Issues of method.

The identification of preventive and protective measures related to different phases and specific work is designed according to the inverted pyramid scheme of the hierarchy of control. This is a methodological approach that identifies the prominent role of safety measures of a collective nature over those intended for individual workers.

Figure 1 The pyramid applied to security measures to security measures.

Methodology for risk assessment

The methodology followed for risk identification was:

1. Identify any operational batches;

2. Within each of the operational batches, identify the workings

3. For each process, identify the risks.

The hazards were then analyzed with reference to the environmental context, the simultaneous and/or successive presence of different companies and/or different works

(see the work program in Appendix 2) and any related hazards.

For each processing step, the relevant analysis sheet shown in Section C.3 was prepared.

This contains:

• the description of the processing

• the significant aspects of the environmental context

• risk analysis

• The coordination actions and security measures

• the specific contents of the SOP

• The risk estimate referring to the processing.

Risk estimation is based on an index ranging from 1 to 3, obtained by taking into account both the severity of the damage and the probability of such damage occurring. This index increases as the risk increases and is associated with the following assessments:

Estim ate

Meaning

1 the risk is low: this is a situation in which any accident rarely causes significant damage.

2 the risk is medium: this is a situation in which due care is needed to comply with legislative obligations and the requirements of this plan.

3 the risk is high: this is a situation that for reasons specific to the worksite or workmanship requires the utmost effort and attention

For the purpose of the project, language barriers are to be considered as possible reasons for risk. The presence of language mediators, i.e., people who can effectively exchange information in

Italian and English, is considered an effective risk prevention measure. The contractor will use its own representatives at the worksite with written and verbal communication skills adequate to perform the language mediator function.

B ENVIRONMENTAL CONTEXT AND RISKS ASSOCIATED WITH THE

EXTERNAL ENVIRONMENT

B.1CHARACTERISTICS OF THE SITE AREA

The construction site that is the subject of this plan is located within the Sigonella Air Base, in an operational area in the vicinity of the area known as the Nas Sigonella Weapons Area. Therefore, the urban setting is not relevant to the design choices because the intervention is implemented according to purposes and aims that are beyond the usual planning criteria.

Figure 2 - Location of the base in the territory.

Within the air base, the road infrastructure adjacent to the site is of an urban nature with limited traffic. The infrastructure and buildings are obviously intended for defense functions, particularly related to the airport nature of the base. Flight, operational support, and technical-administrative functions are intensive in the 8:00 a.m. to 5:00 p.m. time slot, and semi-intensive in the 5:00 p.m.

to 8:00 a.m. time slot, due to the effect of the different composition of the civilian and military active population. It is noted that the base hosts urban character services for U.S. civilians that intensify the interconnection of functions in the daytime time slot. The site evacuation plan by the contractor's RSPP will be prepared taking into consideration the highlighted features.

The works under the project are in an area called Nas Sigonella Weapons Area.

Figure 3 - Narrow scope of the project.

It will be the responsibility of the contractor to take into account any special measures to reduce interference risks with special regard to operational phases carried out under special environmental and climatic conditions.

B1.1 ASSESSMENT REGARDING THE CLEARANCE OF ORDNANCE

UXO Risk Assesment

Following the comprehensive UXO Risk Assessment procedure carried out in the area designated for the project, in accordance with the Italian law T.U.S.81/2008 – Legge n.177/2012, art.1, c.1 and developed according to operational procedures codified by the Linee Guida Sicurezza C.N.I.

currently valid for the subject (2017-2018), the project site falls under the following two categories:

• “Generally acceptable” UXO Risk, in the case of excavation works foreseen in anthropic earth layers already subject to previous excavation and/or earthworks and/or areas where UXO remediation has already been performed in the post-war period, to the depth subject to previous excavation and/or earthworks and/or to the depth analyzed via geophysical investigation (investigation conducted by L&R in November 2020 to -

3.00m below present grade) and/or beyond the maximum depth ballistically compatible for historically documented heavy ordnance (-5.00 below present grade for the war period examined). This scenario applies to the project areas where excavation and/or foundation works are foreseen within a depth of -3.00 below present grade.

