CR MASC Q&A #2 - RFP#N62473-13-R-4804 Amend 0002
QUESTIONS AND ANSWERS #2
FOR SOLICITATION N62473-13-R-4804, AMENDMENT 0002
The following are Contractor Questions and the Government’s Answers for Solicitation N62473-13-R-4804 (Note: The Numbering is based on the number assigned to the question):
8. Question: Section L (page 80 of the RFP) requires that certain information be included in the Project Data Sheets for which the sheet has no fields—namely, name and address; contract/task order type; address of procuring organization; technical or program manager's name, phone number, and e-mail address; project dollars; amount added by modification; and name, phone number, and e-mail address of the point of contact for the prime contractor. Should we simply add these fields to the form in MS Word? Or should we ignore these requirements?
Answer: RFP Attachment 1, Project Data Sheets have been updated to reflect the requirements listed in Section L for Project Data Sheets. See Amendment 0002, RFP Attachment 1- Project Data Sheet-REV1, AMEND 0002.
10. Question: Page 81 of the RFP requires that we provide “other experience that qualifies the individual for this key position”, but there is no corresponding field for this in the Key Personnel Qualifications Sheet. Can we add a field for this information?
Answer: The RFP Attachment 2, Key Personnel Qualifications Sheet has been updated. See Amendment 0002, RFP Attachment 1- Project Data Sheet-REV1, AMEND 0002.
19. Question: Page 92, Section M - Evaluation Factors for Award, Factor 1, Sections 3 and 4:
Does this mean we select a minimum (or a maximum) of four (4) from the list? Can we select projects that involve more than one (1) type of cultural resource experience?
Answer: Offerors shall provide four (4) projects. Offerors select the project(s) for their proposal.
20. Question: For the ELINs pertaining to Archaeological Evaluation and Eligibility, (ELIN A025 through A040, Annex 18.4.3.*), the description of required tasks includes report preparation. However, there is another set of ELINs (ELINs A041 through A045, Annex 18.4.3.17.*) for cost of reports for Archaeological Evaluation and Eligibility. Therefore, does the cost of the report need to be included in ELINs A025 through A040?
Answer: Annex 18, Spec Item 18.4.3 on page 20 has been revised. See Amend 0002, RFP Attachment 5 - Annex 18 4 REV1.
21. Question: In pricing travel, are there particular regions the work will occur within that costs should be based upon? I know in previous NAVFAC solicitations, travel has been based upon particular geographic areas, which has been very helpful to prepare the costs. Is any such similar information available for this solicitation in order to inform on the distances we may need to travel to perform fieldwork?
Answer: Annex 18.4, Spec. Item 18.4.10.1 provides the travel zone locations.
22. Question: Specification Item 18.4.1.A (Archaeological Survey Only) states that archaeological survey only is an archaeological survey process that includes a records and literature search and field survey, but without site recordation (emphasis added). Spec Item
18.4.1.1 (Archaeological Survey Only - Very Small) specifies in Section A.2 (Site Documentation) that in lieu of preparing the full suite of required site forms, that for California, the contractor shall provide primary forms (DPR 523 series) and that these records will be tabulated in the archaeological survey report. The performance standard for Spec Item 18.4.1.1 is silent on whether DPR forms are required to be submitted. Spec Item 18.4.1.2 through 18.4.1.5 refer the respondent back to 18.4.1.1 for survey requirements. Is the creation of primary forms (DPR 523) required as part of Spec Items 18.4.1.1 through 18.4.1.5 for survey taking place n California?
Answer: Archaeological Survey Only (Spec Item 18.4.1.1 through Spec Item 18.4.1.5) requires the preparation of a primary form (DPR 523 series) or other state equivalent.
