N62478-18-R-5031 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT FOR

ARCHITECT-ENGINEER SERVICES FOR DESIGN, ENGINEERING, SPECIFICATION

WRITING, COST ESTIMATING, AND RELATED SERVICES AT VARIOUS LOCATIONS

UNDER THE COGNIZANCE OF NAVFAC HAWAII

ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A

STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS

CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP)

PACKAGE TO DOWNLOAD.

This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for design and engineering projects, specifications, cost estimates and other related services within the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised).

The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or acceptable A-E performance under the subject contract. There will be no future synopsis in the event the options are exercised. The total fee for the contract term shall not exceed $15,000,000. The guaranteed minimum for the contract term (including option years) is $10,000. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. No other general notification to firms for other similar projects performed under this contract will be made. Estimated start date is October 2018.

This proposed contract is being solicited on a 100% set-aside for small business concerns basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541310, Architectural Services ($7.5M in average annual gross receipts for the past three years). The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. For this contract, the lead discipline shall be a registered Architect.

The market research study Sources Sought Announcements OPHA1FY170001 and OPHA1FY170002 conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified Women-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. As a result of the market research analysis, there was not the minimum number of qualified WOSB or SDVOSB firms to perform the type of work solicited, and a determination was made to set aside this procurement under the Small Business Program as a 100% small business set-aside. The NAVFAC Hawaii small business office concurs with this decision.

The type of design and engineering services expected to be performed under this contract are specifications, cost estimates, Request for Proposal (RFP) documentation for Design-Build (DB) and Design-Bid-Build (DBB) projects and other related services at various locations under the cognizance of NAVFAC Hawaii. The scope of work focuses on alterations, repair of buildings, structures and minor construction of various base development facility types.

All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site:

https://www.sam.gov.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest, including NFAS 5252.209-9300, Organizational Conflicts of Interest. The prime firm for this contract will be required to perform throughout the contract term.

The selected firm and its subsidiaries or affiliates may be tasked to assist in the preparation of a statement of work, a plan, or a specification for a construction project. This includes concept design, which includes preparation of project programming documents (DD 1391), facility studies, environment assessments, or other activities that result in identification of project scope and cost. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

SELECTION CRITERIA:

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include:

1. Specialized Experience

2. Professional Qualifications

3. Past Performance

4. Quality Control Program

5. Program Management and Capacity

6. Sustainable Design

7. Firm Location

8. Volume of Work

Criterion 1 - Specialized Experience (SF330, Part I, Section F and Attachment (1)):

Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in:

1. Base Development Facility Projects: alterations, repair of buildings, structures and minor construction of bachelor quarter, consolidated club (officer/enlisted), fire station, fitness center, dining facility, auditorium/theater, exchange/retail store, child development center, headquarters building, administration building, operations building, laboratory, aircraft hangar, maintenance shop, warehouse, armory, training facility, sensitive compartmented information facility, and other support facilities for minor new construction or building alterations, renovations and repairs.

2. Design/Engineering Services:

Preparation of specifications utilizing the SPECSINTACT program.

Preparation of cost estimates.

Design-Build (DB) Request for Proposal documents.

Design-Bid-Build (DBB) drawings and specifications.

Firms may be considered more favorably by demonstrating the following:

1. Experience in cost estimates utilizing the MII cost estimating system.

2. Experience with Functional Analysis and Concept Development (FACD)/design charrettes.

3. Submission of more variety of experience in the types of relevant facilities indicated above.

4. Projects designed and constructed in Hawaii and tropical environments similar to

Hawaii.

5. Department of Defense/military projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.)

6. Projects performed as a prime contractor or the JV partner(s).

7. Prime contractor-subcontractors with a demonstrated history of working successfully together on prior projects as a team.

8. The Design-Bid-Build DOR as a prime contractor on an A-E contract will be given a higher level of consideration than a DOR on a Design-Build construction project/contract.

Submission requirements:

Provide a maximum of ten (10) projects completed, $30 million or less in construction value, with the design and engineering services completed within the past ten (10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. A completed design may be exclusive of Post Construction Award Services (PCAS). Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. Projects with design and engineering services that are on-going will not be considered. The construction value is for the entire project; do not indicate the A-E fee or the construction value for a specific discipline. If more than the maximum number of projects is submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.

All projects provided in the SF330 must be completed by the actual office/branch/regional office that will perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part 1, Section F, Block 25, “Firm Name”. Include a contract number or project identification number in Block 21. Include an e-mail address and phone number for the point of contact in Block 23(c). In Block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner, not to exceed a total of ten (10) projects. Projects performed by the joint venture may be considered more favorable than projects performed by an individual joint venture partner.