• “Generally un-acceptable” UXO Risk in the case of excavation works foreseen in natural earth and/or earth layers not subject to previous excavation and/or earthworks and/or areas where UXO remediation has not already been performed in the post-war period, beyond the depth analyzed via geophysical investigation (investigation conducted by

L&R in November 2020 to -3.00m below present grade), within the maximum depth ballistically compatible for historically documented heavy ordnance (-5.00 below present grade for the war period examined). This scenario applies to the project areas where deep foundation works are foreseen (Magazine Type D and MSM foundations

– estimated surface area: 6,000.00 sqm)

Considering the level of UXO risk associated to the types of excavation foreseen in the design, the following safety procedures shall be applied:

“Detailed” operational emergency procedure: to be applied in all areas of the construction site, in the case of an unexpected, chance finding of residual war ordnance and consisting in the activation of an “unexpected ordnance remediation” procedure involving the immediate suspension of excavation works, signaling of the event to the competent and previously identified Military

Administration, and final intervention for the deactivation or destruction in-situ, via the competent ministerial authority.

“Preventive” operational procedure: to be applied in the “Generally un-acceptable”

UXO Risk areas as a conventional and preventive safety measure and consisting in the preliminary activation of a “systematic earth ordnance remediation” procedure and of an administrative procedure for the release of the Binding Indications of the competent Military Administration, in this case represented by the 10° Reparto Infrastrutture Ufficio Bcm di Napoli.

It is deemed necessary to carry out the deep remediation works in the areas where the risk related to UXO is not acceptable since the foundation to be built (foundation piles with a diameter of 120 cm and a depth of 30 meters and foundation slab) are going to affect deep layers that cannot be investigated by a geophysics survey.

It is prescribed that this investigation should be carried out prior to the execution of any work involving the foundations of the various buildings covered by this Safety Plan.

Cost Estimate for Sistematic Earth Remediation

The unit prices of reference applied in this technical specification have been extracted form the official national pricing index “Anas Gruppo Ferrovie dello Stato 2023”, section “Prove Indagini e Monitoraggio”, item IG.06 “Bonifica Ordigni Bellici”, with the following conditions:

• The “systematic earth ordnance remediation”, as defined by the safety guidelines, represents a working cost which may be inserted within the general cost schedule for the project amidst the funds available to the administration (Part B), except where problems persist related to permission for access, occupation, servitude or work;

• The voices in the price list of the “systematic earth ordnance remediation” do not include the safety costs which must, according to the T.U.S. 81/2008, be calculated within the safety measures for the works;

• Conventionally, the items of the price list for the “systematic earth ordnance remediation” are calculated including in the general tariff a 15% factor for general costs and a standard 10% factor for contractor profits. In the safety costs, on the other hand, only the marginal factor related to the general costs;

• The rental costs for the mechanical equipment necessary for the “systematic earth ordnance remediation” are valid for the usual equipment foreseen to be used by the contractor, thus including rental w/operator, amortization, workers’ costs, fuel, lubricants, insurance and other relative obligations.

B.2 ACUSTIC ZONING OF THE AREAS OF INTERVENTION.

For the construction site under consideration, the expected sound pressure level is around the value of 80-85 dBA, induced particularly by aircraft taking off. Accurate and additional measurements can be agreed with the CO and will be the responsibility of the contractor. It is ordered that the personnel present at the construction site have mandatory hearing protectors and earphones, which may be used in combined form for more effective protection.

No work is expected to be performed during night hours. The contractor may request any derogation from limits and hours from the Principal. Data on noise emission limits will be duly evaluated by the contractor's RSPP when preparing the SOP with regard to noise from machinery, vehicles and equipment in order to adequately define hearing protection measures for site personnel.

Depending on regulatory aspects, it is necessary to apply precise noise risk prevention rules aimed at reducing exposure levels in work on machinery, plant and equipment and protecting workers. Operations and activities that take place in yards and underboards are often characterized by noise emissions. The use of headphones is essential, particularly in the following cases.

