Marine Species Monitoring & Research & Related Environmental Planning Services

SOLICITATION N6247020R2000

Questions Answered

1. Section J, Attachments, pg. 42 of 74. There are 14 labor categories listed in Attachments J.L.1A, J.L.1, and J.L.3, but Page 10 Section C.3, Specific Personnel Requirements, lists 13 labor categories (the list is in numerical order, however, items 13 and 14 are omitted). The attachments have 14 labor categories, Clerical/Administrative, is omitted from Section C.3. Please clarify the number of categories that are included in the RFP, if 14 and a Clerical/Administrative position is required, please provide the position requirements.

Government response: There are 14 labor categories and Clerical/Administrative position is required.

Clerical/Administrative Assistant

Responsibilities include setting up and maintaining files, answering phone calls and referring to appropriate staff, arranging meetings and conferences; scheduling appointments; making travel arrangements, reviewing drafts and finished documents for appropriate grammatical usage, distribute incoming correspondence such as mail, faxes, and email; create and modify documents such as invoices, reports, memos, letters and financial statements using Microsoft Office, QuickBooks or other programs. A qualified individual for this position shall have a high school diploma and three years’ experience.

2. Section J, Attachments, pg. 42 of 74. For ease in completing the attachments in Section J, can NAVFAC Atlantic provide fillable PDFs or MSWord documents; or may the offeror recreate the forms (e.g., Attachments C, D, E, JL.6, JL.7, etc.) in MSWord if the forms match the content, font styles and sizes, layout, margins, and format?

Government response: The offer may create the forms as long as they match the content, font styles and sizes, layout, margins, and format.

3. Section J, Attachments, Attachment E—Past Performance Questionnaire, JL.10, pg. 42 of 74. It appears Attachment E—Past Performance Questionnaire, JL.10 is missing rating sheets for the client to complete.

Can NAVFAC Atlantic please confirm these pages are excluded and provide?

Government response: The correct document is attached, Rev Attachment E – JL.10

4. Section J, Attachments JL.1 and JL.5, pg. 42 of 74. Will NAVFAC Atlantic be providing these two attachments in the next amendment?

Government response: Attachment JL.1 is in the Excel file with JL. 1A. The Attachment JL.5 Small Business Past Performance/SB Achievement Record has been uploaded.

5. Section L, Price Proposal – Volume 1, pg. 58 of 74. Please clarify the number of required compact discs that need to be submitted for Volume I. Does NAVFAC Atlantic require two CDs or four CDs?

Government response: Two CD’s are needed, one per proposal.

6. Section L.2 Proposal Submission Instructions (A), Price Proposal – Volume 1, pg. 58 of 74. The RFP states:

“Do not submit Adobe Acrobat files except for the cover page, SF30, SF33, ….” Please clarify if the offeror is required to submit SF 30 with the offeror’s proposal. If yes, please provide instructions regarding which

2 | P a g e section this form be included? Also, should the offeror submit only the amendment form or all contents in its entirety?

Government response: An SF-30 is not required and it has been struck through in the solicitation. The Offeror needs to submit and acknowledge all amendments. Please note an SF33 is required.

7. Section L, Proposal Format L.2 (2 Proposal Format) on pg. 57 of 74; L.2 (2A Price) on pg. 58 of 74; and L.2 (B. Non-Price Factors) on pg. 64 of 74. On page 57, the instruction state: “…must include a cover page with the name of the prime contractor, addresses, phone and fax numbers, email addresses, solicitation number, and point of contact.”

On pages 58 and 64, the instructions for the general format for the cover page are as follows:

Corporate name (no abbreviation) Address Point of contact Phone number DUNS number CAGE Code

Please clarify the information required on cover page for the Volumes; there is a discrepancy in the required information.

Government response: L.2 2 has been revised. Please follow the instructions requested for the individual volumes for Price and Non Price factors.

8. Section L, B. Non-Price Factors, Solicitation Submittal Requirements: pg. 63 of 74. Please clarify the number of required compact discs that need to be submitted for Volume II. Does NAVFAC Atlantic require nine CDs or twelve CDs?

Government response: 9 CD’s.

9. Section L, B Non-Price Factors, Solicitation Submittal Requirements, pg. 63 of 74. The instruction states the organization conflicts of interest statements are not applied against the overall page limit. Please clarify if the offeror is required to submit a COI statement with the offeror’s proposal. If yes, where should the COI statement be included?

Government response: organizational conflicts of interest statements should be included under a separate tab in the Non-Price factor section if applicable.

10. Section L, B Non-Price Factors, Solicitation Submittal Requirements, pg. 63 of 74. The RFP states:

“Additionally, under Factor 3—Small Business Utilization,…, SF1420/DD2626/or equivalent, and SF294s/ISRs will not be applied against the overall page limit.” Please clarify if the offeror is required to submit SF 1420 with the proposal as this form is now obsolete and was used to evaluate the performance of construction contracts.

Government response: The wording SF1420 has been deleted.

