Answer 125: No, that is Government Furnished GSE; additional GSE as required is available for check-out from on base GSE facility.

Question 126: Section of the Request for Proposal: Section C, Annex 1502000. Paragraph: Spec 3. Page number:

133 of 287.Service Orders: Service Order work may include repairs to existing facility assets and equipment as well as newly installed facility assets and equipment, work to facilities and structures located on the installation but not listed in the facilities listing, facilities and equipment that are not maintained through a recurring work schedule or program, labor hour support for non-contract projects, and any work requirements typical to the annexes and sub-annexes contained in this PWS. Service Orders are not limited to work performed on existing facilities, structures and equipment identified in the respective Section J attachments or Spec Items for each Annex. Additional facilities, structures and equipment added during the course of the contract will become part of the service order program at no addition cost to the Government. Samples of required work and historical service workload are proved in J- 1502000-05. Historical data and supporting information provided is intended to illustrate the volume of service orders issued and examples of work that has been performed in the past and is not to be construed as a limiting factor to services ordered and performed in the future.

Based on the verbiage in the PWS, the successful bidder will be responsible for unlimited Service Orders on existing facilities, structures and equipment AND all non-existing (New) facilities, structures, and equipment for the life of the contract. Is this a correct statement?

Does the Service Order Spec Item extend to visiting squadrons equipment while working out of NAFEC?

Answer 126: The contractor is not responsible for unlimited Service Orders. The Historical Data provided an estimate amount of Service Orders the Contractor may expect annually, during the each Option of the contract.

Question 127: Section of the Request for Proposal: Section L, ITO. Can we include Tables in the Technical or are they considered graphics?

Answer 127: Yes.

Question 128: Section of the Request for Proposal: Annex 0501050 – Airfield Facilities. Paragraph: 3.3.4 Ground Support Equipment (GSE). Page number: 44. PWS 3.3.4 Performance Objective state, “N/A”. Is the contractor responsible to provide maintenance on the Grounds Support Equipment?

Answer 128: No. GSE is maintained via another contract.

Question 129: Section of the Request for Proposal: Annex 0501050 – Airfield Facilities. Paragraph: 3.5 Entertainment & Special Event Support Services & J-0501050. Page number: 44. PWS 3.5 states, “Historically there are approximately 5 small events per year.” J-0501050-11 lists 17 tasks that the contractor is required to performance but does list the number of Quantity for each task.

1. Please provide the quantity that the contract is required to perform the tasks listed on J-0501050?

2. Is the “5 small events” included in J-0501050-11 or are the “5 small events” additional requirement from J- 0501050-11?

Answer 129: J-0501050-11 only relates to the air show and food festival. The other 5 small events are in addition to the air show and food festival and a rough order or magnitude and requirements is provided in spec item 3.5 of subject annex.

Question 130: Section of the Request for Proposal: Annex 1700000 – BSVE. Paragraph: Amendment 5 Q&A #85.

Page number: 9. Question # 85 “ Please clarify if the assignment classification code “c” represents “Contractor”.

The Answer #85 states, “ Please see revised J-Attachment 1700000-02.” Amendment #5 did not include a revised J- 1700000-02, will the government please verify if the contractor is allow to utilize the vehicles and equipment classified as “C” on J-1700000-02?

Answer 130: No, "C" is abbreviation for C-Pool.

Question 131: Section of the Request for Proposal: Annex 0501040 Ground Electronics. Paragraph: Spec Item

3.2.1 Trouble Calls for NAALS Equipment i.Page number: 47 of 271. Related paragraph states “During the operating hours 0630-1530, Monday-Friday, a technician must be immediately available by radio contact and able to respond to the location of the trouble call within 15 minutes. If an additional technician with qualifications for the applicable system is required to complete the repair and restore equipment to operation, the technician shall respond within 30 minutes of initial notification.”

Additionally Attachment J-0501040-04 indicates a total 1,962 labor hours for FY 2016. This appears inconsistent with the requirements of NAVAIR 00-80R-124 paragraph 6.1.5 which requires the technician onsite during all hours that the airfield is operating. Additionally, OPNAVINST 5100.23G requires these technicians operate in teams of two.