• In all activities performed in areas close to aircraft movement;

• When loading systems and conveyor belts are in operation during aircraft arrival and departure operations

• During special tests of aircraft engines.

• In the presence of mechanical work for vehicle maintenance

• The behavioral safety rules are essentially as follows.

• Do not stand near noisy sources

• Always wear noise-isolating headphones on the runway, underway, and in areas where noise hazard exposure conditions occur

• During the performance of work, it is essential to limit noise emissions to the minimum necessary

• Report to the immediate supervisor malfunctions of plant, machinery, equipment and abatement systems that may cause the environmental noise level to increase

• Always comply with mandatory signs for use of hearing protectors

B.3 GEOLOGICAL, MORPHOLOGICAL AND SEISMIC CHARACTERISTICS

OF THE TERRAIN

It will be the responsibility of the contractor to select and prepare the necessary measures to prevent landslides and uncontrolled subsidence. These will be reported punctually in the SOP.

Measures to protect workers in the event of a seismic event will be provided by the contractor's

RSPP.

It is noted that excavation permits are issued by the CO. Any earthmoving activities are precluded in the absence of such a permit.

Geological soil characterization is part of the final/executive design documentation prepared for the management of the tender.

B.4 SPATIAL AND LOCAL HYDROLOGY AND METEOROLOGY

No significant weather events are expected a priori. In case of exceptional events all work should be suspended.

Significant weather events are normally pre-announced by the bilingual warning system activated by the Command offices at the air base. Workers will be able to refer to these notices and will follow the indications thus received regarding the possible suspension of work or the need to find shelter. In the event of high winds, personnel will abandon workstations placed in cover or on elevated and unanchored platforms. All lifting and moving of materials and equipment will be suspended immediately.

Appropriate safety measures will be put in place to prevent the spillage of debris during the removal of tanks, pipes and plant systems. Precautions will be taken to prevent the spillage of toxic substances or hydrocarbons within the construction site. Tanks will be equipped with secondary containment systems. Containment systems with temporary dams will be available at the construction site. In the event of spills of fuels and substances potentially hazardous to personnel or the environment, the DTC will immediately notify the CO, DL and CSE. In the case of spills

(occurring during production operations) that result in soil contamination, the cost of excavation, material removal, remediation and restoration will be borne by the contractor.

B.5 OVERHEAD LINES AND UNDERGROUND PIPELINES

In conducting works borne by underground infrastructure, the DL and CSE will be duly informed in order to prepare measures to ensure maximum safety inside and outside the construction site, and to minimize inconvenience to third parties working in the surrounding areas.

It will be the responsibility of the contractor to carry out the necessary checks and draw up a graphic mapping of all overhead power lines, including those not necessarily in the vicinity of the construction site, in order to avoid electrocution risks from interference with machinery and equipment. The related safety measures will be determined at the total expense of the contractor, in consultation with the base's electrical systems maintenance department.

It is noted that existing indications of infrastructure networks within the base are not reliable.

The use of magnetic scanning systems by the contractor is strongly recommended.

The company will have to before starting the work:

• Carefully consult the sub-services reporting tables and directions provided by the relevant offices at the Sigonella base.

The enterprise shall during the work:

• report any subservices present on site in advance by requesting site inspections from the utilities within the base or the relevant offices in the field; if appropriate, arrange for more detailed mapping and surveys, prior to starting work;

• Proceed with caution during excavation, including hand digging where necessary;

• protect the networks present, particularly utility connections, and the excavations themselves (if there is a danger of subsidence);

• Ensure safe distance from overhead power lines, especially when operating the excavator and unloading/loading materials. In case it is not possible to ensure said safety distance:

− Ask the operating agencies in good time for the line to be protected or temporarily taken out of service;

Preventive and protective measures:

• On-site signaling of existing underground utilities;

• Implementation of surveys.