Projects shall be submitted on the SF330 at Part I, Section F Attachment (1) Specialized Experience Supplemental Information and shall be completed projects. The projects indicated in Attachment (1) must match, in order, the projects indicated in Part I, Section F. Include Attachment (1) at the end of Section F. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Criterion 1 should be submitted in the SF330, Part I, Section F and Attachment (1). The Government WILL NOT consider information submitted in addition to Part 1, Section F and Attachment (1) in evaluation of Criterion 1.

Criterion 2 - Professional Qualifications (SF330, Part I, Sections E & G and Attachment (2)):

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G.

Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are Architect, Cost Estimator, Civil, Structural, Mechanical, Electrical, and Fire Protection. All key personnel must be licensed except for the Cost Estimator, where U.S. professional registration is not required.

Key personnel will be evaluated on their competence and experience in performance of services similar to those anticipated under this contract through evaluation of experience in:

1. Base Development Facility Projects: alterations, repair of buildings, structures and minor construction of bachelor quarter, consolidated club (officer/enlisted), fire station, fitness center, dining facility, auditorium/theater, exchange/retail store, child development center, headquarters building, administration building, operations building, laboratory, aircraft hangar, maintenance shop, warehouse, armory, training facility, sensitive compartmented information facility, and other support facilities for minor new construction or building alterations, renovations and repairs.

2. Design/Engineering Services:

Preparation of plans, specifications utilizing the SPECSINTACT program.

Preparation of cost estimates.

Design-Build (DB) Request for Proposal documents.

Design-Bid-Build (DBB) drawings and specifications.

Key personnel may be considered more favorably by demonstrating the following:

1. Experience in cost estimates utilizing the MII cost estimating system.

2. Experience with Functional Analysis and Concept Development (FACD)/design charrettes.

3. Submission of more variety in the types of relevant projects by each key personnel.

4. Projects designed and constructed in Hawaii and tropical environments similar to

Hawaii.

5. Department of Defense/military projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.).

6. Demonstrated history of key personnel working together on projects indicated in

Criterion 1.

Submission Requirements:

SF330, Part I, Section E and Attachment (2) Key Personnel Resume Supplemental Information.

Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. The maximum numbers of resumes for the key disciplines are: Architect (3), Cost Estimator (1), Civil (1), Structural (1), Mechanical (1), Electrical (1), and Fire Protection (1). If more than the maximum number of resumes is submitted for each key discipline, the Government will only evaluate resumes up to the maximum number authorized in the order submitted per discipline. Resumes of disciplines that are not required, if submitted, will not be considered in the evaluation.

Resumes should indicate: U.S. professional registration (include State and discipline), certification, licensure and/or accreditation in appropriate disciplines, number of years of experience, firm name and location, education; and indicate proposed role in this contract (e.g.

Project Architect, Civil Project Engineer, Structural Project Engineer, etc.) Do not use other company titles such as “Type I Engineer” where the discipline and role are unidentifiable.

Cite recent (within the past ten (10) years) project-specific experience in work relevant to the services required under this contract. Specialized experience and technical competence shall be limited to the Architect(s) and Cost Estimator. Complete one Section E and Attachment (2) for the Architect(s) and Cost Estimator, providing all requested information. The projects indicated in Attachment (2) for each Architect and Cost Estimator must be in the same order of that particular key personnel’s projects listed in Part I, Section E. Include a completed Attachment

(2) immediately after each key personnel’s resume that it is associated to in Section E.

Relevant project information for other key personnel is not required and if submitted, will not be considered in the evaluation. For these other key personnel, complete Blocks 12 through 18; and leave Block 19, Relevant Projects, blank.

Submit a maximum of five (5) projects for each Architect and Cost Estimator. A project is defined as either a stand-alone contract or a single task order in an IDIQ contract having the features described above. Do not submit an IDIQ contract as an example project. If more than five (5) projects are submitted, the Government will evaluate the first five (5) projects listed in Part I, Section E and disregard any other project information. Projects must be approximately $30 million or less in construction value per project/contract with Professional Services completed within the past ten (10) years. Indicate the estimated construction cost for each project (do not indicate the A-E design fee or the construction value for a specific discipline). Projects with design and engineering services that are on-going will not be considered. If a project description does not clearly define the work performed by the Architect(s) and Cost Estimator (including the specialized design and engineering service performed) or if a project does not provide the requested data, that project may be evaluated less favorably or not considered.

Indicate participation of key personnel in example projects from Criterion 1 in the SF330, Part 1, Section G.

Firms must indicate non-key personnel team members, including but not limited to Surveyor, Geotechnical and Environmental in the SF330, Part I, Section D organization chart.

All information for Criterion 2 should be submitted in the SF330, Part I, Sections E and G and Attachment (2). The Government WILL NOT consider information submitted in addition to the information provided in Part I, Sections E and G and Attachment (2) in evaluation of Criterion 2.

