RFI’s FOR RFP#N6247319R6005 Natural Resources IDIQ

The following are Requests for Information (RFI’s) and the Government’s Response for Solicitation Number N6247319R6005 for the Natural Resources, Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.

1. Question: Can you confirm the set aside status of Solicitation Number: N6247319R6005 is total small business? The notice on March 15 states that it is, but the General Information side bar on FedBizzOpps lists the set aside as N/A. I could not find mention in the RFP.

Gov’t Response: Yes, confirmed. This procurement is a 100% Total Small Business Set- Aside as provided in the FAR Clause 52.219-6 Notice of Total Small Business Set-Aside NOV 2011 in Section I of the solicitation.

2. Question: Can a Contractor submit a proposal as a Prime and a Teaming Member?

Gov’t Response: Yes, it is a business decision on how a contractor wants to participate in the solicitation.

3. Question: What’s your opinion on teaming?

Gov’t Response: I have no opinion on Teaming. However, Offerors must comply with the requirements of the solicitation regarding teaming and teaming agreements.

4. Question: On Page 28: “Key personnel shall be employees of the prime contractor unless otherwise specified.” We haven’t found in the RFP where it was otherwise specified. Can certain Key personnel be a subcontractor? If so, which categories would be acceptable?

Gov’t Response: All Key Personnel shall be employees of the prime contractor. Spec Item

2.9.1 has been revised to eliminate the language “unless otherwise specified”. Refer to Amendment 1 of the solicitation.

5. Question: The **Footnote on Costing tabs, “Offerors are to submit a unit price for each line item per zone regardless of quantity”: Certain ELIN s have blank quantities – how does the ** apply to blank quantities? Do we assume 0 or 1?

Gov’t Response: No, please see the revised price proposal spreadsheet titled “ELINS A-F PRICE SPREADSHEET FOR NR IDIQ-REV1” in the attachments. It is incumbent upon offerors to review the entire spreadsheet for any and all changes to the price spreadsheet.

6. Question: What is the deadline for submitting RFIs?

Gov’t Response: There is no deadline for submitting RFI’s. However, the Offerors should allow sufficient time for the Government to respond prior to the solicitation closing date, otherwise offerors may not receive the Government response prior to the solicitation closing date.

7. Question: The RFP states that resumes are required for Key Personnel, but where in the

Offer submittal shall they be placed? Are there expectations on the details in each resume?

Gov’t Response: Spec Item 2.9.1 has been revised to eliminate the language that states “The Contractor shall submit a resume of its key personnel.”. Refer to Amendment 1 of the solicitation.

8. Question: Section L.3.b.i.2 (page 199) of the Solicitation states: Corporate experience may include natural resource-related projects with the Federal Government, agencies of the State or local governments, and/or commercial customers, for work of similar size, scope, and complexity covered under this solicitation. Projects not meeting this size, scope, and complexity criterion will not be considered relevant and will not be evaluated. With respect to the similar size part of this criterion, is it the intent of the Navy that projects larger in size than might typically be ordered would not be considered even if they are of similar scope and complexity?

Gov’t Response: Yes, a larger project not meeting the definition of a project will not be considered. Projects must meet the definition of a project provided in the solicitation.

9. Question: Because the RFP acknowledges the additional logistics, lodging, vehicle leasing and equipment mobilization costs (page 95 of the RFP) that are unique to the Channel Islands, and not applicable to the other areas of Zone B, how should unit prices for the islands be accounted for in pricing Zone B ELINs? Will the Navy consider separating out the Channel Islands into a separate zone to account for these significant costing differences or provide separate ELIN add-ons to account for these costs separately?

Gov’t Response: The Navy will not be including any additional Zones.

10. Question: On Page 54 of the RFP, Spec Item 4.0.1.1 GIS says, “Each project-specific GIS database may include up to 1000 data fields cumulatively across multiple layers.” Should this be revised to refer to 1000 data records, instead of 1000 data fields? Please clarify, because on page 166, Item 4.0.2.15.7 Additional GIS Data Fields, is referring to adding 10, 25, or 100 data fields.

Gov’t Response: No, Item 4.0.1.1 GIS "Each project-specific GIS database may include up to 1000 data fields cumulatively across multiple layers" is correct in referencing up to 1000 data fields. Item 4.0.2.15.7 provides guidance on ordering additional data fields should the deliverable go over 1000 data fields.

11. Question: Under Spec Item 4.0.2.12 General Biological Monitoring, the Unit Sizes are Small

(one day), Medium (one week), and Large (one month). The Small Unit indicates that one day is 10 hours. Could you confirm that one week is equivalent to 50 hours (one 10-hour day x five days), and one month is equivalent to 200 hours (one 50-hour week x four weeks)?

Gov't Response: It is expected that monitoring will be up to 10 hours per day for each unit size.

This is equivalent to 50 hours for medium and 200 hours for large.
