No.

6 On page 3, the third sentence in the first paragraph under

“Submission requirements” states “Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered.”

Is this “date of completion” referring to the date of design completion or to the date of construction completion?

(Criterion 1) The intent of this 3rd sentence is so that the Government is able to easily determine the completion date of design/engineering services and not have to guess what the completion date is from unclear information that might be provided in the SF330. If information provided in the SF330 is unclear (i.e. insufficient information), then the project will not be considered.

7 If design services have been completed but construction is ongoing, will the project’s anticipated date of construction completion need to be submitted? And if so, can it be presented as month and year?

(Criterion 1) Standard Form 330 (Rev. 8/2016) instructions are:

“Enter the year completed of the professional services (such as planning, engineering study, design, or surveying), and/or the year completed of construction, if applicable. If any of the professional services or the construction projects are not complete, leave Year Completed blank and indicate the status in Brief Description of Project and Relevance to this Contract (block 24).”

Note, although the SF330 instructions say to indicate the status if services are not completed, Criterion 1 specifically asks firms to provide design/engineering services that are completed.

Therefore, if you indicate the status of Professional Services in Block 22 as “on-going”, it will not be considered.

You may present the “Year Completed” in month and year format as long as the Government is able to determine when the project was completed.