11. Section L, B Non-Price Factors, Solicitation Submittal Requirements, pgs. 63 and 64 of 74. The RFP states “…a one-page coversheet to identify the contractor and the proposal, and the listings of team member’s

3 | P a g e corporate names and point of contact information are not applied against the overall page limit. The coversheet and listing of team members shall be limited to two pages in total (one-page each).”

Is the coversheet different from the cover page or are they the same? If the coversheet is different, please define the sequence of the front matter materials. For example, would the sequence be cover page, coversheet, listing of team members, then followed by Factors 1–5?

Government response: The cover sheet is the same as the cover page.

12. Section L, Factor 2, Corporate Experience, Blocks 8 and Block 9, pg. 66 of 74. The solicitation instructions for Block 8 and Block 9 do not match Block 8 and Block 9 in Attachment C – JL.8 (Experience Project Data Sheet). Please clarify which instructions are associated with Block 8 and Block 9 for Attachment C.

Government response: Please follow the verbiage in the solicitation.

13. Section L, Factor 3, Small Business Utilization (a) (1), pg. 67 of 74. Please confirm that the Small Business Achievement Record, Attachment D, is actually Attachment JL.5 and not Attachment D. Also, please provide this form for offerors to complete and submit.

Government response: On page 67/74 Attachment D is Attachment JL.5.

14. Section L, Factor 3, Small Business Utilization (a) (1), pg. 67 of 74. The RFP states: “If Examples submitted under the Corporate Experience were task orders, the small business participation achievements should be specific to the task order, not the contract.” Some of our Elements A and B Examples projects required Small Business reporting at contract level and not at task order level. Would NAVFAC Atlantic consider evaluating the SB participation achievements by contract level instead?

Federal Acquisition Regulation; Small Business Subcontracting Improvements states: “(9) Requiring prime contracts with subcontracting plans on task and delivery order contracts to report order level subcontracting information after November 2017”. This clause suggests FAR does not require the prime contractor with subcontracting plans on task and delivery order contracts to report order level subcontracting information until after November 2017. Would the offeror be allowed to present small business participation achievements by contract level instead of task order lever?

Government response: For the Small Business Achievement Record examples should be at the task order level. For the ISRs examples should be submitted at the contract level.

15. Section L, Factor 3, Small Business Utilization (b) (1), pg. 67 of 74. Please confirm the required form for Small Business Participation and Commitment, Attachment E, is actually Attachment JL.7 and not Attachment E.

Government response: The verbiage in (b) (1), pg. 67 of 74 has been changed to Attachment JL.7.

16. Section L, Factor 3, Small Business Utilization, 2) ISRs or Similar Reports, pg. 67 of 74. What information would NAVFAC Atlantic expect to be provided from non-federal and commercial clients as a substitution for an ISR?

Government response: The verbiage or similar reports has been deleted.

17. Section L, Factor 3, Small Business Utilization (Note), pg. 68 of 74. The RFP requires the offeror submit acceptable small business subcontracting plans using Attachment JL.7. Please provide instruction for where to include this Small Business Subcontracting Plan.

Government response: In a tab marked Small Business Subcontracting Plan at the end of the Non-Price factors Volume.

18. Section L, Factor 5, Past Performance, paragraph 3, pg. 69 of 74. In which Factor should the above information (adverse past performance issues) be included?

Government response: In a tab marked Corrective Actions Taken after the Examples submitted under Factor 2—Corporate Experience

Should the additional two double-sided page or four single-sided pages be a separate attachment to Attachment JL.8 (Experience Project Data Sheet) or as a separate attachment to Attachment JL.10 (PPQ)?

Government response: Yes, attach the additional pages to the appropriate document.

If the offeror is to submit a CPARs instead of a PPQ, are we permitted to submit the adverse past performance issue attachments for each project with a CPARs?

Government response: Yes

Also, are the adverse past performance issues attachment pages counted toward the 75-page limit?

Government response: No

19. Section L, Factor 5, Past Performance, Solicitation Submittal Requirements, pg. 69 of 74. Because past performance questionnaires are excluded from the page count (pg. 63: “past performance questionnaires are not applied against the overall page limit”), please confirm CPARs information is also excluded from the overall 75-page limit.

Government response: Yes, the CPARs does not count towards the 75 page limit.

20. Page 1 of the RFP indicates that one original and 9 copies of the proposal should be submitted. However, Page 63 of the RFP states that one original and 8 copies should be submitted. Please clarify the number of copies requested.

Government response: There should be 1 original and 8 Copies plus 2 Price volumes.

21. The RFP mentions “key subcontractors” numerous times. Please clarify if rates are requested for subcontractors and, if so, please define “key.” It is our understanding that one set of labor rates is requested for just the prime contractor (or joint venture).

Government response: Please include labor costs for subcontractors performing large portions of work across most task orders.

22. On Page 27 of the RFP, FAR Clause 52.215-17 Waiver of Facilities Capital Cost of Money is listed, however, on Page 53 of the RFP, FAR Clause 52.215-16 Facilities Capital Cost of Money is incorporated. In addition, on Page 59, under Tab 1, the explanation of Column D for Attachment JL.1A

5 | P a g e includes Facilities Capital Cost of Money (FCCOM) in our total proposed percent mark-up. Please clarify if we should include FCCOM in our labor rates or not.

