REQUEST FOR INFORMATION (RFI)

AMENDMENT 1

STORMWATER SYNOPSIS N62473-19-R-2802

Please submit questions to Dawn Evans by e-mail at dawn.i.evans1@navy.mil

Question 1: In the Selection Criteria and Submittal Requirements Section on, under Submittal

Requirements, on page 2 the first paragraph states, "Submit one (1) original hard copy of the SF330 in a 3-ring binder (comb bound proposals will not be accepted) and four (4) electronic copies on separate

CDs." However, in the Additional Information section, the third paragraph on the last page of the solicitation discussing the submittal package states, "4 original SF 330's in separate 3 ring binders; each

3 ring binder must also include a copy on CD in MS Word or PDF format." Please clarify the number of hard copies and electronic copies the government would like. Is it the government's intent to receive

1 original and 4 hard copies, plus electronic copies on CD for each binder?

Answer: Please see REV 1. The synopsis has been revised. The submittal requirements were revised as follows: Submit four (4) original hard copies of the SF330 in a 3-ring binder (comb bound proposals will not be accepted) and four (4) electronic copies on separate CDs.

Question 2: Criterion 2 appears to have an omission, in Key Personnel, the Program Manager is not listed in the list of Key Personnel, but the paragraph below requires "The Program Manager or the

Senior Technical Manager shall be a registered professional engineer" and attachment A identifies the

Program Manager in Key Personnel Qualifications.

Answer: Please see REV 1. The synopsis has been revised. Project Manager was removed and replaced with Program Manager in Criterion 2.

Question 3: Criterion 3 and 7 requirements appear to overlap both requesting "Describe the offeror's corporate quality control program, process, and procedures, and authorities." However, the submittal requirements for Criterion 3 only address submittal of CPARS and PPQs and the submittal requirements for Criterion 7 address in detail the submittal requirements for the quality control program. Is it the governments intent to have Criterion 3 submittal address only CPARS and PPQs and

Criterion 7 address the submittal requirements listed and also the submittal requirements for the following: (1) cost control, quality of work, compliance with performance schedules, and reliability of the firm's quality assurance, quality control, and cost programs. Indicate effectiveness by briefly de scribing internal quality and cost control procedures. Document recent awards and commendations, and other performance evaluations (do not submit copies). (2) Describe the offeror's corporate quality control program, process, and procedures, and authorities assigned to the firm's Quality Control

Manager. The quality control program shall demonstrate knowledge of applicable regulatory requirements related to quality control.

Answer: Please see REV 1. The requirements section for Criterion 3 – Past Performance has been revised in its entirety. Criterion 7 remains unchanged.
