CR MASC Q&A #4 - RFP#N62473-13-R-4804
QUESTIONS AND ANSWERS #4
FOR SOLICITATION N62473-13-R-4804
The following are Contractor Questions and the Government’s Answers for Solicitation N62473-13-R-4804
25. Question: We note that Amendment 0004 contains Attachment 1 and Attachment 2 forms which are identical to the attachments issued with the original RFP, but which differ from the same attachments later issued with Amendment 002.
Answer: The original solicitation and previous amendments (and attachments) were posted through the Navy Electronic Business Opportunities website known as NECO. The NECO website (at www.navy.neco.mil) is currently down. All solicitation/synopsis documents previously posted to NECO were posted in FEDBIZOPPS with Amendment 0004.
26. Question: In reference to Question above, we have noted that the following text was added in the first paragraph of the Performance Objective section of Spec Item 18.4.3 in Amendment 2, (Reports will be ordered separately when required, e.g. ELINS A041-A045). Does this mean that Amendment 4 supersedes all previous changes made in Amendments 1 and 2?
Answer: Yes.
27. Question: Attachment 5, Annex 18 Amendment 0004, "Update", contains blue highlighted changes for some of the Spec Items (e.g. Spec 4.10.2). We note that in Spec Item 18.4.0, under Performance Objectives, blue highlighted text is present indicating a change. However the following paragraph immediately below appears to be new in its entirety and differs from that in Annex 18.4.0 in the original RFP. Are there other changes, perhaps not highlighted, that we should be aware of?
Answer: Offerors are responsible for reviewing and understanding the content of all solicitation documents, including amendments and attachments, prior to submitting their proposals.
28. Question: A Q&A #3 was also included on the FEDBIZOpps solicitation site for this RFP that was issued on August 15th. In this document, Question 25 asks whether the closing date will be extended and the Response was, Yes. Is this correct, and if so, what is the new submittal date?
Answer: The closing date is extended with this amendment 0005, from August 27, 2013 to September 10, 2013.
29. Question: Do we need to submit teaming agreements from our team members and, if so, what is meant by a "legally binding" document?
Answer: Offerors are referred to Section L, Clause L3 Joint Venture, Teaming/Partnering and Major Subcontract Agreements for teaming agreement instructions and submittal requirements. Generally speaking, legally binding means agreements between parties that are legally enforceable. Offerors are referred to their counsel for legal guidance.
30. Question: Do we need to submit subcontracting agreements with our specialist subs such as radiocarbon dating, micro and macrobotancial analyses, etc?
Answer: Offerors are referred to Section L, Clause L3 Joint Venture, Teaming/Partnering and Major Subcontract Agreements for subcontracting agreement instructions and submittal requirements.