Government response: Please include FCCOM in labor rates. The clause has been deleted.

23. Page 58 of the RFP states “Do not submit Adobe Acrobat files except for the cover page, SF30, SF33, JV/Mentor Protégé Agreements, representations, letters of commitment or agreement, certifications, and financial statements.” Page 68 of the RFP states “Offerors shall also describe binding agreements with subcontractors and post award roles for execution.” Please confirm that we are not required to submit “letters of commitment or agreement” or teaming agreements for teaming partners in either volume.

Government response: Submit letters of commitment or agreement if applicable.

24. Page 59 of the RFP, under Tab 1a., it states: “A separate sheet shall be submitted by the prime, affiliates and each key subcontractor.” We plan on using employees from multiple operating companies under the same parent company to build our labor rates. Do we need to keep the operating companies separate and fill out multiple sheets for their respective disciplines, or can we combine them into one, using a composite multiplier?

Government response: Please keep the operating companies separate and fill out multiple sheets for their respective disciplines.

25. Page 63 of the RFP states “The document should be submitted as both an Adobe Acrobat file (.pdf) and as an MS Word file.” Page 66 of the RFP says “This form is set at 10pt font and the font size shall not be altered by the offeror.” However, both Attachment C—Experience Project Data Sheet (also referred to as Attachment JL.8) and Attachment D—Resume Submittal (also referred to as Attachment JL. 9) were only provided as .pdf files. Will MS Word files for both attachments be provided in another Amendment?

Government response: Please use PDF attachments as provided.

26. Page 63 of the RFP states “Non-price proposal submission is limited to 75 pages.” Given the page limits stated in the RFP for specific non-price factors, the total page limit would be closer to 55 pages. Should we assume the Program Manager and Technical Project Manager resumes are included in the page count to bring the total closer to 75? If not, how will the additional 20 pages be evaluated?

Government response: The resumes are part of the 75 page total.

27. Page 64 of the RFP provides “NAVFAC's command-wide small business subcontracting targets” for all

Small Businesses as 45%. Page 67 of the RFP says “The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value.” Please verify the small business subcontracting goal for this contract.

Government response: The subcontracting target for Small Businesses is 45% of the amount of work subcontracted. The 20% represents the overall contract.

28. Page 64 of the RFP provides instructions for the Small Business Subcontracting Plan. Page 68 of the RFP provides a Note about the Small Business Subcontracting Plan. Is the plan supposed to be submitted as part of Factor 3, Small Business Utilization, Subfactor b. Small Business Participation and Commitment Document? Or should it be submitted as at the end of Factor 3? Page 73 of the RFP does not mention the SBSP (Attachment JL.6) in the list of forms that should be submitted as part of the Small Business Utilization Factor.

6 | P a g e

Government response: See question 17.

29. Please confirm that Attachment JL.5 – Small Business Past Performance (also referred to as Attachment D, Small Business Achievement Record, also referred to as Attachment JL.5 —Small Business Past Performance/SB Achievement Record) is missing and will be provided in another Amendment.

Government response: The Attachment JL.5 Small Business Past Performance/SB Achievement Record has been uploaded.

30. Page 68 of the RFP provides a note that we “must submit acceptable small business subcontracting plans using the SBSP (Attachment JL.7).” Please confirm that this in an error and should say “JL.6” instead of

“JL.7.”

Government response: It should be JL.6

31. Attachment C (Attachment JL.8) does not match the instructions found on Page 66 of the RFP. For example, Page 66 states “Block 9: Provide a detailed description of the work self-performed.” Attachment C (Attachment JL.8), Block 9 references “monitoring a large-scale real estate portfolio.” Will the correct attachment be provided in another Amendment? And if so, please provide it in MS Word format.

Government response: see question 12.

32. Attachment D (Attachment JL.9), Block 6 references “factor 1.” Please confirm that this is an error and should reference Factor 2 instead.

Government response: Resumes are under factor 1.

33. Attachment E (Attachment JL.10) is missing several pages. Will the correct attachment be provided in another Amendment?

Government response: the document has been corrected. See Rev Attachment E – JL.10

34. Contractor plans to subcontract classified task orders to a very capable subcontractor with proper PCLs and FCLs. Contractor has PCLs but no FCL at the office where most of the work will be performed. Is that arrangement acceptable and does it meet the RFP requirement for having the “means to work with classified data?”

Government response: Another amendment will be issued with this answer.

35. Page 63 of the RFP states “Tables and charts can be in landscape format, font size 12” The font size requirement for the organizational chart and the Experience Project Data Sheet (Attachment C - JL.8) is 10 point. Please consider lowering the font size requirement for tables and charts throughout the proposal from 12 point to 10 point to match the requirement for the organizational chart and Experience Project Data Sheet.

Government response: A font of 10 maybe used requirement for the organizational chart and Experience Project Data Sheet.
