RFI’s FOR RFP#N6247319R6005 Natural Resources IDIQ
RFIs for RFP N6247319R6005 NR IDIQ‐8‐Govt Response 4_16_2019.docx
The following are Requests for Information (RFI’s) and the Government’s Response for Solicitation Number N6247319R6005 for the Natural Resources, Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.
53. Question: What are the potential target species and intended timeframe duration for the
Predator Control/BASH Control ELINS A120-A122?
Gov’t Response: Target species will be defined in the task order and work plan. Examples of this work and potential target species include, but are not limited to the following:
1. Marine Corps Base Camp Pendleton California least tern and Western snowy plover predator control. The predator species controlled usually include control/hazing, and sometimes trapping and relocation of the species listed here. But the majority of the work is with coyotes, ravens, crows and Northern harriers. In the past the following species have been known to impact terns and plovers on Camp Pendleton: coyotes (Canis latrans), common ravens (Corvus corax), Northern harrier (Circus cyaneus), Americal kestrel (Falco sparverius), American crow (Corvus brachyrhynchos), various gull species (Larus spp.), red-shouldered hawk (Buteo lineatus), red-tailed hawk (Buteo jamaicensis), Cooper’s hawk (Accipiter cooperii), peregrine falcon (Falco peregrinus), great horned owl (Bubo virginianus), barn owl (Tyto alba), gray fox (Urocyon cinereoargenteus), raccoon (Procyon lotor), Virginia opossum (Didelphis virginiana), feral/domestic cat (Felis catus), striped skunk (Mephitis mephitis), spotted skunk (Spilogale gracilis), long-tailed weasel (Mustela frenata), California ground squirrel (Spermophilus beecheyi), gopher snake (Pituophis catenifer), California kingsnake (Lampropeltis getula californiae), and southern Pacific rattlesnake (Crotalus oreganus helleri).
2. Naval Air Station North Island Bird Air Strike Hazard reduction. The avian air strike hazard species controlled and/or removed and relocated include, but are not limited to, Western gull (Larus occidentalis), Heermann’s gull (Larus heermanni), rock dove (Columba livia), American coot (Fulica americana), mallard (Anas platyrhynchos), and red-tailed hawk (Buteo jamaicensis).
The timeframe duration for these ELINs will be defined in the task order and work plan.
As stated in the “Unit Sizes” for the SPEC ITEM each unit purchased “shall not exceed more than one (1) person field day per pass” which is the “intended timeframe duration”.\
3. Unit Sizes:
This Spec Item shall be ordered in the following increments:
Small: Up to 30 acres in 1 location, but survey effort shall not exceed more than one (1) person field day per pass.
Medium: Up to 60 acres in up to 2 locations, acreages may not be contiguous, but survey effort shall not exceed more than one (1) person field day per pass.
Large: Up to 120 acres in up to 3 locations, acreages may not be contiguous, but survey effort shall not exceed more than two (2) person field day per pass.

54. Question: [Spec Item] 4.0.2.6.12 Western Pond Turtle Style Surveys (pages 120-121). In the ELIN Performance Objective, visual surveys are called for, but the unit sizes are set up in reference to “trap nights.” Can additional clarification be provided with regard to the unit sizes? Will each of the trap nights be limited to a single location (e.g., several traps in a single pond) or could there be multiple locations? If not at a single location, can you provide a maximum distance or travel time between locations?
Gov’t Response: By definition the “trap night” is the amount of the activity that can be accomplished during that night. Depending on the number of individuals encountered, conditions of access roads, weather, etc. the number of locations that can be covered per night will vary. The units are the number of trap nights implementing the activities needed to implement the surveys, not the amount of ground covered while implementing the activities.
For instance, when I implemented this SPEC ITEM on Marine Corps Base Camp Pendleton in 2006 I would survey sites along the Santa Margarita River (south end of base), some secluded ponds in housing areas and training areas (near the Stuart Mesa Agriculture fields at time and near Lake O’Neill in the middle portions of base) and sites along San Mateo Creek on the north end of base. But I covered that ground with good field conditions. If only a half night of surveys is implemented, to allow for other work in the same night in that location, then the work can be invoiced accordingly by invoicing for half the amount of a trap night.
This essentially allows for “pro-rating” of work on a task order.
Locations will all be within one (1) installation when ordered. Installation size varies. Marine Corps Base (MCB) Camp Pendleton is on the larger size of installations that would be ordering Western pond turtle surveys, though some may be bigger. MCB Camp Pendleton is situated along just over 17 miles of Pacific Ocean coastline and stretches inland nine (9) to fourteen (14) miles.
The unit sizes for this SPEC ITEM were rewritten for a previous RFI as:
3. Unit Sizes:
This Spec Item shall be ordered in the following unit sizes:
Small: One Surveyor Up to 5 trap nights.
Medium: One Surveyor Up to 10 trap nights.
Large: One Surveyor Up to 20 trap nights.
55. Question: ELINS_A_F_PRICE_SPREADSHEET_FOR_NR_IDIQ-REV4.xlsx shows an estimated quantity of 461 on worksheet “ELINS D001-D222 (Opt 1, Yr 2)” at cell K227. Can you confirm that this is an error and provide a new value for this estimated quantity? [ELIN D222, ZONE B]
Gov’t Response: The quantity for ELIN D222, Zone B, is 81. Please see attachment ELINS_A_F_PRICE_SPREADSHEET_FOR_NR_IDIQ-REV5.xlsx and Amendment 0005 for the correction to the quantity for ELIN D222, Zone B.
(Note: The Numbering is based the number assigned to the question)