Will the Government please confirm that these technicians will be required to be present during all operational hours and operate in teams of two, when performing maintenance operations IAW NAVAIR-00-80R-124, paragraphs

6.1.5 and OPNAVINST 5100.23G?

NAVAIR 00-80R-124 shown below: 6.1.5 Ground Electronics Maintenance Watchbill. To enhance technician proficiency and the resultant positive impact on safety of flight, assign ATC maintenance technicians to ATC maintenance billets whenever possible. ATC maintenance technicians should not normally be assigned extended duties outside of their professional specialty. Outside assignments should be limited to essential military duties (OPNAVINST 3721.5 series). Duty Technician(s) assigned air traffic control maintenance responsibilities shall be present anytime the facility is open and available to provide ATC services. Responsibilities include (NAVAIR 00- 80T-114): 1. Keeping ATCF supervisory personnel apprised of equipment status. 2. Confirming controller judgement regarding equipment malfunctions. 3. Authority to recall electronic maintenance personnel qualified to perform corrective maintenance should an after-hour outage adversely impact the fleet support provision capability of the ATCF and the specific technical specialty required to perform corrective maintenance if not a member of the duty section. 4. Responding to remote site (communication site, outlying field, etc.) casualties. 5. Performing other duties as assigned. Working hour limitations in effect for air traffic controllers should be imposed on electronic technicians maintaining ATC-related equipment unless operational requirements dictate otherwise (NAVAIR 00- 08T-114).

Answer 131: Yes, requirements of NAVAIR-00-80R-124 and OPNAVINST 5100.23G apply to this solicitation.

Labor hours for FY2016 appear inconsistent because current contact is operating under CNO waiver that is NOT applicable to this solicitation.

Question 132: Section of the Request for Proposal: Annex 0200000. Paragraph: 2.3.3 Partnering/2.3.3.1 Formal Partnering. Page number: 9-10 of 271. Section states a Partnering Meeting will be at least one day in duration and held at a Government provided facility as designated by the KO.

The contractor shall pay all costs associated with the partnering effort including facilitator, meeting room, and other incidental items. Is it the Government’s expectation that each partnering session after the initial session be facilitated? Every three to six months is a large variance. How many facilitated/non-facilitated partnering sessions does the Government require annually.

Answer 132: Unless there are significant issues, a facilitator is not required for follow-on partnering sessions.

Historically, follow-on sessions are held approximately every 6 months and last for approximately 2 hours.

Anticipate all partnering sessions to be held on the installation.

Question 133: _____________is interested in bidding the BOS for El Centro, solicitation # N6247317R3807. I see there was a site walk when this was still a pre solicitation but I was wondering if there will be another one scheduled now that it is I solicitation? It would be of great help if we could participate in a site visit.

Answer 133: No.

Question 134: Section of the Request for Proposal: ELIN with Rate Disclosure Unpopulated. Paragraph: Grand Total All Period Tab. Page number: Grand Total All Period Tab. Is it acceptable for “Grand Total All Period” summary tab in the ELIN with Rate Disclosure to be modified by the offeror? It appears to be linked to a Pivot Table which no longer exists in this workbook and the table does not allow typing or referencing in the cells. May the offeror recreate the table to look the same but not be connected to a pivot table?

Answer 134: The Unpopulated ELIN Spreadsheet has been revised. Do not populate any other tab except as stated Enter Each ELIN Price here.

Question 135: Section of the Request for Proposal: ELIN with Rate Disclosure Unpopulated. Workbook.

Paragraph: IDIQ Rate Tab. Page number: IDIQ Rates Tab. The government has stated that all IDIQ will be negotiated task orders (Answer 63 from Amendment 0005). On the IDIQ Rates tab in the ELIN with Rate Disclosure workbook, the need for rates (Fringe, Overhead, G&A, and Fee) is understood, but without work statements for the IDIQ that describe the type of work:

1. How should the offeror populate the IDIQ Rates tab with information on ODCs, Equipment and Material, and labor hours to give a realistic breakdown of the costs comprising the potential total of IDIQ work?

