QUESTIONS & ANSWERS

9. Regarding the 100-page limit for this NAVFAC HI submittal, according to the submission requirements for Criterion 8 – Small Business Utilization, item “b” states “Include supplemental narratives (limited to two pages) to address other elements of the prime firm’s strategy such as binding agreements covering post award roles for execution ….”.

Attachment A – SF330 Submission Requirements states that “The SF330s Parts I and II shall not exceed 100 single-sided 8.5 x 11 inch pages…..The page limit does not include ISRs, certificates, PPQs/CPARS, licenses, or other requested documentation (e.g., joint venture agreements, proof of A-E firm registration) provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm.”

Question: Is the 2-page Supplemental Narrative considered a “required document” and therefore excluded from the 100-page count?

RESPONSE: Unfortunately, the maximum 2 page limit for the narrative will be counted toward to total page count as it should contain substantive information submitted in response to the synopsis and is intended to demonstrate the qualifications of the firm with respect to each firm's small business program.

10. Please confirm that we're referring to the same 2-page narrative since the solicitation mentions two separate 2-page narratives under Criterion 8. This Criterion first mentions a 2-page narrative to be used "to describe their [prime firms] achievements in supporting the Government's policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB)..." then the following page refers to an additional Supplemental Narrative "... to address other elements of the prime firm's strategy such as binding agreements covering post award roles for execution ..". Are both of these included in the 100-page count?

RESPONSE: Both narratives that are limited to 2 pages each will be counted toward the 100 page limit. Basically, the other submission are forms, e.g., Attachments C and D.

11. The original print should be bound like the copies or delivered without a binder, like in past submittals?

RFP N62478-19-R-5029

RESPONSE: All should be bound, either cerlox or in a binder

SUPPLEMENTAL RESPONSE TO QUESTION NO 1

1. Under criteria 2 Key Personnel. The maximum number of key personnel that can be proposed are annotated in the parenthesis.

Principal(1) Project Manager/ Project Architects(4) Civil Engineer (2) Structural Engineer (2) Mechanical Engineer(2) Electrical Engineer (2) Fire Protection Engineer (2) Telecom (RCDD) (2)

AT/FP (2)

Cost Estimator (2)

If the government requests multiple teams due to simultaneous or concurrent task orders will require multiple architectural principals in charge to oversee the projects. The engineering disciplines listed have two key personnel , it would be an advantage to the government to allow more than 1 architect principal to match the 2 engineers allowed per discipline? See below:

Under criteria 2 Key Personnel. The maximum number of key personnel that can be proposed are annotated in the parenthesis.

Principal(2)

Is that a reasonable change to this key personnel requirement?

RESPONSE: Please submit a resume for one (1) Principal. The Government will not be evaluating multiple teams since the manner in which the selected firm conducts the work is entirely at their discretion as long as the final product meets the requirements of the statement of work.
