4 As stated in your Revised 9 May 2019 synopsis, “This proposed contract is being solicited on a 100% set-aside for small business concerns basis.” But at the same time, it is also stated under Criterion 1 – Specialized Experience (SF330, Part I, Section F), “Firm’s/Offeror’s specialized recent and relevant experience in the design of mechanical system design projects, approximately $30 million or less in construction cost per project/contract, design completed within the past ten (10) years.” Isn’t $30 million for a project kind of huge already for a small business entity?

(Criterion 1) Small businesses should be able to perform on large projects of this size or smaller size. The $30 million threshold is the total construction cost or total estimated construction costs (if construction is not completed) for the project/contract, and not exclusively the mechanical construction cost. The $30 million threshold is the maximum size of a project/contract that will be considered; projects/contracts exceeding $30 million will not be considered in the evaluation. The synopsis does not require that the firm/offeror submit projects/contracts at this upper range to demonstrate the firm’s/offer’s experience. Please read Criterion 1 on how firms/offerors will be evaluated on their specialized experience.

Note: The NAICS 541330 size standard is $15 million in average annual receipts. Therefore, the A-E fee on a $30 million project/contract would fall well within the $15 million size standard.
