About this file

This document provides questions and answers regarding submission requirements for an indefinite delivery/indefinite quantity contract opportunity with the Department of the Navy Naval Facilities Engineering Command. Offerors must submit proposals electronically through DoD SAFE by November 5, 2019 at 2:00 pm Hawaii Standard Time. JV agreements and additional documentation can be included after Part IIs of the SF330 form. Organizational charts on 11x17 pages will count as one page. DUNS and CAGE numbers should be included in Block 4 of each SF330 Part II. Non-CAC users must request a drop-off link by October 18, which will be valid for 14 calendar days to submit proposals. Offerors should include information on existing workload and contracts held as both prime contractors and subcontractors, including through other JV partnerships.

Ques.

No. Question Response Mod

No.

11 Submission Requirements, General: Please confirm that

Offerors should only submit a digital file via DoD SAFE (i.e., no printed submission).

(SF330 Submission Requirements): Yes, confirming that only an electronic submission is required.

12 Submission Requirements, General: Please confirm that Offerors may submit JV Agreements-including additionally requested JV documentation/narrative; LEED Certificates; SB Subcontracting Plan (Attachment 3); and documentation to verify firms are permitted by law to practice the professions of architecture or engineering; in an Appendix immediately following SF330 Part IIs.

(SF330 Submission Requirements): JV Agreements and additional documentation regarding the business entity can be included after SF330 Section H or after SF330 Part II.

13 Submission Requirements, Page 16: "Offerors who are submitting as a JV, LLC, LP or other type of partnering structure shall include with their SF330 submission a copy of the signed JV/LLC/LP agreement" Submission Requirements, Page 17 "Submit all pages of the SF330 as one complete file (multiple files will not be accepted)."

QUESTION: For Offerors submitting as a JV, should the Offeror include the copy of the JV agreement as an Appendix item within their SF330 PDF, or shall Offerors submit the JV agreement copy as a separate PDF?

(SF330 Submission Requirements): Do not submit the JV agreement as a separate PDF file. DoD SAFE Instructions say:

“Only ONE (1) complete PDF file shall be uploaded….”

Also see response to Question #12.

14 Submission Requirements, Page 16: "The SF330, Part I, Section D organizational chart may be one page single sided 11 by 17 foldout, using 11 point font or larger (font limitations do not apply to graphics, captions or tables)."

QUESTION: Shall Offerors count an organizational chart on an 11 x 17 foldout as one page?

(SF330 Submission Requirements): Yes, the 11x17 foldout is considered to be one page.

15 Submission Requirements, Page 16: "An SF330 Part II shall be submitted for each firm identified in Part I, Section C. Please include the DUNS and CAGE numbers in Block 8(c) of the SF 330, Part II."

QUESTION: Since Block 8(c) is for former firm information, shall Offerors include the DUNS and CAGE numbers in Block 4?

(SF330 Submission Requirements): The sentence should read “An SF330 Part II shall be submitted for each firm identified in Part I, Section C. Please include the DUNS and CAGE numbers in Block 4 and, if applicable, in Block 8(c) of the SF330, Part II.”

The synopsis has been revised. See Synopsis Modification No. 2.

16 Submission Requirements, Page 19 "NON-CAC USERS: Requesting a Drop-off: Offerors must receive a "drop-off request" from an inside user. Send an email to Alice Mende at alice.mende@navy.mil and Jamie Ikehara at jamie.ikehara@navy.mil to request a drop-off. Your email request must be received by Friday, 18 October 2019 10:00 a.m.

HST. Once a drop-off request is generated for you, you will receive an email with a link to submit your drop-off. The drop-off request is valid for 14 days. If you do not receive an automated email message for your drop-off request within 2 business days, please contact Alice Mende at alice.mende@navy.mil and Jamie Ikehara at jamie.ikehara@navy.mil."

QUESTIONS:

a. Once the email request is submitted, what is the minimum turnaround to receive a drop-off link?

b. Is the drop-off request valid for 14 calendar days or 14 business days?

* If business days, thank you, no further questions.

* If calendar days, this may not allow enough time between the email request deadline and submission deadline. Please advise.

(SF330 Submission Requirements):

a. The Government will acknowledge receipt of firm’s email request within 1-2 business days. Firms should be receiving an automated email message for a drop-off request within 2 business days. The Government assumes that once a firm requests a drop off, the firm is intending to submit an SF330 within the 14 days.

b. The drop off request is valid for 14 calendar days. Fourteen

(14) calendar days (or 2 weeks) should be sufficient time for firms to submit an SF330.

Notes:

The synopsis states that a firm’s request must be received by Friday, 18 October 2019 10:00 a.m. HST; that is in order to allow the Government sufficient time to create a drop off request and still provide firms the maximum 14 days to submit an SF330.

Firms may wish to submit an SF330 sooner than the synopsis closing deadline, in which case, the firm can request a drop off before request deadline of 18 October 2019 10:00 a.m. HST.

The Government will send the drop off request within 2 business days. The drop off request is valid for 14 calendar days.

For firms that intend to submit an SF330 on the day of the synopsis closing, the Government will create a drop off request on or around 23 October 2019, but no earlier than 23 October 2019 so that firms will have the full 14 days to submit an SF330.

17 Criterion 5 - Program Management and Capacity, Page 11.

"2. Capacity: a. Describe the Firm's/Offeror's present workload.

Indicate all existing contracts that the proposing Firm/Offeror is currently on either as prime or subcontractor. Indicate a list of existing open task orders or contracts currently being worked on, along with the total design fee for each task order or contract.

Describe the Firm's/Offeror's present workload on other IDIQ contracts that may present conflicts with this contract."

QUESTION: Shall Firms/Offerors include information on existing contracts and tasks held as members of other JV partnerships?

(Criterion 5): Yes, Offerors should include information on existing contracts and tasks held as members of other JV partnerships.
