RE: Criterion 1 – Specialized Experience, Subfactor 1. Design of similar types of facilities

In Revision 03 of the solicitation issued 22-Feb-23, page 3, paragraph Criterion 1- Specialized Experience (SF-330, Part I, Section F), subparagraph 1. Design of similar facilities. For the purposes of this evaluation, “similar types of facilities” are defined as follows: The reference to Utilities does not appear, however, there is no notation that this was an intentional omission from the list of similar types of facilities.

We have a project that is a multi-discipline power plant facility that includes a one-story structure with reinforced concrete walls, structural steel roof trusses and framing, and a concrete slab-on-deck roof. The facility includes two engine rooms, areas for parts storage, office spaces, a control room, roll-up doors for truck access, and two bridge cranes for generator maintenance. Supporting facilities include paving and site improvements (parking, sidewalks, fencing, and gates), site preparations (site demolition and site earthwork), electrical and mechanical utilities (electrical distribution systems, site lighting, water supply system, sanitary sewer system, and fuel distribution system), and demolition of the old power plant. The main function of the facility is to provide power generation to support the operations of the installation.

Although the main function of this facility is power generation and is classified as a utilities project, we believe it provides a relevant example of an industrial-type facility for this contract.

Can you please confirm that this type of facility will be considered as a “similar type of facility” and, if so, how we should classify this project?

Response: We confirm that a power plant building is classified as an industrial-type facility for this contract.
