RFI Questions and Responses

N62473-14-R-0013 AE IDIQ MECHANICAL, ELECTRICAL AND PLUMBING (MEP)

SMALL BUSINESS SET-ASIDE, NAVFAC SW

Question #8: In the RFP, submission requirements state:

A specific project is a single project/function contract or a single task order under an Indefinite Delivery Indefinite Quantity or On-Call type Contract. “Recent” is defined as professional services (100% plans and specifications signed off by an Architect-Engineer and ready for construction with final cost estimate. Does not include any Post Construction Award Support (PCAS)) completed within the past five years prior to the SF330 due date (03/11/2009 or later for purposes of this synopsis).

If a project has completed construction within the last 5 years (3/11/2009 or later), will it be considered recent and acceptable to submit as part of our project experience?

Response #8: If a project has completed construction within the last 5 years (3/11/2009 or later) and the final design was signed off within the last 5 years as well, then the project will be considered recent and acceptable to submit. If for the same project the final design was signed off before 3/11/2009, the project will not be considered and is not acceptable to submit.

Question #9: If the project is signed off within the past five years, but the project is still under construction or waiting to go to construction, is it acceptable to submit as part of our project experience?

Response #9: Acceptable

Question #10: If a project is not signed off yet (final sign off) and it is at 100% design submittal, would this project qualify as part of our experience?

Response #10: Not acceptable

Question #11: In Section F example projects, it asks for the Project Owner and Point of Contact name. If the project is design-build, our point of contact is the contractor, so is it acceptable to list the contractor's name as the point of contact for a project? Please note that we may not have had any interface at all with the government point of contact since we were a sub to the general contractor.

Response #11: Acceptable

Question #12: Can you please confirm that the recent project experience requirement of being within the last 5 years applies to BOTH section E. Resumes and section F. Example Projects?

Response #12: Confirmed

Question #13: On the bottom of page 4 and top of page 5 of the attached (highlighted) – it states: For the proposed team:

“Submit at least one project demonstrating self-performance experience of a complete building retro-commissioning including Mechanical, Electrical and Plumbing systems”.

Would this self-performance experience have to be performed by the prime consultant or could this be by a team member of the proposed team, as we have a specific team member that highly specializes in retro-commissioning.

Response #13: Self-performance refers to the prime A/E proposing on this contract, not to a sub consultant on the prime A/E's team

Question #14: Please confirm if the pages required for Part-II of the SF-330 are to be included in the 30 page submittal limitation. If Part-II is to be a part of the 30 page limitation, please identify what disciplines other than Mechanical and Electrical are required to be included.

Response #14: Part II is not included in Part I’s 30 page limitation.

Question #15: In regards to this job bid, is there a solar portion on this?

Response #15: As indicated in the synopsis "Primary type of projects will include, but is not limited to [...] Solar systems and cogeneration; [...].
