Amendment 0001

Amendment 0001 is issued for the following reasons:

1) To provide responses to pre-proposal inquiries

Inquiries & Responses:

1) Question: Criterion 1 - Specialized Experience (pg. 4): "Within the maximum of five (5) relevant design projects, as defined above, firms shall demonstrate experience with design services of the following: 1. One (1) design of new construction of a facility. 2. One (1) design of a full renovation project that includes demolition..."

For Criterion 1, please confirm for evaluation purposes multi-discipline 100% Plans and

Specifications projects provided under the Design Build delivery method will be considered equivalent with 100% Plans and Specifications projects provided under the Design-Bid-Build delivery method.

Response: Propose in accordance with the synopsis.

2) Question: Criterion 1 - Specialized Experience: (pg. 4) "Within the maximum of five (5) relevant design projects, as defined above, firms shall demonstrate experience with design services of the following: ... 3. One (1) design project for which the firm provided PCAS for the full performance period of a project’s construction. The project must have been designed by the firm and contain at least one of the similar types of facilities. a. Firms must explicitly identify which project(s) satisfy this requirement."

For Criterion 1, please confirm for evaluation purposes that PCAS provided during construction for a project delivered under a Design Build procurement method will be considered equivalent to

PCAS provided during construction for a project delivered under a Design-Bid-Build procurement method.

3) Question: Criterion 1 - Specialized Experience: (pg.

1. Does experience where PCAS services were awarded as a separate or follow-on Task Order after completing the full-design effort qualify as a relevant project meeting paragraph 3 of

Criterion 1 requirements?

2. In some instances NAVFAC issues task orders that include both full plans/specifications AND

PCAS. In other instances NAVFAC awards follow-on PCAS under a separate task order.

Because of the very limited number of projects (limited to 5) the synopsis allows for Criterion 1, would NAVFAC allow offerors to submit a single Section F project that demonstrates both full

Plans & Specs and PCAS through the entire construction effort in the last seven years if the full design scope and PCAS scope for the same project was issued under two different task orders?

4) Question: SF-330 SUBMISSION REQUIREMENTS: (pg. 10) Architect-Engineer firms that meet the requirements described in this announcement are invited to submit three (3) hard copies of the SF-330 and one (1) CD to Naval Facilities Engineering Systems Command, Atlantic, Code:

CON22, Attn: Ed Flint, 6506 Hampton Blvd., Norfolk, VA 23508. Firms responding to this announcement by 2:00 PM Norfolk, VA local time, 20 March 2023 will be considered.

Can firms submit SF330's via the Procurement Integrated Enterprise Environment (PIEE) instead of mailing hard copies?