Coordination measures:

• Verification as to the application of the provisions of the preceding points is the responsibility of the site manager and, during site inspections, the execution coordinator;

• in case the intervention of other firms is required for the relocation/reconstruction of underground utilities, the contractor of the work in question will notify the execution coordinator in advance;

• the contractor will follow the precise instructions given by the utility moving company, to which it will provide assistance, and the coordinator's instructions;

• the employer of each contractor is responsible for making his workers aware, before the start of the work, of the contents stipulated in this SSC and SOP. In addition, all workers employed must possess skills and experience according to the work to be performed and be aware of the correct application of procedures in the various work phases.

It remains the responsibility of the contractor, however, to make contact with the managing bodies of such subsurface works before making any kind of modification on such works.

It will be the responsibility of the contractor to verify the presence of Telecom, ENEL, gas, waterworks, sewer and street lighting underground utilities in the section where work will be carried out. The presence of buried conduits will have to be carefully verified by the contractor who, before proceeding with the excavations, will have to make contact with the personnel of the managing bodies or the competent offices present within the base in order to have them visit the work site, identify the lines or conduits and provide useful information to avoid damage to the services and the consequent risk to the operators. An excavation permit should always be obtained before any excavation operation is carried out . The utility company's technicians or the relevant base offices should also give instructions on prompt action in case of accidental damage. In case of the presence of conduits even if they are not marked, operators should carry out excavation operations by hand with extreme caution. In the event that a network is detected, before the start of operations, the track will be appropriately marked. Excavations or tracks in the vicinity of pipes or lines will be carried out with the assistance of a person to verify the position of the pipe. It is the obligation of the Contractor to arrange for its workmen to use the utmost diligence and circumspection in order to prevent damage to the workmen and the services themselves.

Before the activities begin, a reconnaissance of the workplaces must be carried ou t in order to identify the possible existence of underground power lines, including those in preparation, and to establish the appropriate precautions to avoid possible direct or indirect contact with live elements. It is also recalled, in compliance with Art. 83 paragraphs 1 and 2 of Legislative Decree No. 81 of 9/04/2008 that:

• Work may not be carried out near power lines or electrical installations with unprotected live parts, or which due to special circumstances are to be considered insufficiently protected, and in any case at distances less than the limits in Table 1 of ANNEX IX, unless suitable organizational and procedural arrangements are made to protect workers from the resulting risks.

• Provisions contained in relevant good engineering regulations shall be considered suitable for the purposes of paragraph 1.

Table 1 - Safety distances from active parts of unprotected or insufficiently protected power lines and electrical installations (Tab. 1 Annex IX)

The SOP should indicate the operating procedures adopted for working in the vicinity of overhead lines and/or underground utilities or other buried lines. In special but not uncommon cases, there may be a need to work even for short periods in locations wi th the presence of live bare power lines, which cannot be moved; in these cases, temporary deactivation of the lines must be requested and agreed upon with the managing entity of the power lines present within the base. The decommissioning must be declared and documented by the managing entity, with precise definition of the date and times at which this takes place. However, it is necessary for the company to verify the actual decommissioning prior to the intervention. Workers must know exactly the time lim its for decommissioning, as well as any initial and continued verification procedures. In the case of the presence of protected power lines, the integrity and adequacy of the protections along the entire line must still be carefully verified in advance. It should be noted that in the case of suspected presence of underground utilities, it will be necessary to contact the relevant agencies to identify the characteristics and location of power, gas, water, etc. lines.

B.6 SECURITY AND EXTERNAL EMERGENCIES

The site is subject to the authority of the CO, US Air Foce, and the Italian Air Force. These entities are granted the authority to issue orders for abandonment of the production site or immediate cessation of activities. Such interruptions may be motivated by security requirements, special contractual conditions, the performance of tactical activities, or to actual emergencies. In the aforementioned cases, personnel present in various capacities within the work site must leave the operational area as soon as possible. Exodus will take place in an orderly manner after properly trained supervisors from the contracting company have secured the main equipment: lifting equipment, machinery, devices connected to electrical grids, gas cylinders and energy sources potentially exposed to fire or explosion hazards.

