QUESTIONS & ANSWERS
1. Solicitation states "This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect- Engineer (AE) services for various structural project at various locations under the cognizance of Naval Facilities Engineering Command Hawaii (NFHI), to include the expanded NFHI Area of Responsibility (AOR), but may also include work worldwide." Please clarify what is meant by "worldwide". Does NAVFAC HI have AOR outside of Hawaii? If yes, what parts of the world?
RESPONSE: NAVFAC HI’s expanded AOR includes islands in the South Pacific that include, but are not limited to American Samoa, Wake Island, the Marshall Islands, islands in French Polynesia, etc. The expanded AOR does not include Guam or the Far East. “Worldwide” will be deleted from the AE announcement. See Amendment 1.
2. In choosing the 6 projects for Section F, we need clarification on what exactly "Project Completion" means. Is it when we have submitted Final Design? Is it after we've met all the requirements of the contract? Some contracts have engineering services for bid support, however projects have not gone out to bid.
RESPONSE: For this acquisition, “project completion” is defined as final design submission, exclusive of Post Construction Award Services (PCAS).
3. In choosing the 6 projects for Section F, we are required to submit evaluations for each. Do the evaluations have to be final or is interim eval okay? Also, if we don't have an evaluation, can we request one? How long would it take to obtain final evaluations?
RESPONSE: As long as the project submitted for evaluation under Criterion 1 is complete, an interim evaluation is acceptable. If you don’t have an evaluation, you may request one on the PPQ that was provided as Attachment B to the AE announcement. Please ensure that PPQ’s are from the contracting agent and/or their representative responsible for the contract administration, or from the facility owner/user. It shall not be from the prime contractor on a design-build project to a designer nor shall it be from a prime contractor to a subcontractor.
