Ques.

No. Question Response Mod

No.

1 Criterion 1 – Specialized Experience (SF330, Part I, Section F),

1. “Recent relevant projects”:

Since dredging is commonly a critical component of waterfront projects, dredging experience and expertise could be valuable to the U.S. Navy on this contract. We request NAVFAC’s consideration to include dredging in the list of recent relevant project type; i.e., ““Recent relevant projects” for new construction and/or repair/renovation in the following types of projects:

piers/wharves; bulkheads; drydocks and caissons; DREDGING;

waterfront facilities….”.

(Criterion 1) Dredging is a component for the project types listed (i.e. dredging to get required depth for a new pier/wharf). The synopsis will not be revised.

Note: The synopsis was prepared based on projects that the Government anticipates to be performed under this contract. As such, firms will be evaluated on their specialized experience in performance of services similar to those types of projects anticipated under this contract. The type of contract needed is determined by the Government. Any additional criteria elements to be included in the synopsis at the request of a firm will not be entertained, particularly where it may favor a particular firm over another.

2 Criterion 1 – Specialized Experience (SF330, Part I, Section F),

1. “Recent relevant projects”:

Since shore/wave protection is commonly a critical component of waterfront projects, experience and expertise with shore/wave protection could be valuable to the U.S. Navy on this contract. We request NAVFAC’s consideration to include shore/wave protection in the list of recent relevant project type;

i.e., ““Recent relevant projects” for new construction and/or repair/renovation in the following types of projects:

piers/wharves; bulkheads; drydocks and caissons;

SHORE/WAVE PROTECTION; waterfront facilities….”.

(Criterion 1) Shore/wave protection is a component for the project types listed (i.e. riprap to protect the abutment footings for a bridge).

3 Criterion 1 – Specialized Experience (SF330, Part I, Section F),

1. “Recent relevant projects”:

Since underwater inspection (via SCUBA and surface supplied air [SSA]) is often required for waterfront projects, SCUBA and SSA-assisted underwater inspection experience and expertise could be valuable to the U.S. Navy on this contract. We request NAVFAC’s consideration to include underwater inspection in the list of recent relevant project type; i.e., ““Recent relevant projects” for new construction and/or repair/renovation in the following types of projects: piers/wharves; bulkheads; drydocks and caissons; UNDERWATER INSPECTION (VIA SCUBA AND/OR SURFACE SUPPLIED AIR [SSA]); waterfront facilities….”.

(Criterion 1) Underwater inspection is a component for the project types listed (i.e. determining the pile damage for a wharf repair project).

4 Criterion 1 – Specialized Experience (SF330, Part I, Section F),

2. “Specified Design/Engineering Services”:

The first paragraph after the five bullets notes, “Design/engineering services for recent relevant projects shall have been completed within the past ten (10) years immediately preceding the date of issuance of this notice.” Please confirm that bid support and post construction award services (PCAS) are considered “engineering services” as it relates to this requirement.

(Criterion 1) Bid support and PCAS are types of engineering services; however, Criterion 1 is asking for “Specified Design/ Engineering Services” in the 5 types of services as defined in Criterion 1. Bid support, PCAS and other ancillary services may be described in the SF330 as part of the project; however, firms must demonstrate experience in “completed” services in all of the 5 types listed, i.e. DBB, DB RFP, etc.

The first sentence of the first paragraph after the five bullets is revised to say, “Specified design/engineering services for recent relevant projects shall have been completed within the past ten

(10) years immediately preceding the date of issuance of this notice.” Also, see response to Question #4.

Note: It is possible that PCAS may include additional design or re-design services during the construction phase.

The synopsis has been revised. See Synopsis Modification No. 1.

5 Criterion 1 – Specialized Experience (SF330, Part I, Section F),

2. “Specified Design/Engineering Services”:

The first paragraph after the five bullets notes, “A completed project (i.e. DBB or DB RFP) may be exclusive of Post Construction Award Services (PCAS).” We request NAVFAC’s consideration to also include bid support services in this exclusion; i.e. modify the cited sentence to read “A completed project (i.e. DBB or DB RFP) may be exclusive of BID SUPPORT SERVICES AND Post Construction Award Services

(PCAS).”

(Criterion 1) The sentence should read, “Completed specified design/engineering services (i.e. DBB or DB RFP) may be exclusive of Post Construction Award Services (PCAS).” Also, see response to Question #4.

The synopsis has been revised. See Synopsis Modification No. 1.

6 Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G), Submission Requirements, Item 2:

Please confirm the “Waterfront Engineers” may be licensed Civil Engineers since waterfront engineering licensure is not known to exist in any State.

