and HIMS that are not available in inventory.
ECHELON. Echelon refers to the Fleet Hospital or EMF personnel. Fleet Hospitals or EMF’s are deployed in either 2 or 3 echelons. A three-echelon deployment would consist of approximately the following: Air Detachment, Advance Party, and Main Body. For a two-echelon deployment the Air Detachment and Advance Parties are typically combined.
EMERGENCY SERVICES/SHIPMENT. Services or shipment actions that require immediate response by the Contractor upon receipt of notification from the COR, the Contracting Officer, or both.
EMPLOYEE. For the purpose of this contract and unless specifically stated otherwise, employee means an individual either employed or subcontracted by the Contractor.
ENVIRONMENTAL CONTROL UNIT (ECU). An electro/mechanical HVAC equipment item used in DEPMEDS configurations to provide heating and cooling of DEPMEDS spaces.
EQUIPMENT. An item or object used for performing a process resulting in a work product. Equipment under this contract includes, but not limited to, medical devices, test apparatus, CESE, CEEI, vehicles (including MHE), warehouse industrial items (such as ladders, dollies, pallet jacks, sweepers, and shrink wrap machines), computer workstations and peripherals, and office furnishings.
EQUIPMENT REPAIR ORDER. Standard form used to identify maintenance or repair items for CESE or CEEI.
EXPEDITIONARY MEDICAL FACILITY (EMF). A generic title used for a relatively small and re-deployable DEPMEDS. The current size range is from 4 to 273 beds.
EXPEDITIONARY MEDICAL UNIT (EMU). This terminology has been replaced by “EMF”. It may still appear in some database entries.
EXPEDITIONARY RESUSCITATIVE SURGICAL SYSTEM (ERSS). A DEPMEDS designed to provide a tailored, mission-specific medical capability close to the point of injury that supports the range of military operations afloat and ashore.
EXTREME COLD WEATHER (CW) BLOCK - An individually packed and configured block consisting of personnel protective gear and equipment necessary for DEPMEDS and its staff to function in extremely cold weather conditions.
FACILITY. For DEPMEDS, a grouping of material items and/or assemblages.
FEDERAL HOLIDAY. The day of observance of the following legally established holidays: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day.
FLEET HOSPITAL (FH). The traditional term typically applied to 500-bed DEPMEDS.
FLY AWAY FOOD (FF) BLOCK. An individually packed and configured DEPMEDS block consisting of Meals-Ready-to-Eat (MRE’s) for the advance party of an activated Fleet Hospital or EMF.
FLY-AWAY PACKAGE. DEPMEDS material that have special requirements such as constant refrigeration, frozen storage, shelf life less than 1 year, or frequent maintenance. Upon activation, the Fly-away Package is deployed as accompanying supplies.
FOLLOW-ON MATERIAL. Follow-on material is defined as any material/equipment that is to be shipped to an existing DEPMEDS pre-positioned OCONUS/CONUS or deployed state. Note: A late material delivery for an on-going build/rebuild is not follow-on.
FORWARD DEPLOYED PREVENTIVE MEDICINE UNITS (FDPMU). A DEPMEDS designed to deploy, operate, and detect chemical, biological and radiological contamination and perform preventive medicine functions in support of operational forces. The FDPMU is divided into six (6) functional capability areas- Logistics, Vector Control, Chemical, Radiological, Microbiological, and Preventive Medicine.
FULL-TIME. A normally scheduled 2080- to 2096-hour work year of effort based upon a 40-hour workweek.
FUNCTIONAL AREAS. Function or Functional Areas are the subdivisions of services that are capable of being provided within a DEPMEDS. These areas require specific equipment, personnel and supplies to establish and perform these separable responsibilities within the overall operation of the DEPMEDS. Some examples of functional areas include Intensive Care Wards, Laboratory, Pharmacy, Casualty Receiving, Galley Services, Public Works, Billeting (Troop Housing), Pastoral Care, Radiology, CESE, Preventive Medicine, Biomedical Technology, Acute Care Wards, Postal Service, Barber Services, Central Sterilization, Surgical Operating Rooms, etc
GOVERNMENT FURNISHED PROPERTY (GFP). Government property furnished to the Contractor for contract performance. This contract includes facilities, material, equipment, CESE/CEEI, and ISO containers, shelters, and outfitted containers.