2. Is it the government’s intent for the offeror to estimate these elements (labor hours, materials, equipment, and ODCs) for a total of $3,000,000 of work?

3. Would the government consider providing an estimate of materials & equipment for IDIQ for use on this worksheet?

Answer 135:

1. Do not populate any tab other than "Enter Each ELIN Price here".

2. It is not the Government's intent for Offeror to estimate any values for the IDIQ Value. It will be a lump sum negotiated for each IDIQ.

3. No Estimate required for IDIQ. The $3 million is a lump sum not to exceed limit. All IDIQ task orders will be negotiated with the KO.

Question 136: Section of the Request for Proposal: J-L-02. Paragraph: Block 11. Page number: 2. Block 11 lists 9 of the 18 Annexes and requests the contract price of each listed Annex, as well as the percentage of work self-performed for each listed Annex. The last row requests the total and states “Should equal block 4, Final Contract Price”, as well as suggests the percentage of work should equal 100%. Because the provided list is a sampling of work that could be performed on any contract, the total price and percentage cannot equal the full contract price.

Please clarify this requirement.

Answer 136: See revised Attachment J-L-02 Recent, Relevant Experience.

Question 137: Section of the Request for Proposal: Section L. Paragraph: L para : 6(b) and 6(g). Page number:

Section L, Amendment 0003 page 10 and 11. Conflicting instructions for file format. Please clarify which is acceptable: PDF or Microsoft.doc.

Answer 137: See Section L, paragraph 6 (b).

Question 138: Section of the Request for Proposal: Section J-L-02 Recent Relevant Experience. Paragraph: 11.

Page number: 2. 1. Hypothetically, we “Self-Performed” 100% of each relevant Annex, except for pavement clearing that was performed by a subcontractor. 2. In addition to the relevant Annexes, we performed other tasks that are not covered by the Annexes listed. QUESTION: How then, can the Total $ equal the Final Contract Price in Block 4?

Answer 138: See Question and Answer 136 above.

Question 139: Section of the Request for Proposal: Amendment 5 Instructions L. Paragraph: 6 Proposal Format/Submission Requirements; (d)(b) and 6(d)(c). Section L 6 Proposal Format/Submission; (d)(b) states “The proposal shall be submitted in two (2), three-ring binders, not comb-bound. 6(d)(c) states “offeror(s) shall submit proposal copies as follows: 2. Volume #1- Submit (2) two electronic copies and (6) six paper copies in a separate binder (an original and (5) five paper copies). 3. Volume #2- Submit (1) one electronic copy, and (6) six paper copies in a separate binder (an original and (5) five paper copies). However, question 55, Amendment 5, part 2 asks about the requirements for submission in a sealed envelope. Since the price volume is identified as being in Volume #2, the answer to this question of “No. Price Proposal shall be sealed envelope.” is unclear. It is the understanding that the Price Proposal has a requirement for multiple documents and information and that the only sealed item is identified in Tab 3- Financial Questionnaire, Section J, Attachment J-L-04.

Will the Government clarify and de-conflict the instructions regarding Volume #2, Price Proposal? Is it the expectation of the Government to have Volume #2 binders in individual sealed envelopes?

Answer 139: Volume 2 Price Proposal, needs to be in a separate package than Volume 1 Technical Proposal.

Question 140: Section of the Request for Proposal: Section J-L-02. Paragraph: 10 Self-Performed. Page number:

2.10. Percentage of work firm self-performed (see “self-perform” definition) on this project: _______% Provide detailed description of what work your firm self-performed on this project. If performed as subcontractor, provide a detailed description of what work your firm self-performed as a subcontractor on this project.

QUESTION: Please provide the “self-perform” definition, it is not found in the RFP.

Answer 140: Self-performance is defined as work done or being performed by the Offeror proposing under this solicitation.

