GUIDANCE FOR PAYMENT OF OVERTIME AND
GUIDANCE AND METHODOLOGY
FOR CALCULATIONS OF TASK ORDERS
UNDER INDEFINITE DELIVERY/INDEFINITE QUANTITY
CONTRACT PORTIONS
1.1 Government directed overtime. In order to compensate the Contractor for this overtime, the Contractor shall provide at time of this contract solicitation its proposed (1) fully burdened overtime labor rates and (2) fully burdened normal working hour labor rates (including overhead and profit) for each labor category utilized in the performance of any and all tasks in Section C paragraphs 3.3.3 through 3.3.5.7. The burdened overtime labor rates for each labor category will be utilized with the actual overtime labor hours performed by each labor category to determine the amount of overtime compensation to be paid the Contractor for Government directed overtime work. Government directed acceleration of work described in Section C paragraphs 3.3.3 through 3.3.5.7, will not be separately compensated for as overtime. Instead, acceleration per Unit cost will be utilized as described in Section 1.2 and subparagraphs.
1.2 Pricing and Performance Time for Performance of TASKS III and IV (See Section C, Paragraphs 3.3.3 through 3.3.5.7 and cross referenced paragraphs respectively). Pricing for performance of these tasks will be entirely covered under indefinite delivery / indefinite quantity (ID/IQ). The Contractor shall be subject to performing TASK III and/or IV as assigned by Task Order for ID/IQ work for DEPMEDS platforms which include but are not limited to one or any combination of DEPMEDS platforms defined in this PWS or in any of its attachments. All performance periods and Task Order prices are based upon a per Unit amount that will account for changes in Unit quantities resulting from addition of new items, replacement/substitution of existing items with new or alternate items, deletion of existing items, changes in quantities of existing items, or implementation of entirely different DEPMEDS platforms. (See Section C, Paragraph 3.1.2.1 for DEPMEDS changes clarification). Task Order pricing will be determined by utilizing the Contractor proposed per Unit cost (PUC) to perform each task described in Section C TASK III and IV as well as cross referenced paragraphs at each acceleration rate for each year of projected execution (base year and option years, see requirements for Contractor submission of Attachment 20) for small, medium, and large DEPMEDS platforms as defined and in terms of size separations shown in Table 1.2.1 below. Note that Attachment 1 contains a representative schedule that resembles projected production for NEMSCOM. It is provided for informational purposes but in no way represents a guarantee of what will actually occur. The actual timing of the issuance of Task Orders for TASKS III and IV will be at the sole discretion of the Government.
1.2.1 Tasked Cost Calculation for DEPMEDS Platforms. The Tasked Cost for a given issuance of work under Tasks III and/or IV depends on the size of the applicable DEPMEDS platform involved. First, it is necessary to determine the total number of Units to be covered under the task(s) (Unit Total). Once determined, the Tasked Cost calculation shall be based on the applicable formula in the following Table 1.2.1:
Table 1.2.1 Where:
PUC Small = per Unit cost for small DEPMEDS platforms (7000 Units or less) for a given acceleration and task.
PUC Med = per Unit cost for medium DEPMEDS platforms (greater than 7000 Units but less than or equal to 120,000 Units) for a given acceleration and task.
PUC Large = per Unit cost for large DEPMEDS platforms (>120,000 Units) for a given acceleration and task.
Unit Total = the Unit quantity to be used to determine Total Tasked Cost.
Note: The DEPMEDS platform size used for pricing and performance time purposes does not include allowance quantities for packing material such as, but not limited to, ISO containers (specifically those that are not configured), standard transportation frames (STF’s), ROPACKS’s, collapsible containers, HARDIGG cases, tote boxes, fabricated containers, 463L pallets, and all associated straps, nets, and covers.
