Welcome Introduction NEMSCOM Brief Tour of Facilities Wrap-up
NEMSCOM Mission Navy Medicine’s lead agent for the deployable medical systems: Expeditionary Medical Facilities (EMF) and Forward Deployable Preventative Medicine Units (FDPMU)
Responsibilities include… design and configuration management acquisition, assembly, pre-positioning, deployment and life-cycle maintenance activation and deactivation technical advisor
150-Bed Expeditionary Medical Facility (10 Bed + 40 Bed Augment + 100 Bed Augment)
Clinical capabilities include:
Combat casualty receiver Advanced Lab, Radiology, Pharmacy, Blood Bank ICU and Acute Care Services OR Surgery - Each table is capable of doing 9 surgeries /day, to include: trauma, abdominal/vascular, urological, orthopedic, OB/GYN, thoracic, eye, maxillofacial/otolaryngology, and neurosurgery Dentistry Preventative Medicine
Base Operating Support (BOS) includes:
Staff Housing Laundry facilities– Staff and Patient Showers/Heads Food Service Facility Generators/ HVACS / Internal Comms Waste water storage and transport Potable water Ambulances / Buses Civil Engineering Support Equipment (CESE) Public Works maintenance facilities
Unique to NAVY: BOS included Fleet Hospital THREE, Al Jalibah, Iraq 2003 150-Bed (Modules 1, 2 & 3)

Module 1 can act as an independent 10-bed medical facility
EMF Augmentation Blocks In addition to pre-positioned assets, activated EMF receives “Just-in-Time” consumable materiel to support first 30 days of activation:
Subsistence Block (Procured from Army Just-in Time) Medical and Industrial Hazardous Materiel Block (HHS/FLC) Pharmaceutical and Medical-Surgical Consumable Blocks (HHS / NEMSCOM) IT Block (NEMSCOM) Security Force Block (NEMSCOM / Crane, IN) Office Supplies (NEMSCOM) Extreme Cold Weather Gear (Currently NEMSCOM)

Basis for capabilities based packaging. Create 10 bed but does not have base operating support. Airlift capability.
Forward Deployable Preventative Medicine Unit (FDPMU)
Primary Mission… “To provide Force Health Protection by rapidly assessing, preventing and controlling health threats in a theater of operations and enhancing organic Preventive Medicine assets.”
FDPMUs are composed of highly trained preventive medicine and occupational health scientist, microbiologist, epidemiologists, advanced laboratory and preventive medicine technicians.
Highly expeditionary and capabilities based packaged product.
Driven by component areas. 5 areas and is also capabilities based according to deployment requirement.
The FDPMU rapidly assesses and identifies health hazards and recommends protective or control measures to reduce the threat to deployed personnel.
Its capabilities include laboratory analysis and rapid health hazard assessments of nuclear, biological, chemical detection and identification, disease vector surveillance and control, and medical surveillance of endemic diseases.
As you can see, NEMSCOM designs have always been driven by the mission, therefore they are capability based. The issue is the we have always been Based on the previous slides

Phases of COSIS Cost Savings of COSIS NEMSCOM has organic capabilities to design and deploy any specialized EMF.
Currently our capabilities require us to utilize assets from an existing 150 EMF (war reserve hospital) to customize for requirement.

CAC enabled login DMLSS is a mandated BUMED logistic database. As such, it the official database of record for NEMSCOM .
Training in a training database is available upon request.
DMLSS is built to serve the needs of a hospital environment, which cause some challenges.
Several modules:
Equipment Maintenance Module (MA) Inventory Management Module (IM) Assemblage Management Module (AM)
DMLSS
DMLSS is a mandated BUMED logistic database.
Official database of record for NEMSCOM.
Tracks equipment maintenance in the Equipment Maintenance Module (MA).
Separates general stock in Inventory Management Module (IM) from assigned hospital material that is in Assemblage Management Module (AM).
System is backed up daily.
Training base is available for training so the live database is not touched.
Training is available upon request.
DMLSS allows you to tailor users access read and write.
DMLSS is built to serve the needs of a hospital environment, which cause some challenges.
DMLSS is used by all branches of the Armed Forces.
Suggested changes are reviewed by the service managers and sent in for implementation of the system. Changes are not always made or made quickly.
In our current business process kits are handled in HMIS database.
Limited scanning capability in DMLSS and the command does not have wireless.

Voluntary Protection Program… Shooting for the Stars CAPT McCue Commanding Officer

SAFETY
NEMSCOM is working toward Attaining OSHA's Voluntary Protection Program (VPP) Star Status.
This initiative requires NEMSCOM and the contractor to agree to cooperate in an effort to implement best safety and health management practices to ensure employees, contractors and visitors are provided a safe and healthful work environment.
VPP engages at the deck-plate level with labor and management in OSH program improvements that are behavioral and performance based.
Achieving VPP STAR is a team effort by all hands and will not happen over night.
VPP is right for NEMSCOM and right for Navy Medicine.