GOVERNMENT PROPERTY ADMINISTRATOR. An authorized representative of the contracting officer assigned to administer the contract requirements and obligations relating to Government property.
HAZARDOUS MATERIAL (HZ) BLOCK. An individually packed and configured block consisting of items meeting the definition of “Hazardous Material” established by regulations promulgated by the U.S. Department of Transportation and/ or U.S. Department of Labor 29 CFR 1910.1200. These assets are typically stored off base and usually, only become the Contractor’s responsibility in preparation for DEPMEDS activation.
HOSPITAL INFORMATION MANAGEMENT SYSTEM (HIMS). HIMS is the Command’s Oracle database which incorporates applications essential to the processes and management of containers, CESE, Kits and any RFID/UID/AIT data, as well as document management and routing. Container Master and CESE Master maintain specific container and CESE data not available in DMLSS. Data is processed within HIMS either indirectly through DMLSS or directly using middleware and applications designed by NEMSCOM staff.
INDIVIDUAL PROTECTIVE EQUIPMENT (IP) BLOCK. An individually packed and configured block consisting of personnel protective gear needed when treating chemically contaminated patients or isolation ward patients.
INFANTRY GEAR (IG or 782) BLOCK. An individually packed and configured block consisting of personnel gear ranging from bivouac items (i.e. mess kits, sleeping bags, etc) to web belt gear (canteens, helmets, flack jackets, web belts, flash lights, etc.) required for individual military personnel in all types of environments.
INFORMATION TECHNOLOGIES (IT) BLOCK. An individually packed and configured block consisting of computer hardware, software, and support equipment. (i.e. computers, routers, printers, cables, etc.)
INSPECTION. Is an activity such as measuring, examining, testing, and gauging one or more characteristics of a product or service, and comparing with specified requirements to determine conformance.
INSPECTION SAMPLE. A statistical sample of a given population of an end items such that the results of inspecting the sample can be applied to the remaining population or lot.
INTERMEDIATE PACKAGE. A box, crate, pallet, bundle, Hardigg case, Standard Transportation Frame (STF), Ropack, or similar container used to consolidate individual items into a larger more manageable assemblage or portion there of. Reusable intermediate packages are preferred and shall be used to the maximum extent possible.
INVENTORY PROPERTY. Material, supplies, and equipment including ISO containers and shelters for the FH program. This includes warehoused material and equipment, CESE, CEEI, ISO containers, outfitted shelters, and outfitted containers located in Cheatham Annex, Williamsburg.
ISSUE. The act of issuing material or equipment from inventory includes preparing issue documentation (e.g., Material Release Order, DD1348-1A, DD1149), picking the item(s) from its inventory location, packing the item(s) for shipment (as required), staging the item(s) for transportation, preparing transportation documentation, and updating the inventory management database.
ITEM. The individual piece of material or equipment. For example, the individual instruments within the surgical trays are items.
JUST-IN-TIME MEDICAL (JM) BLOCK. An individually packed and configured block consisting of medical items with extremely short shelf lives. These assets are not typically controlled by the Contractor, but are procured and packaged at time of DEPMEDS activation.
JUST-IN-TIME (JT) BLOCK. An individually packed and configured block consisting of typically consumable items easily procured at local vendors (ex pens, markers). These assets are not typically controlled by the Contractor, but are procured and packaged at time of DEPMEDS activation.
KEY PERSON. Person(s) who has the experience and professional or technical skill to ensure the Contractor’s successful work requirements performance.
KITS. Assemblages of certain classes of items (i.e., hand tools, plumbing items, berthing components). Kit types include, but are not limited to: Medical Repair; Medical Support; Engineering/Mechanical; and Advanced Base Functional Component tools.
LICENSURE. The process by which an agency of Government grants permission to an individual to engage in a given occupation, upon finding that the applicant has attained the minimal degree of competency necessary to ensure that the public health, safety and welfare will be reasonably well protected.
LINE ITEMS. An object, material, or piece of equipment that has a unique national stock number (NSN) or part number.
LOCATION SURVEY. A physical verification, other than actual count, between actual assets in storage and location data recorded on the stock record to ensure that all assets are properly recorded as to location, identity, condition, and unit of issue or unit of purchase.
