REQUEST FOR INFORMATION (RFI)
AMENDMENT 2
STORMWATER SYNOPSIS N62473-19-R-2802
Please submit questions to Dawn Evans by e-mail at dawn.i.evans1@navy.mil
Question 7: Criterion 4 requires SF-330 submissions to include “insurance company EMR for the last five (5) years.” Do these rates need to be provided on insurance company letterhead? If so, does the letter count towards the page count?
Answer: No, submission on the insurance company’s letterhead was not requested.
Question 8: When completing work as a subconsultant for a prime consultant that holds a NAVFAC contract, can the term “client” in criterion 3 Past Performance be interpreted to be the prime consultant?
If so, is it correct to assume that NAVFAC will accept completed PPQ’s signed by the prime consultant for work performed by the subconsultant?
Answer: The answer to both questions is yes, however, if there are any NAVFAC reviews directly rating the subcontractor, they should be included.
Question 9: Can an individual fulfill multiple non-key personnel roles assuming their credentials meet each role’s minimum requirements established in Attachment A?
Answer: No.
Question 10: Would NAVFAC consider revising criterion 1 to allow specialized experience in Section
F (maximum of 2 projects of the 10 allowed) to be completed by a team subconsultant that has a substantial role in completing contract scope?
Question 11: Given the roles of key personnel to manage and oversee multiple concurrent task orders associated with the synopsis scope is it reasonable to assume that project specific experience in Section
E resumes may reflect experience with multiple award / IDIQ type contracts and is not limited to specific task order experience?
Answer: The government will rate personnel resumes based on the requirements stated in Criterion 2.
Although Criterion 2 requests the inclusion of projects, it does not specifically prohibit the inclusion of multiple award/IDIQ type contracts (as does Criterion 1). Resumes that included these would not be penalized, as long as the requirements of Criterion 2 were met.
Question 12: Does NAVFAC desire SF-330 submissions to include Teaming Agreements with subconsultants proposed to complete substantial contract scope? If so, please confirm that they should be provided in section H, but will not count towards the part 1 page count.
Answer: No, only JV or LLC agreements were requested.
Question 13: Are Tabs part of the page count in Part I if they have photos on them?
Answer: No, and any information on the tabs will not be used.
mailto:dawn.i.evans1@navy.mil
Question 14: Will the cover letter page be considered part of the 40 page limitation?
Answer: No, and information contained in the cover letter will not be used during the evaluation process.
Question 15: Are there any limits to the use of ½ page resumes? Can both Key and Non-Key personnel be presented on half page resumes? If they both cannot which type of personnel can be submitted on half page resumes?
Answer: The Government has no opinion on ½ page resumes. Contractors should present resumes in the way they determine is best for their submission package. Refer to Submittal Requirements (Section
E of the SF330).
Question 16: Can information concerning the Prime’s eligibility to practice engineering and architecture be submitted as an Appendix in Part II of the SF-330 submission? If not allowed in Part II and required in Part I, does this information count towards the overall page count of 40 pages?
Answer: This information goes in the Appendix in Part II and is not subject to the page limit.
Question 17: Attachment A of the solicitation states under both the Program Manager and
Senior Technical Manager requirements that an engineer license/certification is required.
Under criterion 2, it states, “The Program Manager or the Senior Technical Manager shall be a registered engineer”. Please clarify if both the Program Manager and Senior Technical
Manager need to be a professional engineer, or if only a single professional engineer is required in one of these two positions.
Answer: At least one needs to be a Professional Engineer. Both need professional registration/licensing in an appropriate discipline, which may include engineering.
Question 18: The solicitation states that the "Program Manager or the Senior Technical
Manager shall be a registered professional engineer." Attachment A requires that the Senior
Technical Manager have "professional registration or licensing in the appropriate discipline
(i.e. engineer)." Will QSD or QSP certifications count as licensing in the appropriate discipline?
Answer: No, not for licensing.
Question 19: Attachment A requires that the Senior Technical Manager have "professional registration or licensing in the appropriate discipline (i.e. engineer)." Will a PhD be considered equivalent to professional registration or licensing in the appropriate discipline?
Question 20: In the SF-330 instructions under Section G Key Personnel Participation in
Example Projects it reads, “This matrix is intended to graphically depict which key personnel identified in Section E worked on example projects in Section F. Section E of the solicitation requires resumes for both Key and Non-Key personnel. Should we include Non-Key personnel in the Section G matrix?
Answer: It is up to the contractor to decide if they want to include non-key personnel in their matrix.
Question 21: Please confirm that a Task Order Manager can be an employee of a subconsultant and not an employee of the prime offeror.
Answer: The Task Order Manager is not a key personnel employee.
Question 22: Please consider extending the due date by one week in order to incorporate the responses to the above questions into our SF-330 submission currently due two days after Easter.
Answer: The due date for the SF 330s will not be extended.
Question 23: In accordance with Criterion 2, the Program Manager or the Senior Technical Manager shall be a registered professional engineer. To that end, if the Program Manager is a registered professional engineer then are we correct in assuming that Attachment A paragraph I.b.(3) requirements for the Senior Technical Manger are not required and the minimum requirements for the Senior
Technical Manager are limited to paragraphs I.b.(1) and I.b.(2)?
Answer: Both must have a professional registration.
