No.

18 Paragraph 1.4 of the UFC 3-440-05N states that “…numerous areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, experience many of the same climatic conditions that are referred to in this handbook…” Favorable Item 3 seems more restrictive without including the other numerous areas. Can Favorable items/Paragraph 3 be adjusted to include these other areas that “…are also hot and humid and require special attention in the design of off shore-based facilities subject to highly corrosive environments.”?

(Criterion 1 & 2): Criterion 1, Favorable Item #3 and Criterion 2, Favorable Item #2 is revised to include:

“Note: For projects in areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, firms must clearly demonstrate that the project’s location deals with environmental concerns for all elements of a tropical environment subject to highly corrosive environments.”

The synopsis has been revised. See Synopsis Modification No. 3.

19 For Section E Resumes, Page 6 Criterion 2 states: “Specific disciplines that must be included in key personnel are Structural (Principal-in-Charge, Project Structural Engineer and Project Waterfront Engineers), Civil, Architect, Mechanical, Electrical, Geotechnical, Fire Protection and Cathodic Protection.” Is it intended that the Principal-in-Charge/Waterfront Engineers should be licensed Structural Engineers?

(Criterion 2): Yes, the Principal-in-Charge and Waterfront Engineers should be either licensed Structural or Civil Engineers.

Note:

The synopsis states that “All key personnel must be licensed in their specific disciplines, with the exception of the Structural Engineer, which can be a licensed Civil Engineer.…”

20 For SF330 Submission Requirements: With respect to the advisement that registration in SAM is required prior to submission of SF330s, we’ve experienced a 4 – 6 week time frame for SAM to complete registrations for newly formed JV entities. The solicitation time frame is 5 weeks (Sept 30th – November 5th) which reduced the available time for new JV entities to organize. If the SAM registration has been initiated by the offerors, but not completed by the SAM/DLA team, will that be considered to have met the requirement for SF330 submittal?

(SF330 Submission Requirements): In accordance with FAR 4.1102, “Offeror and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements….” Please comply with the FAR requirements.

Unfortunately, we do not have control over how long the registration processing time will take for firms to be registered in

SAM.