LOCATION SURVEY ACCURACY. This measures the recorded location data with assets physically located in the warehouse or storage lots. Discrepancies are classified as location deletes, material or equipment found in unrecorded location, and changes to elements of recorded data (condition code and unit of purchase or unit of issue). In those cases where the NSN recorded on records differs from the NSN of the actual assets, it will be classified as a material/equipment found in unrecorded location.
LONG SHELF LIFE FOOD (LF) BLOCK. An individually packed and configured block consisting of primarily B-rations or sustenance meals requiring some sort of preparation in the field.
LOT. The total number of potential service outputs in a surveillance period.
MAGTF Deployment Support System II (MDSS II). MDSS II is a Marine transportation system, which provides similar functions as TC-AIMS II. This system is used whenever assets are pre-positioned on Maritime Pre-positioned Force (MPF) ships.
MAINTENANCE. The upkeep of buildings, fixture, furniture, equipment, and DEPMEDS items that is required to keep these items fully functional and/or to produce an acceptable level of performance or quality of operation.
MAINTENANCE SIGNIFICANT ITEM. Maintenance significant items are end items that must be included in the preventive maintenance program to ensure continuing effective utilization. These items are repairable, sensitive, or critical to life saving. These items include medical equipment, CESE, and CEEI as well as shelters
MATERIAL. Property that may be incorporated into or attached to a deliverable end item or that may be consumed or expended in performing a contract. Material under this contract includes all inventory or DEPMEDS items not otherwise categorized as equipment and includes but not limited to all office, warehouse and SLEP supplies (including small tools) consumed in performance of the contract.
MATERIAL HANDLING EQUIPMENT (MHE). Forklifts, dock mules, platform trucks, and pallet jacks.
MEASUREMENT TON. Equal to 40 cubic feet. For purposes of measurement ton quantities discussed in this contract, a measurement tons will be measured based on the greatest outside dimensions of the palletized, boxed, or crated material.
MEDICAL EQUIPMENT or MEDICAL DEVICE. An instrument, apparatus, implement, machine, contrivance, implant, in vitro reagent, or other similar or related article, including any component, part, or accessory, which is (1) recognized in the official National Formulary, or the United States Pharmacopoeia, or any supplements to them, (2) intended for use in the diagnosis of disease or other conditions, or in the cure, mitigation, treatment, or prevention of disease in man or other animals, or (3) intended to affect the structure or any function of the body of man or other animals, and which does not achieve its primary intended purposes through chemical action within or on the body of man or other animals and which is not dependent upon being metabolized for the achievement of its primary intended purpose.
MEDSURG BLOCK. An individually packed and configured block consisting of medical consumables, surgical supplies, and equipment having limited shelf life and provided for the first 30 to 60 days activation of a DEPMEDS to sustain operations.
MODULE. The largest grouping of material assemblages assigned to one or more component areas. Modules are typically used to isolate the packed items for easy segregation and deployment of the desired portion of a DEPMEDS to meet mission requirements. A DEPMEDS may be comprised of one or more modules or no modules at all.
NEW RECEIPT. New receipts are only those specific items added to the inventory which are not previously included or otherwise accounted for in the inventory database. An item returning from maintenance or repair, which is coded in the inventory database as such, is not a new receipt. DEPMEDS downloaded items and items being returned from being temporarily issued or loaned (referred to as turn-ins) are not considered new receipts.
NON-CONFIGURED ASSETS. On-Hand inventory and ISO containers, shelters, or CESE being held for the FH program managed, maintained, and controlled by the Contractor.
NON-READY FOR ISSUE. Material or equipment deemed not suitable for its intended functional use (i.e., damaged, broken, rotten, mildewed, incomplete unit of issue or unit of purchase, obsolete, expired shelf-life, or having less than 48 months shelf life, exceeds manufacturer’s life expectancy, discoloration, melting, disintegration, evaporation or leaking of liquid products, equipment requiring inspection and acceptance such as medical equipment, equipment requiring preventive maintenance, repair or preservation, etc.).
NON-REPAIRABLE. An item designated as not repairable at the organizational or intermediate maintenance levels. Examples: toilet paper, flashlight battery, or sponge.
NORMAL STAFF LEVEL. The number of labor or personnel required to successfully perform all contract requirements simultaneously without compromising or delaying production of other services or end item deliverables.
