Notice No. 1

13 February 2019 N62478-19-R-5029

N62478-19-R-5029 IDIQ CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR

ARCHITECTURAL PROJECTS AT VARIOUS LOCATIONS UNDER THE COGNIZANCE OF

NAVAL FACILITIES ENGINEERING COMMAND, HAWAII

QUESTIONS & ANSWERS

1. Under criteria 2 Key Personnel. The maximum number of key personnel that can be proposed are annotated in the parenthesis.

Principal(1) Project Manager/ Project Architects(4) Civil Engineer (2) Structural Engineer (2) Mechanical Engineer(2) Electrical Engineer (2) Fire Protection Engineer (2) Telecom (RCDD) (2)

AT/FP (2)

Cost Estimator (2)

If the government requests multiple teams due to simultaneous or concurrent task orders will require multiple architectural principals in charge to oversee the projects. The engineering disciplines listed have two key personnel , it would be an advantage to the government to allow more than 1 architect principal to match the 2 engineers allowed per discipline? See below:

Under criteria 2 Key Personnel. The maximum number of key personnel that can be proposed are annotated in the parenthesis.

Principal(2)

Is that a reasonable change to this key personnel requirement?

RESPONSE: Please submit a resume for one (1) Principal.

2. Under criteria 1, item #3 (page 3), the solicitation indicates, “For each project submitted for evaluation, please annotate whether any of the following were included. All of the following need not be in one project scope, however, in order to be evaluated as having met the criteria for relevancy, the SF330 must demonstrate that the firm has experience in each of the following:

RFP N62478-19-R-5029

- Execution of DD 1391 or similar project programming document

- FACD/design charrettes

- DB RFP solicitation documents for Navy projects

- DBB/Final Design contract documents”

Do projects that involve preparing the DB RFP solicitation documents count as completed design and relevant projects? If not, where in the SF330 should we demonstrate experience for DB RFP solicitation documents?

RESPONSE: Yes, DB RFP solicitation documents for relevant projects will count as completed design and will therefore be considered.

3. Under Criterion 2 – Professional Qualifications, it notes: “Specific disciplines that must be included in key personnel are Architect (including Principal-in-Charge and Project Manager/Project Architect), Civil, Structural, Mechanical, Electrical, Fire Protection, Telecommunications, AT/FP and Cost Estimator.” Our question is, “Is the ‘Principal-in-Charge’ required to be an Architect? or can they be an ‘Engineer’?”

RESPONSE: Principal-in-Charge shall be an Architect.

4. Under Criterion 2: “Firms must indicate non-key personnel team members, including but not limited to Survey, Geotechnical and Environmental in the SF330, Part I, Section D organization chart.”

Question: Are the non-key personnel team members, who will be indicated in the organization chart, also required to be identified under Section C in the SF330 and submitted with their respective Part IIs?

RESPONSE: Yes.

5. Is this a completely new requirement or is a contractor is performing this work? If the latter, are you able to provide the incumbent information: contractor name and contract number?

RESPONSE: This is a new requirement.

6. If any, who are the incumbent(s) relating to this requirement?

RESPONSE: There is no incumbent for the subject AE Architectural announcement.