1.2.2 Tasked Cost by 20’ ISO Container Equivalent (Restrictions apply as noted below). In order to perform a Task III download on ISO containers or shelters, standard transportation frames (STF), or 463L pallets that for any reason contain material for which the Government is not able to provide an estimated item list with estimated Unit quantities for the given collection of material, the Contractor provided per 20’ ISO container equivalent cost (PIC) for a used download task shall be used to determine the associated download cost under ID/IQ criteria. The following formula applies:
Cost for 20’ ISO equivalent download = (20’ ISO Qty + 1/2 (BICON Qty) + 1/3(TRICON Qty) + 1/4(QUADCON Qty) + 2/5(463L Qty) + 1/5 (STF Qty)) (PIC)
Where:
20’ ISO Qty = total number of 20’ ISO Containers and 1:1, 2:1, and 3:1 shelters to be downloaded.
BICON Qty = total number of BICON containers and shelters to be downloaded.
TRICON Qty = total number of TRICON containers and shelters to be downloaded.
QUADCON Qty = total number of QUADCON containers and shelters to be downloaded.
463L Qty = total number of 463L pallets to be downloaded.
STF Qty = total number of Standard Transportation Frames (STF) not contained within an ISO container to be downloaded.
PIC = the contactor provided per 20’ ISO container equivalent cost for a used download task.
Note: The task costing method of paragraph 1.2.2 is a last resort costing method that shall not be used in situations where the Government provides an estimated list of material and estimated Unit quantities for a given collection of material. If at all possible, the costing methods described in paragraph 1.2.1 shall be utilized first.
1.2.3 Total Tasked Cost (if required). For any given combination of Tasks III and/or IV for a given DEPMEDS platform for which costs are calculated under any combination of calculations under paragraphs 1.2.1 and 1.2.2, the Total Tasked Cost is simply the sum of these calculated costs.
1.2.4 Performance Time for TASKS III and IV. The performance period allotted to complete work under Tasks III and/or IV ordered under Task Order will be determined using the formula established below as described herein. Total performance time for a given order is determined by adding the performance times associated with the three categories of tasks: (III) downloads, (IV) picking, packing, preserving, and crating (PPP&C), and (IV) stuffing. If a task category is not ordered, then no time is contributed to the total delivery performance time for that category. Performance time for individual task categories is determined by applying the following formula and the appropriate Task Time Factors. The formula applicable to Tasks III and IV is as follows:
Performance time (Business Days) = (Unit Total / Task Time Factor A + Task Time Factor B) x(1- % Acceleration) Note: Unit Total is the amount of Units within a single Task Order applicable to a designated task.
Task Time Factors are applicable as follows and are inclusive of any reference to additional time including, but not limited to, 14 days that may be necessitated by any section or paragraph that is part of this contract:
Table 1.2.4 Once all performance time calculations for a given task order are made, the final sum of all applicable task categories within the task order may be rounded up to the next whole day. Also, federal holidays may permit additional time on a 1-day per holiday basis if the holiday(s) fall within the intended performance period.
1.2.4.1 Performance Time for TASKS III and IV when paragraph 1.2.2 applies. The formula of paragraph 1.2.4 applies except that the 20’ ISO equivalent quantity times 1000 is substituted for Unit Total.
1.3 Sample Calculations.
1.3.1 Sample Download, Given: Contractor’s proposed per Unit costs (Exhibit (D)) and module information (Exhibit (C)).
Determine: The total tasked cost and performance time to download used DEPMEDS Modules (1), (2), and (3) noted in Exhibit C at a 60% acceleration rate. Consider adjustments for 2000 Units less than that shown in Exhibit C for Module (1), 100 Units greater than that shown for Module (2), and 1500 Units greater than that shown for Module (3) for actual download.
Solution:
(A) The following information is obtained from Exhibit C and the given information:
Module (1): 63,160 - 2000 = 61,160 Units
Module (2): 29,640 + 100 = 29,740 Units
Module (3): 50,774 + 1500 = 52,274 Units
Unit Total: 143,174 Units
(B) From Exhibit D, the 60% accelerated per Unit cost (PUC) to download a used DEPMEDS platform is:
$2.50 per Unit for DEPMEDS < 7000 Units
$1.50 per Unit for DEPMEDS > 7000 and < 120,000 Units
$0.60 per Unit for DEPMEDS > 120,000 Units
(C) From Table 1.2.1 and based on Unit Total > 120,000 Units:
Total Tasked Cost = (PUC Small) (7000) + (PUC Med) (113,000) + (PUC Large) (Unit Total – 120,000)
= ($2.50) (7000) + ($1.50) (113,000) + ($0.60) (143,174 - 120,000)
= $200,904.40
(D) Task Order Performance Time (From paragraph 1.2.4)
143,174 is > 7000 Units, therefore use appropriate Task Time Factors.
Performance Time = (143,174/800 + 24) (1 - 0.6) = 81.19 = 82 Business Days
1.3.2 Sample PPP&C, Given: Contractor’s proposed per Unit costs (Exhibit (D)) and assemblage information (Exhibit (C)).
Determine: (A) The total tasked cost and performance time to perform PPP&C for the following DEPMEDS AMAL/ADAL Assemblages as noted in Exhibit C during normal working hours. Consider that 10 Units are added to the CSR Assemblage and 6 Units are added to the ICU Assemblage:

(C) From Table 1.2.1 and based on Unit Total < 7000 Units:
Total Tasked Cost = (PUC Small) (Unit Total) = ($3.00)(4,081) = $12,243.00
(D) Task Order Performance Time (From paragraph 1.2.4)
4081 is < 7000 Units, therefore use appropriate Task Time Factors.
Performance Time = (4081/400 + 14) = 24.20 = 25 Business Days
(E) From Exhibit D, the 50% accelerated per Unit cost (PUC) to PPP&C a small DEPMEDS platform is:
$3.50 per Unit for DEPMEDS < 7000 Units
(F) From Table 1.2.1:
Total Tasked Cost = (PUC Small) (Unit Total) = ($3.50)(4081) = $14,283.50 (the 50% accelerated cost)
(G) Accelerated Performance Time = 24.20(1- 0.5) = 12.10 = 13 Business Days
1.3.3 Sample Stuffing Calculations. Given: Contractor’s proposed per Unit costs (Exhibit (D)).
Determine: (A) The Task Order price and performance time to stuff the DEPMEDS Platform XYZ with 450 units into ISO containers during normal working hours.
Solution:
(A) From Exhibit D, the per Unit cost (PUC) to stuff a small DEPMEDS platform with zero acceleration is:
$0.50 per Unit for DEPMEDS < 7000 Units
(B) From Table 1.2.1 and based on Unit Total < 7000 Units:
Total Tasked Cost = (PUC Small) (Unit Total) = ($0.50)(450) = $250
(C) Task Order Performance Time: The formula for performance time in Business Days is used with Task IV, ISO Container Stuffing Task Time Factors for Unit Totals < 7000 Units (From paragraph 1.2.4):
Performance Time = (450 / 800) + 0 = 0.5625 or 1 Business Day
1.3.4 Sample Download with Unknown Quantity of Units and No List of Items, Given: Contractor’s proposed per 20’ ISO equivalent costs for used downloads (Exhibit (D))
Determine: The total tasked cost and performance time to download the following with a 40% acceleration:

Solution:
(A) From Exhibit D, the per 20’ ISO equivalent cost (PIC) at 40% acceleration for a download where quantities of units are not known is $240.00 per 20’ ISO equivalent.
(B) Task Order Cost (From Table 1.2.2):
Cost for 20’ ISO equivalent download = (20’ ISO Qty + 1/2 (BICON Qty) + 1/3(TRICON Qty) + 1/4(QUADCON Qty) + 2/5(463L Qty) + 1/5 (STF Qty)) (PIC)
= (2 + 1/2(1) + 1/3(2) + 1/4(0) + 2/5(3) + 1/5(4))$240.00
= $1240.00
(C) Task Order Performance Time (From paragraph 1.2.4 and 1.2.4.1)
Unit Total = 20’ ISO equivalent quantity (1000) = (2 + 1/2(1) + 1/3(2) + 1/4(0) + 2/5(3) + 1/5(4))1000
= 5167 (for performance time calculations only).
5167 is < 7000 Units, therefore use appropriate Task Time Factors.
Performance Time = (5167/270 + 7)(.6 for 40% acceleration) = 15.68 = 16 Business Days