(Criterion 2) Yes, Waterfront Engineers may be licensed Civil Engineers. Criterion 2 states “Specific disciplines that must be included in key personnel are Structural (Principal-in-Charge, Project Structural Engineer and Project Waterfront Engineers), Civil….”

7 Criterion 7 – Commitment to Small Business (SF330 Part I, Section H and Attachments (2) thru (4)), Subfactor (B) Participation of Small Business Concerns:

In accordance with 04 March 2019 memo from Commander, Naval Facilities Engineering Command, Subj: NAVAL

FACILITIES ENGINEERING COMMAND SMALL BUSINESS

PROGRAM COMMANDER’S INTENT-FISCAL YEAR 2019,

NAVFAC’s current small business program goals are

Small Business (SB) = 45%;

Historically Underutilized Business Zone (HUBZone) = 3%;

Small Disadvantaged Business = 5%.

We request NAVFAC’s consideration to adjust the small business subcontracting percentages of this solicitation to match the NAVFAC goals listed above.

(Criterion 7) NAVFAC FY20 goals are currently being updated.

Once available, the synopsis may be modified to reflect updated FY20 goals. FY19 goals are being provided instead and will be used for evaluation purposes for Criterion 7:

FY2019

SB 45.00%

HubZone 3.00%

SDB 5.00%

WOSB 15.00%

SDVOSB 5.00%

VOSB 5.00%

The synopsis has been revised. See Synopsis Modification

8 Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G), Submission Requirements, Item 4:

The submission requirements state that “Specialized experience and technical competence shall be limited to only the Structural and Waterfront disciplines.” Please confirm if the “Principal-In- Charge of the Prime A-E firm” is also required to complete SF330, Part I, Section E, Block 19, Relevant Projects.

(Criterion 2) Yes, the Principal-In-Charge of the Prime A-E firm is required to complete SF330, Part I, Section E Block 19, Relevant Projects.

Note: Criterion 2 states: “…key personnel are Structural (Principal-in-Charge, Project Structural Engineer and Project Waterfront Engineers)….”

9 Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G), Submission Requirements, Item 5, first bullet, last sentence:

The last sentence of the first bullet notes, “Projects with design/engineering services that are on-going, exclusive of PCAS services, will not be considered.” We request NAVFAC’s consideration to also include bid support services in the exclusion; i.e. modify the cited sentence to read “Projects with design/engineering services that are on-going, exclusive of bid support services and PCAS services, will not be considered.”

(Criterion 2) The sentence should read “Specified design/engineering services that are on-going will not be considered. Specified design/engineering services can be exclusive of Post Construction Award Services (PCAS).”

Note: It is possible that PCAS may include additional design or re-design services during the construction phase.

The synopsis has been revised. See Synopsis Modification

10 Solicitation Page 16 of 19:

“SF330 SUBMISSION REQUIREMENTS” states “The SF330 Parts I and II shall not exceed 100 pages single-sided 8.5 by 11 inch pages.” While recent NAVFAC solicitations provide a page limit for Part I (e.g., NAVFAC Pacific N62742-19-R-0004;

NAVFAC Mid-Atlantic N40085-17-R-0306; NAVFAC Northwest N44255-18-R-5000; NAVFAC Southeast N69450-19-R-0104;

NAVFAC Southwest N62473-18-R-5831), this solicitation currently limits the combined Part I & II pages. Since Part II’s are submitted for each firm/office of each prime contractor and subcontractor that is proposed to work on the contract, the page count could easily be consumed by Part II’s at the sacrifice of information in support of the other Selection Criteria. Would NAVFAC Hawaii consider having the page limit exclude Part II’s?

(SF330 Submission Requirements) No.

Notes:

SF330 Submission Requirements states “The SF330 Parts I and II shall not exceed 100 pages single-sided 8.5 by 11 inch pages.

The page limit does not include PPQs (Attachment (1)); ISRs;

Small Business Subcontracting Records (Attachment (2)); Small Business Subcontracting Plan (Attachment (3)); Small Business Participation & Commitment Strategy (Attachment (4));

certificates; licenses; cover sheets/dividers; or other requested documentation (e.g., JV agreement, proof of A-E firm registration), provided that these pages do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the Firm/Offeror.”

Please follow submission requirements for each criterion. For example, Criterion states that “All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.” You do not need to waste pages by reiterating or summarizing Criterion 1 in Section H. One hundred (100) pages for SF330 Parts I & II should be adequate if you do not include information that was not requested.
