RFI Questions and Responses

N62473-14-R-0013 AE IDIQ MECHANICAL, ELECTRICAL AND PLUMBING (MEP)

SMALL BUSINESS SET-ASIDE, NAVFAC SW

Question #17: Will offerors be considered that do not offer all the services listed but only some? For example we can provide examples showing excellence in New Building Commissioning and Retro-Commissioning, but we do not offer Energy Master Planning nor do we offer Design-Bid-Build (DBB) construction contract packages.

Response #17: All SF 330s will be evaluated to determine the most highly qualified firm based on criterion responses. Please carefully read the solicitation and submit in accordance with the submission requirements.

Question #18: Regarding Response #8: "If a project has completed construction within the last 5 years (3/11/2009 or later) and the final design was signed off within the last 5 years as well, then the project will be considered recent and acceptable to submit."

This makes sense for design work, but may not for commissioning and particularly retro-commissioning. It seems to us that the date "final" design was signed-off on a construction project can have very little do do with commissioning projects, unless you interpret it to mean Final Design of the commissioning or retro-commissioning portion (as opposed to construction).

For example, we are performing Monitoring Based Commissioning on a building that was designed in 2002 and completed construction in 2008. Our contract for MBCx was signed in 2013.

Will this project be unacceptable, because final design was not signed off within the last 5 years?

Response #18: Monitoring Based Commissioning is not under the scope of an AE IDIQ. This type of commissioning would be contracted under a service contract. The commissioning/retro-commissioning under the scope of an AE IDIQ is done in conjunction with the design and then the construction and would not affect the final design date cut-off period.

Question #19: Re: SF 330, Part 1, Section F, 10 Example Projects:

Are each of the ten projects required to reflect both primary and secondary services, or can some of the projects be strictly electrical or mechanical/plumbing services?

Response #19: Each of the ten projects is not required to reflect both primary and secondary services as well as not being required to be both electrical and mechanical/plumbing in its scope.

Overall team experience in the required primary and secondary services in the types of MEP engineering projects listed in the solicitation can be illustrated by a combination of all of the projects submitted.