The contractor will develop an emergency management plan and evacuation arrangements. The basic elements of the plan are summarized below.

• Organizing relations with relevant public services on first aid, rescue, firefighting and emergency management.

• Designation of workers in charge of implementing fire prevention, rescue and first aid measures.

• Preparation of information about available protective measures and behaviors to be taken in case of serious and immediate danger.

• Scheduling the necessary actions, measures and instructions so that workers, in case of serious and immediate danger, can cease their activity and get to safety, leaving the workplace immediately.

• Taking necessary measures so that any worker, in case of serious and immediate danger, can take appropriate measures to avoid the consequences of such danger.

The emergency plan will also consist of readily readable graphics containing information about escape routes, assembly points, location of fire-fighting facilities, location of first aid equipment, how to notify the public services of an emergency, and location of telephones.

Extinguishing means will be set up according to the expected risks and the technical and dimensional characteristics of the construction site area. The function of coordination and harmonization of company policies to be carried out by the contracting company towards other companies and self-employed workers in charge of subcontracted works appears essential. The

CSE assumes a guiding and supporting role in this regard. The contractor, through the RSPP and

DTC and in consultation with the CSE, may prepare a protocol for lifting people with work equipment not designed for that purpose for particular exceptional cases. The exceptionality criteria applicable to the construction site, as identified in the circular letter of February 10, 2011, protocol

15/SEGR/0003326 of the Ministry of Labor, are as follows.

• Operations in emergency situations

• Performing activities necessary to become dangerous situations, imminent accidents, or to organize rescue measures

Lifting operations using nonspecific equipment, only in the cases indicated, will be carried out according to specific safety procedures that include, downstream of a risk analysis, criteria for the selection of equipment, requirements for ancillary equipment, operating procedures for work phases, and those for supervision and control.

Figure 4 Emergency plan management elements

B.7 ALCOL, PSYCHOPIC SUBSTANCES, AND SAFETY.

At the construction site, the consumption of alcoholic beverages or psychotropic substances will be strictly prohibited. The prohibition is understood to extend to the introduction, presence and consumption, even occasional, of alcoholic beverages within office premises. The measure will not allow exceptions for events related to holidays or special celebratory or socializing circumstances.

The restriction is not intended to interfere with the eating habits and social customs of the personnel of the companies involved: however, it remains the responsibility of individual employees to report to the workplace with a zero alcohol level.

The prohibition against the consumption of alcohol and psychotropic substances applies to all personnel present at the worksite, regardless of the type of occupation, contractual classification, and hierarchical level. Any controls will be conducted as prescribed by the relevant regulations: L.

125, March 30, 2001 (framework law on alcohol and alcohol-related problems), D. Lgs. 81/2008 and D. Lgs. April 30, 1992 No. 285 (new highway code).

Workers who occasionally take drugs that may alter normal psycho-physiological conditions, leading to the occurrence of potential hazards in performing work activities or driving vehicles and means of work, must inform their RLS and undergo health checks with the competent physician.

B.8 EMISSION OF POLLUTANTS

During execution and possible use of substances or products at risk of pollution, such as: mortars, chemical additives, solvents, fixatives, etc.

It is also possible for dust to propagate during demolition and cleaning work on masonry surfaces using high-pressure jets.

Design and organizational choices:

In order to keep the risk of pollutant emissions as low as possible, substances that give off polluting vapors shall not be used. The substances to be used should be as odorless and non-toxic as possible, and their composition should be shown on appropriate sheets provided by the manufacturer to be delivered to the CSE before use.

Procedures:

Each contractor shall ensure that:

• spraying surfaces both during demolition work in order to reduce dust lifting;

debris materials should also be sprayed, and care should be taken to ensure that the storage and evacuation of debris and rubble is done properly.

Preventive and protective measures:

• I.P.D. appropriate to the products used;

• Information adequate and preventive training of employees.

• Use of substances with low pollution risk;

• Use of low-speed tools.

