No. Question Response Mod
No.
1 If CPARS/ACASS is not available the PPQ Attachment is an alternate. We do have some Performance Evaluations from NAVFAC Hawaii Contract Specialists and Mechanical Supervisors on the DD FORM 2631, would those also be acceptable versions of the CPARS/ACASS?
(Criterion 3) Yes. The DD FORM 2631 is the Performance Evaluation (Architect-Engineer), or also known as ACASS.
2 For Design-Bid-Build projects, if the Owner or Project Manager/Owner Representative is not available, could the Construction Manager, General Contractor, and/or Architect complete the PPQ?
(Criterion 3) For Construction Manager, PPQs will not be considered.
For General Contractor, PPQs will not be considered.
For Architect, PPQs will be considered if it is prepared and signed by the Government Architect (Design Manager) or Client’s Architect Representative.
3 I am trying to obtain a CPARS/ACASS/PPQ for a project that the NAVFAC PAC design manager said he is willing to complete.
However, he thinks that he is only able to do so for the Prime (architect in this case) contractor, and not for the sub-contractor (our company, the mechanical consultant). He asked me to check with contracting if this is ok, therefore I am asking you for your guidance. Can he fill out the evaluation for our company?
(Criterion 3) You may request the contracting agent and/or their representative or the facility owner/user to complete a PPQ for your firm as a subcontractor.
