About this file

This is Amendment 0003 to solicitation N6247026R0005, issued by NAVFACSYSCOM ATLANTIC on February 12, 2026, extending the proposal submission deadline from February 19, 2026 to February 26, 2026. The amendment provides responses to 114 pre-proposal inquiries (PPIs 57-114 and a revised response to PPI 10), solicitation revisions, updated drawings and specifications, and clarifications on project requirements. Key substantive changes include: (1) confirmation that the contract completion time with all options exercised is 1,460 calendar days rather than 1,480 days; (2) clarification that failure to submit a complete Price Proposal Form using the most recent amendment version constitutes a material deficiency making proposals ineligible for award; (3) a revised cutoff date of February 13, 2026 for responding to pre-proposal inquiries; and (4) updated concrete strength requirements for magazine construction (5,000 psi minimum for Box H and MSM magazines at 28 days per drawing S-001). The solicitation concerns construction of military storage magazines, including cast-in-place concrete structures, blast-resistant doors, electrical systems, telecommunications infrastructure, and related facilities at a U.S. Navy installation in Italy.

The amendment addresses numerous technical inquiries regarding manhole specifications, special inspector certifications, project scheduling requirements, performance guarantees, electrical panel locations, telecommunications systems, fire protection design, commissioning authority responsibilities, and asbestos remediation. Notably, the Government confirmed that European equivalents for NAVFAC-certified prefabricated manholes and Italian-certified inspectors may not be granted as variance requests post-award; however, offerors may submit such requests. The amendment clarifies that the contractor must provide a commissioning authority independent of quality control functions and must support government acceptance activities including Duct Air Leakage Testing (DALT) at no additional cost. Updated drawings include electrical feeder schedules and typical details for the AROS building. The contract is structured as a firm fixed-price award with base CLIN 0001 and optional CLINs 0002-0006 awardable within 365 days of contract award.

10. Inquiry: Regarding manholes and their installations—including minimum manhole dimensions, whether NAVFAC-certified prefabricated manholes are mandatory or if European equivalents are acceptable, and whether the use of warning tapes and road reinstatement should comply with US or Italian standards—clarification is requested.

REVISED Response: Previous response to this Inquiry was incorrect. Propose in accordance with Specification 33 40 00. While a variance request to substitute European equivalents that meet the minimum requirements of the drawings and specifications may be submitted during construction, variance requests may not be granted.

57. Inquiry: With reference to Attachment E_P111_SPC, Sec. 01 45 35, Para. 1.5, Special Inspectors are required to be certified according to U.S. standards (e.g., ICC, AWS, NICET, ACI, UL, FM, AWCI, AABC). Could the Govt please confirm if the GC can provide consultant with italian certification?

Response: Propose in accordance with the standards identified in Specification Section 01 45 35, Para. 1.5. While the contractor may submit a variance request for the use of Italian certified Inspectors post-award, variance requests may not be granted.

58. Inquiry: With reference to the solicitation regarding the Construction experience (Non price factors - Factor 1), could you please confirm that the date of completion of a project can be the date of obtaining a Takingover Certificate for that project.

Response: As stated in the solicitation under Factor 1, “Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP.”

59. Inquiry: With reference to the site visit held on 19-Dec-2025, we would like to know whether is it possible to build a new access gate on the road that runs alongside the US Base perimeter that would provide GC an alternative access to the construction site.

Response: Refer to drawing sheet C-003 for site access location(s).

Inquiry: Section 1.1.5 states that the contract completion time for the Base Bid is 1,080 calendar days, and if Options are awarded, the work shall be ready for use no later than 1,460 calendar days after Notice to Proceed. However, the Line Item Notes indicate that if Options are exercised, the contract completion date remains 1,480 calendar days after award of the contract.

Please confirm: What is the correct overall contract completion time if all Options (CLINs 0002– 0006) are exercised?

Response: If all options are exercised, the correct completion time is 1,460 calendar days. See Solicitation revisions as detailed below.

77. Inquiry: The solicitation’s minimum past performance requirement references experience with cast-in-place reinforced concrete construction but does not expressly address blast-resistant door system installation/integration. Since the cast-in-place concrete structure and the blast resistant doors are an integrated system, shouldn't the past performance minimum requirement include experience furnishing, installing, and integrating blast-resistant door systems with reinforced concrete structures?

Response: This question appears directed at Factor 1 Construction Experience requirements, not Factor 4 Past Performance, and our response is directed accordingly. The Government declines to revise Factor 1 at this time. If the Offeror has specific experience with the integrated system required it is the Offeror’s discretion to include it in their proposal to demonstrate experience with a relevant project “similar in size, scope, and complexity to the RFP.”

78. Inquiry: The current proposal due date is established as 20 January 2026.

Considering the complexity of the scope of work, coordination with Italian regulatory requirements, and the time needed to receive complete subcontractor quotations, please confirm whether the Government intends to extend the proposal submission deadline in order to allow Offerors to submit complete, compliant, and competitive proposals.
