Ques.
No. Question Response Mod
No.
2 On the N62478-18-R-5031 solicitation we wanted to verify that we are reading it correctly. From our understanding on the SF330, Section E box 19 is only completed by the Architects and Cost Estimator and all key personals including: civil, structural, mechanical, electrical and fire protection complete Attachment 2 and the SF330, Section E boxes 12-18 (only) . Please advise if this is correct.
(Criterion 2) The Criterion # was not specified in the question.
Assume this is for Criterion #2 Professional Qualifications.
Architect(s) and Cost Estimator should complete the entire SF330, Section E and complete Attachment (2).
Criterion 2 (first paragraph on page 6) says:
“Relevant project information for other key personnel is not required and if submitted, will not be considered in the evaluation.
For these other key personnel, complete Blocks 12 through 18;
and leave Block 19, Relevant Projects, blank.”
This means, for all other required disciplines (i.e. Civil, Structural, Mechanical, Electrical and Fire Protection), relevant projects do not need to be submitted, and they should only be completing Section E. Blocks 12 through 18.
3 Ad notes: “The SF330 shall be typed, one sided, at least 11 point Times New Roman or larger”.
Since Times New Roman is suggested we tend to send in Times New Roman. Curiously, if someone wrote in Arial 11, by mistake, will that lower one’s points?
(SF330 Submission Requirements) The instructions for submitting your SF330 should be followed as best as possible.
The intent of the font and size is to provide consistency by setting the same standards to all interested firms when preparing the SF330. This also allows for fairness to all firms when the Board reviews the SF330 where the font and pitch does not affect the SF330’s readability from firm to firm. If your SF330 is not visually clear, it may affect the evaluation of your firm.

4 Parts of the written PDF sf 330 form, such as sections A, B, C, E, G and part II, the questions are written in 7 points, 8 points, or 9 points. Would one have to change PDF to WORD docs to make the QUESTIONS in 11 point Times New Roman or larger, as well. With another federal entity (not NAVFAC), the answers were in FONT size 11 as ad requested; however, we left the QUESTION portion in its original written in 8 points, or 9 points and was returned to everyone to redo noting the FONT was not FONT 11, as ad requested.
(SF330 Submission Requirements) SF330, once submitted, will not be returned back to be redone and resubmitted. Firms should carefully read and follow the instructions provided in the synopsis.
In general, anything you type onto the SF330 and Attachments
(1) – (3) should be at least 11 point Times New Roman or larger.
For something such as a checkmark, we understand that you may not be able to enlarge the font size of a checkmark. The SF330 form/template and Attachments (1) – (3) can be left in its original state. Also see response to Question #3.
Please note, under the electronic proposal submissions (AMRDEC) instructions (page 11), it states:
“Electronic proposal of your SF330 must be submitted in Adobe PDF format.”
You can use a Word document to prepare your SF330, however, you must convert it into Adobe PDF and submit all pages as one complete PDF file. Multiple files will not be accepted.
5 For the above IDIQ the cost estimator is usually a subconsultant. Do they need evaluation from the prime consultant or do they need one from the client.
(Criterion 3, Attachment 3) The Criterion # was not specified in the question. Assume this is for Criterion #3 Past Performance.
Firms will be evaluated on past performance for projects provided in Criterion 1. Criterion #3 Submission Requirements (page 7) states:
“The Performance Survey shall be from the contracting agent and/or their representative responsible for the construction contract administration, or from the facility owner/user. It shall not be from the prime contractor on a Design-Build construction project nor shall it be from a prime contractor to a subcontractor.”
Please also note, Submission Requirements (page 6) states: “DO
NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS
AVAILABLE; SUBMIT THE CPARS/ACASS.”