Coordination measures:

• Verification as to the application of the provisions of the preceding points is the responsibility of the site manager and, during site inspections, the execution coordinator;

• the employer of each executing company is responsible for making its workers aware, prior to the start of work, of the contents stipulated in this SSC and SOP.

In addition, all workers employed should possess skills and experience according to the work to be performed and be aware of the correct application of procedures in the various work phases.

B.9 HAZARDS AND MEASURES RELATED TO NEIGHBORING ACTIVITIES

AND/OR SETTLEMENTS

The coexistence of other construction sites is expected. The overall worksite management strategy should always be geared toward prevention and minimization of interference risks. The co-presence of other worksites may be determined either to the intervention of third-party contractors or to the conduct of works of various kinds carried out by military personnel or civilian employees of the 31 FW. The contractor's

SOP will develop protocols to address interference management with private, government and military entities and train its personnel in this regard. As a minimum measure for interference control, provision is made for adequate site fencing. The access of personnel, equipment, materials and construction vehicles from the construction site onto the public street shall be marked and controlled by at least one mover.

B.9.1 ELECTRICAL DISCONNECTIONS

Regarding the operations of modification, protection and securing of existing electrical installations, where necessary, protocols for electrical disconnection will be defined with the cooperation of the contractor's RSPP. It is stressed that disconnection , interlocking, modification and reconnection operations are closely linked to a precise and detailed identification of the characteristics of the installations, disconnection equipment, labeling and mandatory safety signs. These measures should be fully known and shared within the organizational structure of the construction site (contractor and any subcontractors). An effective communication and monitoring system will be in place, including by means of cell phones, solely for this purpose, throughout the operations. Supervisors will be designated to monitor the work areas. Access to areas affected by operations will be limited to qualified personnel strictly necessary. A mover may be made available to control access.

Workers engaged at equipment, systems and facilities to be disconnected or decommissioned (even temporarily), may be injured if accidentally in contact with energy released from equipment during power-up or with that stored and released, unexpectedly, during operation.

Adopting procedures to control and lockout hazardous energy sources (Lockout -

Tagout) protects employees from such hazards. Lockout devices (Lockout) keep electrical equipment in a safe or deactivated condition, providing protection from machines or equipment that can be reactivated. Warning labels (Tagout) are affixed at deactivated devices as a warning of danger and as a prohibition of action prescription.

Figure 5 Electrical system disconnection devices

B.9.2 DISCONNECTIONS OF OTHER INFRASTRUCTURE NETWORKS

(LOCKOUT - TAGOUT II)

Regarding the operations of modifying, protecting and securing other infrastructure networks, protocols will be defined with the cooperation of the contractor's RSPP for the identification of check valves, sluice gates and temporary closure systems.

Gas adduction lines, where existing and if affected by or close to the construction site area, will be secured by capturing and possibly installing by-passes. Equipment for detection of noxious, flammable or explosive gases will be provided by the contract or for monitoring campaigns to be defined in consultation with the CO.

Measures will be taken to prevent blast and fire hazards in accordance with current regulations. Access to areas affected by the interventions will be limited to qualified personnel strictly necessary. A mover may be made available to control access.

The adoption of Lockout - Tagout type procedures, already described for the disconnection of electrical systems, are also applied for gas systems, mechanical systems or hydraulic systems in a similar manner and through dedicated lockout and tagout systems.

Figure 6 Gas or mechanical system disconnection devices

B.9.3 OPERATIONS WITH COMPRESSED AIR EQUIPMENT

For work to be conducted with compressed air equipment, the contractor will identify low-noise machines with double-holding jointing systems for pipes and nozzles (e.g., joints and couplings coupled with metal chains or cables).

Figure 7 Restraint system for pressurized systems

For the protection of third parties, screens will be used to prevent the projection of shrapnel, debris, compressed air and pressurized liquids.

B.9.4 PROCUREMENT OF MATERIALS

Procurement of materials will preferably take place in a manner and at times that result in minimizing the risk of interference with local traffic and any concurrent activities conducted by third parties. Traffic wardens in adequate numbers will be made available by the contractor to coordinate vehicular traffic and pedestrian routes in the interface areas between the construction site and public areas.

