No.

1 My architectural company has a question regarding the Navy’s definition of “completed” services and projects for this solicitation.

The first sentence of the Submission Requirements (page 3) asks interested parties to ”Provide a maximum of ten (10) projects completed, $30 million or less in construction value, with the design and engineering services completed within the past ten (10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above.”

However, later in the Submissions Requirements (page 4, third paragraph), it states “Projects shall be submitted on the SF330 at Part I, Section F Attachment (I) Specialized Experience Supplemental Information and shall be completed projects.”

This paragraph goes on to say “Projects not completed will be excluded from evaluation consideration.”

Could you please clarify whether the Navy will consider projects that have design and engineering services completed, but still have on-going construction?

(Criterion 1) The second sentence of Submission Requirements (page 3) says:

“A completed design may be exclusive of Post Construction Award Services (PCAS).”

This means that design/engineering services that are completed, even though construction is still on-going, will be considered.