Criterion 3 - Past Performance (SF330, Part I, Section F and Attachment (3)):

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight.

Submission Requirements:

SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER

CRITERION 1. IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (3)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. Include the evaluation immediately after each project that it is associated with in Section F. The CPARS/ACASS, DD2631 or Performance Survey provided in Section F will not be counted towards the SF330 page limitation. DO NOT SUBMIT A PPQ

WHEN A COMPLETED CPARS/ACASS IS AVAILABLE; SUBMIT THE CPARS/ACASS.

IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (3)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP, such as NAVFAC or USACE Past Performance Questionnaires (legible copies are acceptable) as long as it is on the same PPQ form posted with this Synopsis.

Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Command Hawaii, Code OPHA1, Attn: Ms. Alice Mende via email at Alice.Mende@navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS/ACASS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed one single-sided page in total and will not be counted towards the SF330 page limitation. Include the information immediately after each evaluation that it is associated to in Section F.

The Performance Survey shall be from the contracting agent and/or their representative responsible for the construction contract administration, or from the facility owner/user. It shall not be from the prime contractor on a Design-Build construction project nor shall it be from a prime contractor to a subcontractor. Past performance information not related to the projects described to meet Criterion 1 will not be considered. Past performance information provided in Section F for a subcontractor’s or sub-consultant’s past performance will not be given the same level of consideration as the prime contractor or the JV partner(s). Past performance information pertaining to a non-relevant base development facility project may be given less consideration.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

The Government is not restricted to the evaluations provided in the SF330 and may use other sources to assess past performance information such as the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS) and inquiries with previous customers/owners. PPIRS/CPARS will be evaluated for the prime A-E firm, JV firm, or JV partner(s) that will perform the work and search will be based upon the DUNS number provided for the prime A-E firm, JV firm or JV partner(s). PPIRS/CPARS of sub-contractors will not be evaluated.

Criterion 4 - Quality Control Program (SF330, Part I, Section H):

Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.

Submission Requirements:

Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall:

1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously.

2. Identify the quality control manager (by name) and any other key personnel responsible for the quality control program and a description of their roles and responsibilities.

3. Describe how the firm’s quality control program extends to management of subcontractors.

4. Describe how the cost estimator will ensure elimination of errors in quantity take-offs for cost estimates provided to the cost estimator by all design disciplines. Describe how the cost estimator will ensure consistency across disciplines and reasonableness in unit costs, contractor markups, as well as overall costs, provided to the cost estimator by all design disciplines. Describe how the cost estimator will ensure that the cost estimate is reflective of the market conditions at the project location at time of construction award and that the estimate is an unbiased and transparent estimate devoid of influence by others on the design team.

Criterion 5 - Program Management and Capacity (SF330, Part I, Section H):

Firms will be evaluated on the firm’s ability to plan for and manage work under the contract, the capacity to accomplish the work in the required time.

Submission Requirements:

1. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable.

2. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably.

3. Describe the proposed team’s ability to complete several task orders concurrently requiring quick turnaround with similar deliverable due dates.

Criterion 6 - Sustainable Design (SF330, Part I, Section H)

Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integral design approach and designing in accordance with recognized sustainability rating systems or current third party certification (TPC) programs, such as U.S. Green Building Council (USGBC) LEED, Green Building Initiative (GBI) Green Globes, or GBI Guiding Principles Compliance (GPC) as required by Unified Facilities Criteria (UFC) 1-200-02 High Performance and Sustainable Building Requirements.

Submission Requirements:

Identify examples indicating design team (including consultants) experience and concepts employed, certification awarded. For projects certified, submit a copy of the certificate (certificates are not included toward the overall page count). Provide a maximum of three (3) projects that have attained or been submitted for TPC. For projects not yet certified, identify the date the project was submitted. For all projects, identify the team’s major contribution(s) (design elements, features, equipment, etc.) in attainment of the certification. If more than three projects are submitted for evaluation, the Government will evaluate the first three projects and disregard any other project information after the first three projects. Certified projects will be considered more favorably than projects not yet certified.

Identify accredited professionals proposed for this contract. Discuss key sustainable design personnel experience and qualifications.

Criterion 7 - Firm Location (SF330, Part I, Section H)

Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily the State of Hawaii.

Submission Requirements:

1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members.

2. Provide a narrative describing the team’s knowledge of the primary geographic areas to be covered by this contract.

Criterion 8 - Volume of Work (SF330, Part 1, Section H)

Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A&E firms including small, disadvantaged business firms, and firms that have not had prior DOD A&E contracts.

Submission Requirements:

Firms do not submit data for this factor.

Numbers will be pulled by the contract specialist for the Prime A-E, JV and for each JV partner in the case of a joint venture based on the DUNS numbers provided. Numbers will also be pulled for firms with multiple offices listed.

(End of selection criteria)
