About this file
This document is a comment resolution matrix for a solicitation to provide large capacity weight handling equipment. The Navy seeks proposals to establish multiple award contracts to furnish cranes and hoists for shipyards in Virginia and Hawaii. Offerors must submit proposals by a June deadline, and awards will be made by September 2022. The opportunity is set aside for small businesses. The document provides responses to industry questions on technical requirements, drawings, existing equipment details, schedules, testing procedures, and preferences regarding union labor. It clarifies that cybersecurity scoring is not required and confirms thruster brakes meet specifications. No further details on products or services are specified beyond what is in the original solicitation.

2 Specification 2 2.3.3 44
Section 2.3.3.5, states “Notebook computer compatible software and all…” is the intent to only supply the needed software or is a notebook computer required with the crane. It seems a comma could be missing after “computer”.
Only the compatible software and cable connections are required. There would have been a separate paragraph specifically calling out a laptop computer/engineering workstation if one had been required.
3 Specification 2 2.3.3 48
Section 2.3.3.12, is the contractor required to supply a new “wall or column mounted disconnect switch” for the entire bar system or just for the new 20ft section? Can the existing disconnect be used to supply power to this new section?
The contractor is required to provide all necessary hardware to the crane from a wall or column mounted disconnect switch. The disconnect switch will be appropriately sized for the electrification system, including the new 20ft., and provided by the government.
4 Specification 2 2.3.3 49 2.3.3.18. Capacity Overload Protection, no display of weight is required. Is this the intent?
Correct. No weight display is required.
5 Specification 2 2.3.3 49
2.3.3.21 Software and Services & 2.3.3.22 Access Control, 2.3.3.23 Account Management etc. Discuss approach
Specification sections 2.3.3.21through 2.3.3.30 are design requirements to be implemented into the control system and network design. For this project, it appears the requirements will have to be implemented into any variable frequency drives, programmable logic units, remote terminal units, and/or any other devices with microprocessors. It is noted there is to be no laptop or engineering worksation provided therefore it is not necessary to implement the design requirements into that device. Note the associated cyber security closeout submittals SD-11.7 through SD-
11.16 reuires the contractor to provide documentation/declarations of satisfactory implementation of the design requirements in sections 2.3.3.21 through 2.3.3.30.
6 Specification 2 2.3.2 36
Section 2.3.2.10 states that hoist brakes are to be “Electro-mechanical” is the intent to have DC Magnet brakes or are thrusters allowed. This section also specifies thruster housing material requirements.
Thruster brakes meet the intent of this specification requirement.

J4 form - if the client doesn't respond should we at least complete block 5? Per RFP Section M - Evaluation Factors for Award, (2) Factor 2 Past Performance, "If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
11 Specification 2.3.2 Mechanical design 2.3.2.9 35
This section states "Enclosed hoist drive gearing shall be selected for service factor greater than or equal to 3.0 if CMAA service class D or higher, or industrial duty if CMAA rated service class C."
Our supplier thinks the service factor of 3.0 will make the gearbox unnecessarily huge and push the price up. Is the service factor of 3.0 required? Would a service factor lower than 3.0 be acceptable?
Per Section 1.3.1, the crane is CMAA 70 Class C (minimum), so industrial duty service factors are required. Industrial duty service factors are given in Table A.4 of AGMA 6013.

SD-08.2. Crane Removal/Installation Plan does not note facility requirements of removal of current existing parts, equipment on-site, especially if crane is demobilized. Are there any further details other than what is in OSHA standard?
When the crane is removed from the rail, the parts taken down are expected to be loaded onto trucks as soon as possible and removed per paragraph 1.3.6. (page 9 of 58) and as described in section 1.3.6 Crane Removal. See Appendix E and Section H for additional information. If there questions on specific parts or pieces, please revise and resubmit PPI.

Is there a preferred amount of time in which the stop/start work impact to facility?
For example, does the facility prefer to have impacted work preferrably stop Monday-Wednesday? Are weekends able to be added to the schedule in the event that facility mission critical work cannot be stopped?
Standard work hours are an 8 hour shift between 0700 and 1530 Monday through Friday. Extended hours and weekends shall be coordinated between the shipyard, NCC and the contractor and is not garunteed. Work shall be coordinated with the shipyard to minimize impact on production, however it is generally desired to dedicate a length of time to the contractor to perform all work the originates an outage with the shop in one window of opportunity. If during that window of opportunity the shipyard has mission critical work, it will be coordinated from the shipyard through NCC to the contractor as soon as is reasonably achievable.
