RFI Questions and Responses
N62473-14-R-0013 AE IDIQ MECHANICAL, ELECTRICAL AND PLUMBING (MEP)
SMALL BUSINESS SET-ASIDE, NAVFAC SW
Question #2:
Please Refer to the Soln paragraphs below:
Primary A-E services will include, but are not limited to, preparation of Requests for Proposals (RFP) for Design Build (DB) projects; Design-Bid-Build (DBB) construction contract packages (i.e., drawings, specifications, basis of design, design analysis, engineering calculations, cost estimate, etc.); Site Investigations / Studies / Surveys
SF 330, Part 1, Section F, Example Projects, CRITERION 2, SPECIALIZED EXPERIENCE
AND TECHNICAL COMPETENCE:
For the proposed team, submit a maximum of ten (10) specific, recently completed projects with an A-E fee within the task order range identified above, that best illustrate overall team experience in the required primary and secondary services in the types of MEP engineering projects listed above. A specific project is a single project/function contract or a single task order under an Indefinite Delivery Indefinite Quantity or On-Call type Contract. “Recent” is defined as professional services (100% plans and specifications signed off by an Architect-Engineer and ready for construction with final cost estimate.
RFI >>> Are the section F projects to be limited to fully designed plans (ie Design Bid Build) or can the “projects” include preparation of 100% completed Design Build RFPs and /or Engineering Studies such as listed in the Scope of Primary Services ?
Response #2:
Section F projects are not limited to fully designed plans (i.e. Design Bid Build). Section F projects shall be recently completed projects with an A-E fee within the task order range identified, that best illustrate overall team experience in the required primary and secondary services in the types of MEP engineering projects listed. Preparation of 100% completed Design Build RFPs and /or Engineering Studies are listed as part of those primary services.
Question #3:
Would you please let me know if two firms can team up and corroborate for this RFQ?
Response #3:
Teams can be comprised of Prime and Subcontractor(s) as shown in Section C of the SF 330.
You may want to contact the Small Business Administration (SBA) for more information on Joint Venture Partnerships.
Question #4:
The sentence: “The prime A-E firm shall have on staff a minimum of one Registered Mechanical and one Registered Electrical Engineers to perform the work anticipated under this contract.”
Does this mean that a purely mechanical firm (all registered mechanical engineers) and a purely electrical firm (all registered electrical engineers) team together on this solicitation, that they will not meet this requirement since the registered electrical and mechanical engineers aren’t at the same firm?
Response #4:
If the prime offeror is a Joint Venture (JV) and the contract with NAVFAC will be with this JV, then a purely mechanical firm and a purely electrical firm JV partnership would meet the requirement. Ensure that you follow the JV requirements specified in the synopsis.
Question #5:
As a follow up, If the condition below (above Question #4) is in fact a requirement, would a Joint Venture between a purely mechanical firm (all registered mechanical engineers) and a purely electrical firm (all registered electrical engineers) solve that issue?
Response #5:
A Joint Venture between a purely mechanical firm (all registered mechanical engineers) and a purely electrical firm (all registered electrical engineers) would meet the requirement.
Question #6:
Does the "team" require both a mechanical registered and electrical registered engineer or the "firm".
Response #6:
The firm, as the synopsis states "The prime A-E firm shall have on staff a minimum of one Registered Mechanical and one Registered Electrical Engineers to perform the work anticipated under this contract.
Question #7:
I have a question on the PPQ and ACASS. Can you please explain what the ACASS evaluation is, and is there somewhere that we can check to see if there is an evaluation available? Also, I just wanted to confirm that if we are not able to provide a ACASS evaluation or PPQ form that the first page of the PPQ form will be sufficient. We were the subconsultant for most of our projects that we will be submitting, and might have difficulty obtaining these evaluations.
Response #7:
An ACASS evaluation is a Performance Evaluation for Architect-Engineer (DD Form 2631).
This form is completed by a government agency evaluating a contractor’s performance on a contract. ACASS Evaluations are stored in the government’s Past Performance Information Retrieval System (PPIRS) at http://www.ppirs.gov/. Contractors may view only their own data.
The first page of the PPQ form (with required information filled in) is sufficient if you do not have an ACASS Evaluation or are not able to provide a completed PPQ from a client for a project before the response date.