ON-CALL. A defined period of time, outside of normal working hours, during which the Contractor is responsible for responding to NEMSCOM requests for service.
ON-HAND INVENTORY. Material and equipment stocked in the warehouse facilities prior to being used for build/rebuilding a DEPMEDS. Material consists of obsolete material that has been removed from a DEPMEDS during SLEP process and is awaiting disposal or transfer to another activity or material that is being held in reserve for future program requirements. New material receipts are initially assigned to this class of material prior to its integration into an upcoming DEPMEDS program or designation for other use as directed by NEMSCOM.
ORGANIZATION IDENTIFICATION (ORG ID). A specific Unit Identification Code within the DMLSS database that identifies a DEPMEDS’ build.
OUTFITTED CONTAINER. A basic ISO shipping container converted for a specific field use. They are generally equipped with fixtures and other equipment permanently affixed to the interior of the container (e.g., potable water unit with piping permanently installed for field use). These containers are identified with a USNU identification number.
PACKAGING. The protective material designed to prevent physical damage to items during shipment or storage. It includes the use of waterproof barriers around the inside of the package and the use of cushioning material to fill any voids that may cause shifting during transit. Packaging includes cleaning, drying, preserving, packing, unitizing, and marking.
PACKING. The necessary operation used to protect material during shipment and storage. Material is packed and placed into intermediate packaging as necessary. Blocking, bracing, unitization, sealing and other packaging is performed as required.
PACKING GROUP (PG). A packing group is a category of material assemblage groups that falls within a component area (CA). See Attachment 8 or the pertinent NEMSCOM QP-08 revision for a more detailed definition.
PALLET. A portable platform used for moving, shipping or storing cargo or freight.
PERFORMANCE REQUIREMENT. The point that divides acceptable and unacceptable performance of a task per the contract Performance Requirement Summary and the Inspection of Services Clause. It is the number of defects or maximum percentage of defects in the lot that is acceptable or the accuracy level of service quality.
PERFORMANCE REQUIREMENT SUMMARY. A summary of the acceptable quality levels or standards for various outputs required by the contract. The Performance Requirements Summary forms the basis for the Government’s Quality Assurance activities.
PHASES. Phases are designed to provide materiel and supplies in a logical manner and in the appropriate order to facilitate field assembly of the DEPMEDS. Phase designation ensures that the containers are opened and downloaded in the proper sequence. For example: The Intensive Care Unit wing should be erected before the containers with the equipment and supplies that support it are downloaded.
PHYSICAL INVENTORY. The process of physically locating, counting, and validating accuracy of Government property on hand by comparing to records including posting of findings, causative research, adjustments, and maintenance of sufficient inventory adjustment documentation according to NAVSUP P-723.
PICK, PACK, PRESERVE, AND CRATE (PPP&C). Constitutes the entire requirement of TASK II under the Section C, Paragraph 5.0 table, Paragraph 5.2, all subparagraphs, and other paragraphs as may be referenced within this performance work statement (PWS) to include picking individually required amounts and quantities of pre-packed or packaged material or equipment allocated for a specified DEPMEDS from warehouse locations, preserving and packing into intermediate packages, standard transportation frames, crates, or any required combination to withstand various storage and shipping conditions. It does not include stuffing on 463L pallets or in ISO containers which are the requirements of TASK III under the Section C, Paragraph 5.0 table, Paragraph 5.3, all subparagraphs, and other paragraphs as may be referenced within this performance work statement.
PLATFORM. Any DEPMEDS configuration of material and/or equipment assemblages packed or designed to be packed for stowing, pre-positioning, and/or deployment.
PLATFORM-BASED STORAGE - A material handling concept in which assets are assigned to a specific DEPMEDS platform and remains assigned to it even during the specific DEPMEDS’ reconstitution unless the asset is being disposed of or replaced.
PRE-DEPLOYED DEPMEDS. A re-constituted or produced DEPMEDS staged and awaiting shipment to its permanently assigned pre-positioned site.
PRESERVATION. The application of contact preservatives or use of desiccants to prevent rust, corrosion and the cleaning, drying, cushioning and use of barrier materials when necessary. This includes the various method of protection such as Method 10, 30, 50, etc outlined in Military Standard (MIL-STD)-2073-1.