52.223-11 OZONE-DEPLETING SUBSTANCES AND HIGH GLOBAL WARMING POTENTIAL

HYDROFLUOROCARBONS (JUN 2016)

(a) Definitions. As used in this clause--

Global warming potential means how much a given mass of a chemical contributes to global warming over a given time period compared to the same mass of carbon dioxide. Carbon dioxide's global warming potential is defined as 1.0.

High global warming potential hydrofluorocarbons means any hydrofluorocarbons in a particular end use for which EPA's Significant New Alternatives Policy (SNAP) program has identified other acceptable alternatives that have lower global warming potential. The SNAP list of alternatives is found at 40 CFR part 82, subpart G, with supplemental tables of alternatives available at (http://www.epa.gov/snap/).

Hydrofluorocarbons means compounds that only contain hydrogen, fluorine, and carbon.

Ozone-depleting substance means any substance the Environmental Protection Agency designates in 40 CFR part 82 as--

(1) Class I, including, but not limited to, chlorofluorocarbons, halons, carbon tetrachloride, and methyl chloroform;

or

(2) Class II, including, but not limited to, hydrochlorofluorocarbons.

(b) The Contractor shall label products that contain or are manufactured with ozone-depleting substances in the manner and to the extent required by 42 U.S.C. 7671j (b), (c), (d), and (e) and 40 CFR part 82, subpart E, as follows:

Warning: Contains (or manufactured with, if applicable) *_______, a substance(s) which harm(s) public health and environment by destroying ozone in the upper atmosphere.

* The Contractor shall insert the name of the substance(s).

(c) Reporting. For equipment and appliances that normally each contain 50 or more pounds of hydrofluorocarbons or refrigerant blends containing hydrofluorocarbons, the Contractor shall--

(1) Track on an annual basis, between October 1 and September 30, the amount in pounds of hydrofluorocarbons or refrigerant blends containing hydrofluorocarbons contained in the equipment and appliances delivered to the Government under this contract by--

(i) Type of hydrofluorocarbon (e.g., HFC-134a, HFC-125, R-410A, R-404A, etc.);

(ii) Contract number; and

(iii) Equipment/appliance;

(2) Report that information to the Contracting Officer for FY16 and to www.sam.gov, for FY17 and after--

(i) Annually by November 30 of each year during contract performance; and

(ii) At the end of contract performance.

(d) The Contractor shall refer to EPA's SNAP program (available at http://www.epa.gov/snap) to identify alternatives. The SNAP list of alternatives is found at 40 CFR part 82, subpart G, with supplemental tables available at http://www.epa.gov/snap.

(End of clause)

52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS (MAY 2014)

(a) Definitions. As used in this clause--

Commercially available off-the-shelf (COTS) item—

(1) Means any item of supply (including construction material) that is--

(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);

(ii) Sold in substantial quantities in the commercial marketplace; and

(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and

(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4) such as agricultural products and petroleum products.

Component means an article, material, or supply incorporated directly into a construction material.

Construction material means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site.

Materials purchased directly by the Government are supplies, not construction material.

Cost of components means--

(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or

(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.

Domestic construction material means--

(1) An unmanufactured construction material mined or produced in the United States;

(2) A construction material manufactured in the United States, if--

(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic; or

(ii) The construction material is a COTS item.

Foreign construction material means a construction material other than a domestic construction material.

United States means the 50 States, the District of Columbia, and outlying areas.

(b) Domestic preference.

(1) This clause implements 41 U.S.C. chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for construction material that is a COTS item. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.

(2) This requirement does not apply to information technology that is a commercial item or to the construction materials or components listed by the Government as follows:

(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that

(i) The cost of domestic construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American Act is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent;

(ii) The application of the restriction of the Buy American Act to a particular construction material would be impracticable or inconsistent with the public interest; or

(iii) The construction material is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality.

(c) Request for determination of inapplicability of the Buy American Act. (1)(i) Any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including--

(A) A description of the foreign and domestic construction materials;

(B) Unit of measure;

(C) Quantity;

(D) Price;

(E) Time of delivery or availability;

(F) Location of…
