CR MASC Q&A #1- RFP# N62473-13-R-4804
QUESTIONS AND ANSWERS #1 FOR SOLICITATION N62473-13-R-4804
The following are Contractor Questions and the Government’s Answers for Solicitation N62473-13-R-4804:
1. Question: When is the last day to submit questions?
Answer: The last day to submit questions is the closing date and time of the solicitation. However, contractors should submit questions in sufficient time to allow for the Government response.
2. Question: Although the FedBizOpps notice clearly states that this is a small business set-aside, the solicitation cover sheet (Form 33) has no information regarding small business set-aside. Confirm that this is a small business set-aside.
Answer: As provided in FAR Clause 52.219-6 Notice of Total Small Business Set-Aside (NOV 2011) on page 60, this Solicitation is set-aside for small businesses.
3. Question: Factor 1 (page 80 of 94), Corporate Experience, requires the submission of RFP attachment 1, Project Data Sheet. Factor 5, Past Performance (page 86 of 94), requires the submission of CPARS and/or PPQs to show past performance. Should we assume that these should be different sets of projects? Or should we provide past performance data for the projects submitted for Corporate Experience?
Answer: No, a different set of projects is not required. Per Factor 5 - Past Performance on page 84, Completed CPARS should be submitted if they are available. If completed CPARS are available for projects submitted for Factor 1 - Corporate Experience, they may be included in the submittal for Factor 5 - Past Performance.
4. Question: Section 5252.125-9300, Content of Proposals, item (a) states that no pricing information should be included in the technical proposal save salary information provided on resumes. Is there some direction on the type of salary information to be included?
Answer: Salary information is not required.
5. Question: In section “L3, JOINT VENTURE, TEAMING/PARTNERING AND MAJOR SUBCONTRACT AGREEEMENTS” on page 85 of 94 of the solicitation, it states to submit signed letters of commitment from the subcontractors. Could you please tell me where these letters should be placed in the submittal, and what the page limit is?.
Answer: As provided on page 79 of the Solicitation, proposed legally binding subcontracting agreement, teaming agreement, partnering agreement, or joint venture agreement (If applicable), shall be included in Volume #1, Factor 1- Corporate Experience, TAB B.
6. Question: Is the information on pg. 86, section (2), to be provided in the cover letter, or is an additional first page required?
Answer: This information shall be included in the first page of the offeror’s proposal as provided in FAR Clause 52.215-1 Instructions to Offerors-- Competitive Acquisition (JAN 2004).
9. Question: Page 80 of the RFP states: "f. For purposes of this evaluation, a project is defined as: 1) Work performed for a federal agency and meeting at least one of the three requirements in Paragraphs b, c, and/or d below:" The paragraphs below are labeled as Nos. 2, 3, and 4. Should we assume that this is a typo and “Paragraphs b, c, and/or d” actually refers to Paragraphs 2, 3, and 4?
Answer: Paragraph f , 1) has been corrected to read: “Work performed for a federal agency and meeting at least one of the four requirements in Paragraphs 2), 3), 4) and/or 5) below:” in Amendment 01.
11. Question: Factor 4 - Safety, as described on page 83 of the RFP, includes three sub-factors, two of which won't require more than one page each (OSHA rates) and one of which is limited to one page, yet the entire factor is limited to five pages. There seem to be two superfluous pages in the allowance. Is there an error here?
Answer: Factor 4 - Safety, paragraph c. Technical Approach to Safety, has been updated to delete the following sentence: The Safety narrative shall be limited to one page. The total page limitation for this factor remains unchanged.
12. Question: The RFP states that Key Personnel will be employees of the Prime Contractor. If the Prime Contractor executes a legally-binding Joint Venture, may the Key Personnel be employees of another firm in the Joint Venture?
Answer: No, per Annex 2, Spec Item 2.6.3.1, Key Personnel shall be employees of the prime contractor.
13. Question: Are all companies in a Joint Venture required to be Small Businesses?
Answer: For this solicitation, Joint Ventures must meet the Total Small Business Set-Aside Size Standards for the applicable NAICS Code and the Small Business definition in FAR Clause 52.219-6.
14. Question: Is Health and Safety documentation required for major subcontractors? Or does this pertain only to the prime contractor?
Answer: Health and Safety Documentation is required per solicitation Factor 4- Safety on page 83.
15. Question: May a proposed key personnel be presented to fill more than one of the four key personnel positions?
Answer: Yes, key personnel may fill more than one of the four key personnel positions. Each “Key Personnel Qualification Sheet” must specifically address the proposed key personnel’s qualifications for each distinct role. The key personnel are limited to no more than 2 key personnel roles.
16. Question: On pg. 7 of the RFP (Cell 1.9 of General requirements) it states: The Contractor shall provide proof of this recent experience as well as current and past cultural resource permits including Archaeological Resources Protection Act (ARPA) permits and any state project specific and blanket permits (see Section L). There is no corresponding section in Section L that refers to providing permits. Where would these be inserted into the response?
Answer: This language has been removed from Spec Item 1.9 by this amendment of the solicitation.
17. Question: The requirements for the Technical Approach for Safety on page 83 of the RFP seem to focus solely on subcontractors. Is this the only thing to be addressed in this section? Or should we include the prime's general safety plan as well?
Answer: Contractors must provide the submittal requirements as instructed in Section L, Factor 4 - Safety.
18. Question: Should we correct formula errors on the spreadsheet (Exhibits A through E) and fix them as we encounter them, or should we wait until NAVFAC has reviewed and corrected the Price Proposal Spreadsheets?
Answer: Yes; correct any formula errors encountered on the Price Proposal Spreadsheet, (Exhibits A through E).