PROPERTY. Includes facilities, material, equipment, and ISO containers, shelters and outfitted containers.
PROPERTY CONTROL PLAN/SYSTEM. A system that outlines a Contractor’s internal management and control program encompassing the protection, preservation, accounting for property from its receipt through issue, use, or disposal activities.
PUBLICATIONS. Instructional materials that are packed and included in the DEPMEDS technical library (IOL) such as, Technical manuals, publications, specifications, operating procedures, and etc.
QUADCON. An ISO type shipping container that is 1/4 the size of a standard 20’ ISO shipping container.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). A planned and systematic pattern of actions necessary to provide adequate confidence that will satisfy established standards for quality of services or products. For purposes of this manual, quality assurance refers to actions by the Government.
QUALITY CONTROL. The operational techniques and activities that are used to fulfill requirements for quality. Those actions taken by a Contractor to control the provision of services so that they meet the requirements of the contract.
RADIO FREQUENCY IDENTIFICATION (RFID). A data collection technology that uses electronic tags for storing data. The tag, also known as an "electronic label," "transponder" or "code plate," is made up of an RFID chip attached to an antenna. Transmitting in the kilohertz, megahertz and gigahertz ranges, tags may be battery-powered or derive their power from the RF waves coming from the reader.
READY FOR ISSUE. Material or equipment that has been inspected, tested, and found to meet or exceed all inspection, operational, and calibration criteria as established by the manufacturer and NEMSCOM and is fully capable of being rapidly deployed to reliably perform its intended functional use. One hundred (100) percent fully operational and Condition Coded “A” in the DMLSS database
REEFER. A refrigerated container configured to ISO specifications.
REPAIR. A type of work performed for buildings, fixtures, furniture, equipment, and DEPMEDS items due to an unforeseeable breakage or other unforeseeable loss of function capability and is necessary in order to return the broken item to acceptable, functioning order. If repair is considered uneconomical, replacement may be in order.
REPAIRABLE. An item designated as repairable at the organizational and intermediate maintenance levels.
RETROGRADE. DEPMEDS returned from pre-positioned or activation sites.
REQUIREMENTS OBJECTIVE (RO). Government identified excess/surplus items include those items with a Requirements Objective (RO) value equal to zero (0) or greater than the allowance.
SCIENTIFIC EQUIPMENT. Equipment utilized in the performance of public health/environmental analysis. Examples include water/soil/air testing equipment, disease control, and radiological detection equipment.
SCIENTIFIC HAZMAT. Hazardous material that is integral to FDPMU DEPMEDS platform.
SERVICE LIFE EXTENSION PROGRAM. A work process of extending the life or reconfiguring to requirement changes of an existing DEPMEDS.
SHELF-LIFE MATERIAL. Items possessing deteriorative or unstable characteristics to the degree that a storage time period must be assigned to ensure that the items will perform satisfactorily in service. These are items categorized as Type I and II.
SHELTER. A specially constructed article for specific requirements, configured to meet ISO standards. Shelters contain insulated panels in the walls, floor, and ceiling; built-in electrical and water fixtures; and permanently installed equipment to meet the unit’s intended use. Some shelters expand on one (2:1) or both (3:1) sides to increase floor space. Shelters are used as x-ray, labs, operating room, medical repair facilities, NOC, and other specialty treatment and special function facilities. Some newer designs have showers, kitchens, latrines, and/or laundry built into TRICON’s or BICON’s, other types of shelters.
SHIPPING CONTAINER. ISO container designed to facilitate the transport of goods by one or more transportation modes without intermediate handling of contents. DEPMEDS containers are a standard 20’X 8’X 8’6” or 20’x 8’x8’ with a closed front and doors at the back. Additionally, Tricons, Quadcons, Flat Racks, and others may be utilized. Each container has corner fittings for lifting and securing the unit. DEPMEDS containers also have pockets for lifting by forklift. ISO containers are considered inventory property and included in the list of on-hand inventory.
STUFFING. The preparation processes for shipment and storage of items used in the field of packing and placing material/equipment into shelters, shipping containers, or on 463L aircraft pallets in preparation for shipment, storage and use in the field.
SUB-FUNCTIONAL AREAS. Areas required within some functional areas for further segregation of equipment and supplies. Examples of sub-functional areas include the operating room and central sterile support reprocessing (CSR) within the surgical suite.