Materials will be stored at dedicated storage areas. They will be stored neatly and in a manner that prevents collapses, uncontrolled falls, dust and fragment dispersion.

Wedges and wooden wedges will be used where necessary to prevent displacement on the horizontal plane of stacked layers of material.

Storage areas will be equipped with protective sheeting placed against the ground in case release and spillage of liquid substances into the soil can be determined.

Containers and tanks of potentially toxic materials, fuels, lubricants and hydrocarbons in general will be equipped with secondary containment system to prevent spills.

Figure 8 - Sitemes to prevent spillage phenomena.

Areas intended for storage will be protected by fencing in case materials present sharp, sharp or abrasive surfaces or parts. Elements and parts presenting such hazards will be shielded with bulkheads or sheet metal or wood panels with adequate strength characteristics.

The arrangement of materials for storage will be such as to allow safe pedestrian and vehicular traffic flows free of even temporary obstructions. Irregularities and non -modifiable elevation changes in the road system inside the construction site will be appropriately marked to prevent slip and fall hazards. In cases where materials deposited in warehouse areas result in blind spots, the installation of parabolic mirrors will be arranged. Under heavy traffic conditions, the contractor will provide an adequate number of movers.

Unloading operations will take place in areas from which unmanned personnel will have been removed. Handling by means of fixed or mobile cranes, winches or forklifts will take place after it has been verified that there is no possible interference with infrastructure, temporary preparations, permanent works already carried out, other means of work, and if risks of overturning of the means of transport, parts of the load, lifting and translating means can be excluded. Appropriate measures will be taken to prevent abrasions, cuts and crushing of personnel on the ground and at height.

Figure 9 Lifting Slingbar

Materials will be properly slinged to ensure that the hooks are at the vertical projection of the center of gravity. Slinging operations will be carried out using materials and equipment with plates and devices that clearly and unambiguously indicate the load capacity and allowable load limits. Lifting and shifting operations will be carried out only by trained personnel.

For particularly bulky elements, devices such as lifting sling bars will be used to ensure evenness of pull and stability during fastening and installation. For inconsistent, loose materials or those with elements that are not mutually integral, the use of slings or restraining equipment will be arranged.

Loads that are bulky or such as to exhibit potentially uncontrolled motion during translation will be lifted and led to storage by means of an auxiliary guide rope. Similar measures will be taken for taking materials to storage and placing them in place, f or moving them to different storage areas, and for removing unused or waste products from the site.

Figure 10 Bulk material containment device

For fixed or mobile lifting equipment, appropriate soil bearing capacity analysis and testing will be arranged so as to prevent rollover hazards. Any tests by third -party laboratories, to be paid for by the contractor, will be selected by the DL in consultation with the CSE.

Scope interference for pedestrian and vehicular traffic (including outside the perimeter of the construction site), location of fixed or mobile cranes, signaling arrangements, and lifting operating conditions will be checked

Figure 11 Diagram of use of guide rope in the course of lifting materials

In all cases where lifting hooks are used at a height of more than 2 meters above a safe level, necessary fall protection will be arranged for the benefit of operators engaged in slinging operations. The provision also applies to the operation of transferring and unloading goods conferred by trucks. The regulatory constraint also applies to third -party operators exclusively related to the stages of mere delivery of vehicles and materials to the construction site.

Figure 12 Hand signals of the mover

The contractor will provide the necessary movers to ensure minimization of possible interference and proper handling of loads. Based on material handling considerations with respect to the footprint of the architectural complex, the contractor may install more than one fixed tower-type crane. In this case, it is necessary to prepare a specific protocol for materials and equipment handling based on prioritizing the different lifting systems.

Panels bearing alphanumeric, indelible numbers or abbreviations, printed to be clearly visible to the naked eye from a distance, will be affixed to crane towers so as to uniquely identify lifting devices.

If, for example, three (potentially interfering) cranes identified as G1, G2 and G3 with decreasing priority are installed in the site area, the utilization protocol will contain at least:
