About this file
This document is a Questions and Answers (Q&A) file for Navy solicitation N62478-25-R-5049, dated October 21, 2025. The Q&A addresses four key clarification points related to an upcoming Request for Qualifications (RFQ), primarily focusing on submission requirements and potential impacts from a government shutdown. The solicitation involves submission of SF330 forms, with key details including a revised submission deadline of Monday, November 3, 2025, at 2:00 PM Hawaii Standard Time.
The Q&A provides specific guidance on relevant project definitions, including that projects for Criterion 1 Specialized Experience must have an estimated construction cost of $30 million or less, and clarifies submission procedures in case of government furlough. Vendors are instructed to contact Ms. Kelcie Kimura (Contract Specialist) or Ms. Kris Nakashima-Wong (Contracting Officer) for DoD SafeLink submission assistance if needed. The document indicates that the government shutdown is not expected to impact timely responses to the RFI.

Question Response Mod No.
1 Are the “Relevant Projects” that could be listed under the Key Personnel included in SF330, Part I, Section E and Attachment B; limited to the same group of RELEVANT PROJECTS included in Sections F & G and Attachment A?
(General) Relevant Projects to address Criterion 1 do not have to be the same Relevant Projects to address Criterion 2.
2 Criterion 1 Specialized Experience limits the project’s “estimated construction cost/awarded construction cost” to $30M or less.
Under “Specified Design/Engineering Services” (page 4 of 17), Item 3 includes the Preparation of Engineering Studies for “Relevant Projects” as an allowable project type. Does a study that prepares a DD1391 fall under the $30M ECC limit? Would the Navy consider allowing a higher cap such as $70-$80M?
(Selection Criteria, page 3 of 17) Preparation of Engineering Studies for “Relevant Projects” must be for projects with an estimated construction cost of $30 million or less.
3 We know that due to the Government shutdown, employees have been furloughed and that any RFIs are not being seen.
Will this impact the due date for the RFQ?
(Modification No. 1, SF330 Submission Requirements, page 17 of 17) It is not anticipated that the current Government Shutdown would have an effect on timely responses to RFIs for this announcement. Note that the due date for completed SF330s to respond to this announcement has been revised to Monday, 03 November 2025 at 2:00 PM Hawaii Standard Time (HST).
4 If the Government is still furloughed on Oct. 20, which is the due date for this RFQ, how do we get the DoD SafeLink to make the submittal?
(See Response for Question No. 3) Contact Ms. Kelcie Kimura, Contract Specialist, at kelcie.e.kimura.civ@us.navy.mil; and Ms. Kris Nakashima-Wong, Contracting Officer, at kris.e.nakashima-wong.civ@us.navy.mil for a Drop-off request in order for you to be able to submit your SF330 via DoD SAFE.