SUSPECT ITEMS. Material or equipment that has a history for being defective upon download from an as-built DEPMEDS.
SURGICAL TRAYS (ST). Physical/material trays, which contains surgical instruments necessary to perform specific operations. The Contractor prior to packing the trays into the DEPMEDS configures these trays.
TAILGATE. Point in time or date that material/equipment is offloaded from a delivery vehicle onto the loading dock of the receiving/shipping area or downloaded from an ISO container, intermediate pack, or 463L pallet.
TC-AIMS II. TC-AIMS II is a mandated DoD system used for joint transportation and deployment management supported by the Joint Program Management Office (JPMO). The program manages all end item transportation components and troops for force deployments and execution plans. It burns and utilizes RFID tags for In Transit Visibility/Total Asset Visibility (ITV/TAV). The data is currently processed through middleware designed by the Command’s data base administrator for large deployments. Smaller deployments may require manual data entry.
TRAFFIC MANAGEMENT. The act of providing direction, control, and supervision of all functions incident to the procurement and use of cargo, passenger, and personal property transportation services (rail, highway, air, sea, pipeline, inland waterway, coastal, intercostals carriers, and organic assets).
TRANSPORTATION ACCOUNT CODE (TAC). A four digit alphanumeric code used to identify the appropriate Service, Agency or Contractor identifies the account to be charged for transportation.
TRANSPORTATION AGENT/ASSISTANT. Person(s) designated or appointed by the transportation officer to perform traffic management functions.
TRANSPORTATION DISCREPANCIES. Any deviations of shipment received (i.e., quantity, condition, documentation, or deficiencies).
TRANSPORTATION DISCREPANCY REPORT. A DD Form 361 used to report loss or damage to material/equipment. (http://www.dtic.mil/whs/directives/)
TRANSPORTATION METHOD. A specific means of transportation such as, motor, rail, airfreight or parcel post.
TRANSPORTATION MODE. A general category of transportation that describes the movement, such as, air or surface.
TRANSPORTATION OFFICER. Person designated or appointed to perform traffic management functions. The official at an activity that is appointed as Installation Transportation Officer, Traffic Manager, Traffic Management Officer, Passenger Transportation Officer, Movement Control Team, or Branch Movement Control Team
TRICON. An ISO type container that is 1/3 the size of a standard 20’ ISO container that may be used as a shipping container or a configured shelter.
TYPE I CONSUMABLES (SL) BLOCK. An individually packed and configured block consisting of consumables that have a non-extendable shelf life and can typically be rotated.
TYPE II CONSUMMABLES (SL) BLOCK. An individually packed and configured block consisting of consumables that have an extendable shelf life.
UNIFORM MATERIAL MOVEMENT AND ISSUE PRIORITY SYSTEM (UMMIPS). DoD Directive 4140.1, Material Management Policy, Chapters 5 and 8, specifies incremental time standards for requisition, issue, and movement of materiel for DoD.
UNIT. The quantity measurement generically applied to an item that must be individually handled, processed, and/or accounted for during a download; receipt, packing, stuffing; and/or inventory. This application allows for the summation of line item quantities with different unit of issue, unit of purchase, or unit of sale codes. Summations of this nature provide the basis of determining inventory depth and DEPMEDS platform size. (See definition of DEPMEDS platform size.)
UNIT OF ISSUE. A two-letter code that indicates the physical measurement, the count, or when neither is applicable, the container, shape, or form of an item for purposes of requisitioning, issuing, recording, or stocking an item of supply and is the element of management data to which the unit price is ascribed. The plural of the code is the same as the singular. Appendix 19 of NAVSUP P-485 Volume II has a listing of unit of issue codes used in the Navy most of which are also shown below in this attachment.
UNIT OF PURCHASE (UOP). A two-letter code indicated in DMLSS that for a given line item will normally match the unit of issue code applicable to that line item. Rarely it may be different. Any difference will be at the sole discretion of the Government.
UNIT OF SALE (UOS). A two-letter code indicated in DMLSS that for a given line item will normally match the unit of issue code applicable to that line item. Rarely it may be different. Any difference will be at the sole discretion of the Government.
USN. Type of identifying number for CESE/MHE.
